5、,engagedin exploration,development and production crude oil and natural gas resources fromKuwaits oil fields including the export of crude oil through its marine terminals.1.2 The Company is seeking qualified Contractors for provision of Cementing andAssociated Services for development drilling and
6、work over of oil&gas wells andhereby invites submissions for pre-qualification from service companies(herein referredto as“Applicants“as described in the following instruction no.7;representing a localKuwaiti Company seeking prequalification either based on its own credentials or hasjoint venture wi
7、th a reputed international service provider having adequateMemorandum of Understanding(MOU)to support the Applicant in order to fulfilobligations in case of Award of Contract for the following services:Primary Cementing of Casing Strings/Casing Liners for O.D.30”,24”,18 5/8”,14”,13%”,13-3/8”,10 3/4”
8、,9 5/8”,7 3/4”,7 5/8”,7,5%,5and 4%“atvarious depths in single or multi-stage handling water/oil base mud systems;Secondary/Remedial Cementation including cement squeeze/setting cementplugs;Surface and down-hole pressure test such as blow-out preventer pressure test,casing pressure test,formation int
9、egrity test,injectivity test and the like;Well kill and any other pumping operation as needed;Downhole Tools Services and Filtration services;Conducting above operations shall include:o Design and lab test cement and spacer slurries to meet the objectives of the job;o Planning,follow up and evaluati
10、on of cementing programs and operations aidedby adequate Job-simulation and job monitoring software;o Supply of necessary additives,materials and equipment for cementing andpumping operation;o Operation and maintenance of the cement and associated service equipment.1.3 Accordingly,the Company invite
11、s interested Applicants to submit full details of theirexperience in accordance with the attached questionnaire and the pre-qualificationdocuments.1.4 The objective of this exercise is to identify and enlist suitably qualified local Contractorsfor the aforementioned services,which will be invited fo

14、the Company.1.7 Applicants are advised to note that:This is not an invitation to tender for above services.Completion of this application does not mean that the Company has accepted theirbusiness entity as a Contractor for providing the aforementioned services.The Company reserves the right to pre-q
15、ualify any Applicant for aforementionedservices as well as reject any pre-qualification submission at its sole discretion.The Company will treat all the information as strictly confidential.The Company reserves the right to request additional information or documentsregarding applicants answers in t
16、his application.Further,if needed,the Companyreserves the right to verify from the third party or company quoted in“thesubmission about the work related experience and any other relevant information.The Company reserves the right to perform an audit to confirm or determineauthenticity of the informa
17、tion furnished through pre-qualification.It shall includesite visit to applicants facilities,if so felt.2.PURPOSE OF THE DOCUMENTS2.1 All Applicants will be required to submit a detailed and comprehensive pre-qualificationsubmission(the Submission,),for review by the Company.This Submission shall be
18、prepared in accordance with the guidelines and instructions set out in this pre-qualification document and shall set forth in a clear and precise manner their competenceand suitability for carrying out the Services.2.2 Pre-qualification of Applicants for future participation in the Companys Tender f
19、orsimilar Services shall be made solely on the basis of the information supplied in theApplicants Submissions including safety/technical audit of facilities/equipment toconfirm suitability of Services.All Applicants are advised that the Company,at its ownoption,may choose to visit the Applicants pre
20、mises.The Applicants shall allow/givesuch access the Company to satisfy itself more fully about the Applicants Submission,or any part thereof.3.GUIDELINES FOR PRE-QUALIFICATION3.1 Only those applicants,able to demonstrate and document proven relevant experience,available resources,and readiness to u

26、areanswered exactly in accordance with the instmctions given in the pre-qualificationquestionnaire segregated and arranged in order by sections.5.2 The incomplete forms will not be processed.Answers to questions and informationprovided must be accurate and unambiguous.5.3 Applicants must note that t
27、he application shall not be processed and would liable to berejected in case of either of following in respect of Section 1 (Mandatory Questions):(a)Answer to any of the questions of Section 1 is not affirmative.(b)Relevant supporting documents as mentioned under this section are not provided.(c)Sup

