1、7S管理制度1、目的为形成一个整洁、安全、有序的工作现场,提高工作效率与质量,同时为进一步提升品质、降低成本损耗、让7S 精神深入每个员工心中,并用7S 理念来提升个人修养,特制订本管理制度。2、适用范围2.1 生产现场(含车间、仓库等);2.2 非生产现场(办公室、食堂、卫生责任区等)。3、引用文件无4、定义4.1 7S:整理、整顿、清扫、清洁、素养、安全、节约。4.2 整理(Seiri):为使事物处理简单、明了、规范化,将工作现场之物品分为需要品和不需要品,并对需要之物品加以分类保管,不需要之物品加以处理。4.3 整顿(Seiton):将整理后留下的需要品或所留下的闲置空间做规划,使文件、

2、工具、物品等隨时保持易取用之状态,以使工作区间条理化、规范化。4.4 清扫(Seiso):随时维持工作和生活场所无垃圾,无污染的状态。4.5 清洁(Seiketsu):将整理、整顿、清扫等“3S”彻底执行后保持维持状态,彻底清除污染源。4.6 素养(Shitsuks):养成能够正确实行所决定的既成事情的习惯,深化思想品德和道德修养,使全员养成遵章守规的习惯,从而达到管理水平的最佳效果。4.7 安全(Safety):认真贯彻“安全第一、预防为主”的安全生产方针,在保障职工安全与健康的前提下,组织班组生产活动。4.8 节约(Saving):确立整个工厂的价值观,降低生产成本,包括制造费用、直接材料

3、、直接人工、直接制造费用。5、职责权限5.1 行政人事中心主导7S 制度的建立、推行、检查工作。5.2 各部门负责人、7S推行委员会对 7S现场负有监督与日常管理责任。5.3 生产部门各班组、各具体业务部门负责7S 管理制度内各条款的执行与落实。5.4 生产现场品管人员对生产现场不符合7S管理要求的项目,要及时指出并要求生产现场班组长进行改正。5.5 7S管理委员会负责7S工作的建立、推行、指导职责。5.6 7S推行小组负责监督、管理、检查工作。6、管理要求6.1 开展 7S工作的原则常组织、常整顿、常清洁、常规范、常自律6.2 7S管理流程(见附件一)6.3 7S管理机构6.3.1公司成立

4、7S管理委员会为 7S管理机构,负责7S制度的建立、推行、业务管理工作。6.3.1.1 7S管理委员会构成人员:6.3.1.1.1主任 1 名(行政人事总监兼任,负责指导、培训、监督推行及检查小组的 7S 推行活动),6.3.1.1.2副主任 2名(其中常务副主任一名,负责7S管理工作日常事务)a.副主任一:完成7S 领导委员会主任分派的任务,指导、培训、监督推行及检查小组的 7S 推行活动,策划对 7S 推行小组、检查小组进行培训,不定期参与 7S检查工作;b.副主任二:记录、执行、追踪7S领导委员会安排工作的执行情况,每月向7S领导委员会报告7S 推行及推行建议情况,编制7S推行计划、实施

5、要领、7S 标准、7S活动管理制度,不定期参与7S检查工作;6.3.1.1.3监督委员 1 名(负责 7S工作各部门的纪律监督、检查工作)6.3.1.1.4顾问 1 名(专业人员兼任,为7S管理活动提供专业指导与建议)。6.3.1.2 7S管理委员会常设机构在行政人事中心总监办公室。6.3.2 7S管理委员会下设 7S 推行小组。6.3.2.1 7S推行小组负责 7S工作的日常监督、管理、制度执行、检查等工作。6.3.2.2 7S推行小组组成人员:6.3.2.2.1组长 1 名(行政主管兼任)负责日常推行、检查工作,领导、指导各部门做好 7S 工作)6.3.2.2.2副组长 2名(编制 7S

6、推行计划、实施要领、7S 标准、7S 活动管理制度;对检查小组发现的问题及时进行改进。对违反7S 推行工作或推行不力提报处罚。)6.3.2.2.3组员 68 名(制定本部门的推行计划,实施计划;监督本部门做好日常的 7S推行工作及计划的7S 改进措施。)6.3.2.3 推行小组组成人员应尽量覆盖各部门。6.3.2.4 7S推行小组常设办公室设置于行政部。6.4 7S检查频率6.4.1周检查:每周至少进行一次检查,不规定具体时间。6.4.2月检查:每月至少一次。6.5 7S管理要求6.5.1整理6.5.1.1进行整理活动时,应明确界定需要和不需要的东西,并设定评判基准:6.5.1.1.1三日中使

14、.1.1.4可以再利用的物件放在备用库中;(经过一年没用者加以处理。)6.5.1.1.5不能用的东西,立即加以处理。6.5.1.2根据设定的评判标准,全员统一进行整理实施工作:6.5.1.2.1全公司统一行动,每日进行;6.5.1.2.2当场判断,当场标示,不可拖拉;6.5.1.2.3所整理出来的物品须分类明确,易于取用。6.5.1.3整理达到目标:6.5.1.3.1使物尽所用,避免浪费;6.5.1.3.2使工作时间达到最佳利用程度;6.5.1.3.3创造出整洁、舒适、有序的工作场所。6.5.2整顿6.5.2.1彻底地实施整理工作,将工作现场所需要的物品进行整顿,各人持有抑或单位共有的判断必须

