3、h executive meeting of the State Council on September 1, 2021, is hereby issued and shall come into force on May 1, 2022.地名管理条例已经 2021年9月1日国务院第 147次常务会议修订通过， 现予公布，自2022年5月 1日起施行。Premier: Li Keqiang总理 李克强March 30, 20222022年3月30日第十三条地名命名、 更名后，由批准机关自批准 之日起15日内按照以下规 定报送备案：（一）国务院有关部门批准 的地名报送国务院备案，备 案材料径送
4、国务院地名行政 主管部门；（二）县级以上地方人民政 府批准的地名报送上一级人 民政府备案，备案材料径送 上一级人民政府地名行政主 管部门；（三）县级以上地方人民政 府地名行政主管部门批准的 地名报送上一级人民政府地 名行政主管部门备案；（四）其他有关部门批准的 地名报送同级人民政府地名 行政主管部门备案。第十四条按照本条例 规定，县级以上人民政府或 者由县级以上地方人民政府 地名行政主管部门批准的地Article 13 A report on the determination or modification of a geographical name shall be submitted
5、for recordation within 15 days from the date of approval according to the following provisions.(1) The geographical name approved by the relevant department of the State Council shall be reported to the State Council for recordation and recordation materials shall be directly submitted to the geogra
6、phical name administrative department of the State Council.(2) The geographical name approved by the local peoples government at or above the county level shall be filed with the peoples government at the next higher level for recordation, and recordation materials shall be directly submitted to the

9、ith the provisions of this Regulation, the geographical name approved by the peoples government at or above the county level or the geographical name administrative department of10the local peoples government at or above the county level shall be announced to the public by the geographical name admi
10、nistrative department of the peoples government at the same level within 15 days from the date of approval. The geographical name approved by any other relevant department of the peoples government at or above the county level shall be announced to the public by the geographical name administrative
11、department of the peoples government at the same level within 15 days from the date of submission of the report for recordation according to the applicable provisions.Chapter III Use of Geographical NamesGeographical names shall be used in a standard and regulated manner.The Scheme of the Chinese Ph
12、onetic Alphabet shall be taken as the unified standard for the Roman alphabet spelling of geographical names, and geographical names shall be spelled in accordance with the rules developed by the geographical name administrative department of the State Council in conjunction with the relevant depart
13、ments of the State Council.The geographical names approved in accordance with the provisions of this Regulation shall be standard geographical names.Standard geographical names shall comply with the standards for examining and determining the pronunciation of geographical names and the standards for
14、 translating geographical names in minority languages and foreign languages into Chinese and writing them in Chinese characters, among others.名，自批准之日起15日 内，由同级人民政府地名行 政主管部门向社会公告；县 级以上人民政府其他有关部 门批准的地名，自按规定报 送备案之日起15日内，由 同级人民政府地名行政主管 部门向社会公告。第三章地名使用第十五条地名的使用 应当标准、规范。地名的罗马字母拼写以汉 语拼音方案作为统一规 范，按照国务院地名行政主

16、ximize the positive role of the National Database for Geographical Names of China in serving the life of the people, social governance, scientific research, national defense construction, and other aspects, and make services more information-based, intelligent, and convenient, so as to facilitate pu
17、blic use.Article 15 The geographical name administrative department and other relevant departments of the local peoples government at or above the county level shall establish and improve the mechanism for the joint construction and sharing of geographical name information resources.第十六条国务院地名 行政主管部门
18、统一建立国家 地名信息库，公布标准地名 等信息、，充分发挥国家地名 信息库在服务群众生活、社 会治理、科学研究、国防建 设等方面的积极作用，提高 服务信息化、智能化、便捷 化水平，方便公众使用。第十七条县级以上地 方人民政府地名行政主管部 门和其他有关部门之间应当 建立健全地名信息资源共建 共享机制。Article 16 The standard geographical names must be 第十八条 以下范围内 used within the following scope:必须使用标准地名：(1) Geographical name signs, traffic signs, ad