29、S(THE SUBMISSION)(CONTD)5.4 Only information provided as a direct response to the questionnaire will be evaluated.Applicants information and detail which are of advertising/promotional/marketingnature will not form part of the evaluation process and hence should not be included.5.5 Supplementary doc
30、umentation must be attached to the questionnaire where applicant hasbeen directed to do so.Such information must be clearly marked with the name of theorganisation and the question to which it relates.5.6 Applicant should note that the Company may require clarification of the answersprovided or ask

36、 addition to the above,the Applicant is required to provide a Letter of Submittal inthe format specified on page 9 to 10 of 47 on the Applicants letterhead and signedby the Applicants authorised signatory.7.ELIGIBILITY TO APPLY7.1 Only established companies that are single corporate bodies can be pr
37、e-qualified.7.2 Applicant“means a local Kuwaiti Company seeking prequalification either based on itsown capabilities,experience and resources or has joint venture with a reputedinternational service provider having capabilities,experience and resources to supportthe Applicant in order to fulfil obli
38、gations in case of Award of Contract.7.3 If the Applicant is applying on its behalf,the information provided in the questionnairemust be true and pertain to the Applicant itself in order to assess applicants capability.Information which incorporates details regarding parent,associate,or subsidiaryco
39、mpanies,or subcontractors,or companies to whom the Applicant was subcontracted,shall be ignored/rejected for the purpose of evaluation.7.4 If the applicant is applying based on a joint venture with a reputed international companyfor provision of subject Services,then the information must be for the
40、company whoshall actually perform any work awarded on behalf of the Applicant,the applicant shallbe required to submit following with the prequalification submission:7.4.1 Copy of Joint Venture/Technical Service Agreement indicating full technical supportby the joint venture company;7.4.2 The guaran

42、O R -CATEGORY 61:CEMENTING AND ASSOCIATED SERVICESA.INVITATION TO PRE-QUALIFY7.ELIGIBILITY TO APPLY(CONTD)7.4(Confd)7.4.3 Failing to submit either of the requirements stated in 7.1 and 7.2 above shall lead torejection of the Application.7.3 If the Applicant is a wholly owned subsidiary company or pa
43、rt of a group of companies,then the application and the information must be from the Applicants company thatshall actually control and perform the work,if so awarded.7.4 It is the applicant that completes the entire questionnaire.However,the Companyreserves the right to request further infonnation i
44、n respect of applicants parent,associate,or subsidiary companies should it be deemed necessary for evaluation purposes.7.5 Pre-qualification shall be granted to the Applicants company only and shall not includepre-qualification of any parent or sister or subsidiary companies.7.6 If qualified,and as
45、and when Company decides to invite tender,the Invitation to tenderwill be issued to the Applicant and not to its parent,associate,or subsidiary companies.Any contract,if awarded,will be entered into with the Applicant only.8.0 EVALUATION PROCESS8.1 The PQ Application shall be evaluated as follows:Co
46、mmercial EvaluationTechnical EvaluationFinancial EvaluationHSE Evaluation8.2 The Applicant shall be approved under all above areas in order to be considered asapproved/qualified for the related PQ services;any rejection under one of the aboveareas shall lead to rejection of the Applicant.8.3 During
47、evaluation,clarification process may be conducted,in order to clarify/requestingfor any missing documents or information,the Applicant is requested to response on anyclarification within the period specified through the clarification facsimile/e-mail,failureof response shall lead to rejection of the

49、ALIFY9.1 The Company will retain all documents submitted by the Applicant for its records.9.2 By submittal of an application,the Applicant permits the Company to:-a)Take any steps which the Company considers necessary to audit or verify theinformation contained in its application,and;b)Visit the App
50、licants and/or its Joint Venture Companys facilities/equipmentwherever they may be located but subject to a prior notification.9.3 Subject to 9.2 above,all responses/correspondence will be treated in the strictestconfidence by the Company.9.4 Company is not obliged to include any previously pre-qual