15、适切。6.5.2.2决定放置场所,对物件的放置进行比例规划,以利用配置安排,经常使用的物件,应放在靠近作业区。6.5.2.3决定放置方式,放置方式有框架、装箱、橱柜区、系吊式等放置方式,物件的放置,机能别类一般按相同机能的放在一起的原则进行;对制品类来说,同一个容器中以制品的装配上所必要的东西按整套地整理装配方式来决定放置场所。6.5.2.4 进行整理时物件放置场所需标示,被放置物件要标示,帐票类也加以标示。6.5.3清扫6.5.3.1清扫内容:6.5.3.1.1首先清除污物,干部应身先士卒做带头作用;6.5.3.1.2清扫中发现不方便的地方予以整修;6.5.3.1.3追查造成污染的根源,从源

16、头予以根除;6.5.3.1.4做成清扫基准,以便共同遵守实行。6.5.3.2清扫所达目标:6.5.3.2.1清除脏乱与污染源,保持工作和生活场所之整洁状态;6.5.3.2.2降低机器设备的故障率,确保生产品质;6.5.3.2.3实施工作人员自主保养制度,以保护工作品质。6.5.4清洁6.5.4.1清洁内容:6.5.4.1.1维持 7S推行活动,使全公司上下推行7S之气氛持续维持;6.5.4.1.2随时巡查 7S活动之推广效果,使工作区间和生活区间整洁明了。6.5.4.2清扫目标:6.5.4.2.1防止各种品质慢性不良,提高产品品质和管理品质,树立企业形象;6.5.4.2.2提升工作效率并进行现

24、式以整理;6.5.5.1.2将决定的事项做到任何人随时都能了解的程度;6.5.5.1.3若未按决定事项实行则予以批评,并立即责成改正;6.5.5.1.4无限制地反复执行素养之内容。6.5.5.2素养应达目标:6.5.5.2.1使全员养成办事制度化,规范化之良好品行;6.5.5.2.2能使全员上下一体,自发地规范工作和生活秩序。6.5.6安全6.5.6.1安全内容:6.5.6.1.1坚持把安全工作放在第一位,生产必须安全,安全是为了生产;6.5.6.1.2加强班组制度建设,建立健全安全生产责任制,安全生产岗位责任制,形成人人管安全的局面;6.5.6.1.3坚持预防为主,把事故消灭在萌芽之中,杜绝

25、职业病的发生;6.5.6.1.4搞好劳逸结合,确保职工的休息权利,同时要注重对女职工特殊保护工作;6.5.6.1.5做好安全生产教育训练培训工作。6.5.6.2安全的目标:安全生产工作要实行制度化、标准化、规范化,杜绝人身伤亡事故和中毒、火灾、爆炸等事故,预防职业病,向各类灾害事故为零的目标努力。6.5.7节约6.5.7.1节约的范围:6.5.7.1.1在生产技术阶段,改善制作加工方法;6.5.7.1.2在确保产品品质符合客户要求的前提下,采用低价的原材料,做到适质适价;6.5.7.1.3从作业方法,作业设计等之改进,以减少工数及人员。6.5.7.2节约的目标:制订降低生产成本之目标,运用适当

44、场第一名:奖金200元,第二名:150 元,第三名:100 元。6.8.7.2荣誉奖:连续 3 个月获得第一名的部门另外颁发50 元荣誉奖。6.8.7.3各部所颁发的奖金不得给员工平分,必须用作集体活动或部门建设基金,如有发现违规使用,公司有权对这笔资金回收。6.8.7.4惩罚细则:a.生产现场最后一名:罚金200 元,最后第二名:150 元,最后第三名:100 元。b.非生产现场最后第一名:罚金150元,第二名:100 元,第三名:50 元。6.8.7.5后进奖:连续三个月获得最后3 名的部门另外处罚金50 元。6.8.7.6分数计算方式季度得分=总分数(每周检查分数相加)检查人数*60%+

45、总分数(每月检查分数相加)检查人数 *40%。6.8.7.7周检查等级有一次达D 级及以下,或月检查等级有一次达D 级及以下,不纳入季度奖励考核。6.8.8因 7S执行不力被多次提出整改而未见明显起色的,严重时将免去班组长职务,部门主管降级或降薪。6.8.9检查人员的奖罚6.8.9.1检查小组成员按照要求认真、负责地工作,无任何舞弊、未按时完成工作等情况,可进行紧急奖励。连续一月工作达到以上情况奖励现金50 元,连续一个季度则另外奖励现金100 元。6.8.9.2检查小组成员要具备高度的责任心,本着公平、公开的原则,实事求是地的做好各种记录。不得有舞弊行为,违反者每次处罚金10 元,情节严重的