21、) Maps available to the public.（五）向社会公开的地图;(6) Any other circumstance where standard geographical names shall be used as prescribed by any law or administrative regulation.（六）法律、行政法规规定 应当使用标准地名的其他情 形。Article 19 Standard geographical names and the relevant information shall be indicated on geographic
22、al name signs. No entity or individual may set up, dismantle, move, alter, block, or damage geographical name signs without approval.第十九条标准地名及 相关信息应当在地名标志上 予以标示。任何单位和个人 不得擅自设置、撤除、移 动、涂改、遮挡、损毁地名志。Article 20 The local peoples government at or above the county level shall strengthen the setup and manag
23、ement of geographical name signs.第二十条县级以上地 方人民政府应当加强地名标 志的设置和管理。Article 21 The geographical name administrative departments and other relevant departments of the peoples governments of municipalities directly under the Central Government, cities, and counties shall prepare standard addresses and set
24、 up signs according to standard geographical names within the scope of their respective duties.第二十一条直辖市、 市、县人民政府地名行政主 管部门和其他有关部门应当 在各自职责范围内，依据标 准地名编制标准地址并设置 志。Article 22 The publications of standard geographical names shall be compiled and published by第二十二条标准地名 出版物由地名机构负责汇集13出版。其中行政区划名称， 由负责行政区划具体管理
25、工 作的部门汇集出版。第四章地名文化保护第二十三条县级以上 人民政府应当从我国地名的 历史和实际出发，加强地名 文化公益宣传，组织研究、 传承地名文化。第二十四条县级以上 人民政府应当加强地名文化 遗产保护，并将符合条件的 地名文化遗产依法列入非物 质文化遗产保护范围。第二十五条县级以上 地方人民政府地名行政主管 部门应当对本行政区域内具 有重要历史文化价值、表达 中华历史文脉的地名进行普 查，做好收集、记录、统计 等工作，制定保护名录。列 入保护名录的地名确需更名 的，所在地县级以上地方人 民政府应当预先制定相应的geographical name institutions. 26、es of administrative divisions shall be compiled and published by the departments responsible for the specific administration of administrative divisions.Chapter IV Cultural Protection of Geographical NamesArticle 23 The peoples government at or above the county level shall, in light of the history
27、and actual circumstances of geographical names in China, strengthen the public welfare publicity of the geographical name culture and organize the research and inheritance of the geographical name culture.Article 24 The peoples government at or above the county level shall strengthen the protection
28、of the cultural heritage of geographical names and include the qualified cultural heritage of geographical names in the scope of protection of intangible cultural heritage in accordance with the law.Article 25 The geographical name administrative department of the local peoples government at or abov
29、e the county level shall conduct a census of the geographical names that have important historical and cultural value and embody the context of Chinese history within its administrative region, effectively collect, record, and conduct statistics and other work, and formulate a protection catalogue.
30、If it is indeed necessary to modify a geographical name included in the protection catalogue, the local peoples government at or above the county level shall be responsible for14formulating the corresponding protection measures in 保护措施。 advance.Article 26 The local peoples government at or above the

The specific measures for the management of geographical name archives shall be formulated by the geographical name administrative department of the State Council in conjunction with the archives administrative department of the
32、state.第二十六条县级以上 地方人民政府应当做好地名 档案管理工作。地名档案管 理的具体方法，由国务院地 名行政主管部门会同国家档 案行政管理部门制定。Article 27 The state encourages citizens, enterprises, and social organizations to participate in the cultural protection of geographical names.第二十七条国家鼓励 公民、企业和社会组织参与 地名文化保护活动。Chapter V Supervision and Inspection第五章监督检查Art
33、icle 28 The geographical name administrative department of the peoples government at a higher level shall strengthen the guidance and supervision of the administration of geographical names by the geographical name administrative departments of peoples governments at lower levels. Any other relevant
34、 department of the peoples government at a higher level shall strengthen the guidance and supervision of the administration of geographical names by the corresponding departments of peoples governments at lower levels.第二十八条上级人民 政府地名行政主管部门应当 加强对下级人民政府地名行 政主管部门地名管理工作的 指导、监督。上级人民政府 其他有关部门应当加强对下 级人民政府相应
35、部门地名管 理工作的指导、监督。15第二十九条县级以上 人民政府地名行政主管部门 和其他有关部门应当依法加 强对地名的命名、更名、使 用、文化保护的监督检查。县级以上人民政府应当加强 地名管理能力建设。第三十条县级以上人 民政府地名行政主管部门和 其他有关部门对地名管理工 作进行监督检查时，有权采 取以下措施：（一）询问有关当事人，调 查与地名管理有关的情况；Article 29 The geographical name administrative department and other relevant departments of the peoples government at
36、or above the county level shall, in accordance with the law, strengthen the supervision and inspection of the determination, modification, use, and cultural protection of geographical names.The peoples government at or above the county level shall strengthen the enhancement of geographical name admi
37、nistration capability.Article 30 The geographical name administrative department and other relevant departments of the peoples government at or above the county level shall have the right to take the following measures when supervising and inspecting the administration of geographical names: (1) Int
38、erviewing relevant parties and investigating the circumstances relating to the administration of geographical names.(2) Consulting and duplicating relevant materials.（二）查阅、复制有关资 料；（三）对涉嫌存在地名违法 行为的场所实施现场检查；（四）检查与涉嫌地名违法 行为有关的物品；（五）法律、行政法规规定 的其他措施。县级以上人民政府地名行政 主管部门和其他有关部门依 法行使前款规定的职权时， 当事人应当予以协助、配Condu

The department that receives the report shall handle it in accordance with the law. The relevant department shall keep confidential the infor

48、s a geographical name in violation of this Regulation, the administrative agency at the next higher level shall order it to take corrective action, and disciplinary actions shall be taken against the liable leaders and other directly liable persons of the approval authority in accordance with the law.第三十五条县级以上 地方人民政府地名批准机关 不报送备案或者未按时报送 备案的，由国务院地名行政 主管部门或者上一级人民政 府地名行政主管部门通知该 批准机关，限期报送；逾期 仍未报送的，对直接责任人 员依法给予处分。Article 35 Where the geogr
