5、gagedin exploration,development and production of crude oil and natural gas resources fromKuwaits oil fields and export through marine terminals.1.2 The Company requires the services of specialized Contractor(s)capable of providingCoiled Tubing and Associated Services for rig and rig-less jobs in we
6、lls in extremeclimatic conditions,and have the capability,personnel,material,equipment andtechnology to provide such Services.1.3 Accordingly,the Company is seeking to pre-qualify companies(Applicants)with provencapabilities and experience in the above stated Service and now invites interestedApplic
7、ants to submit full details of their experience in accordance with the attachedquestionnaire and the Pre-qualification documents.1.4 The result of this pre-qualification exercise will be the development of lists of companiesto whom Invitations to Tender for the Services may be issued.1.5 Please note
8、 that this is not an Invitation to Tender and quotations are not required atthis stage.2.PURPOSE OF THE DOCUMENTS2.1 All Applicants will be required to submit a detailed and comprehensive pre-qualificationsubmission(the Submission),for review by the Company.The Submission shall beprepared in accorda
9、nce with the guidelines and instructions set out in this pre-qualification document and shall set forth in a clear and precise manner their competenceand suitability for carrying out the Services.2.2 Pre-qualification of Applicants for future participation in the Companys Tender forsimilar Services
10、shall be made solely on the basis of the information supplied in theApplicants Submissions.All Applicants are advised that the Company,at its own option,may choose to visit the Applicants facilities.The Applicants shall allow/give suchaccess to the Company to satisfy itself fully about the Applicant

12、CATION3.1 The Company is under no obligation to give reasons for acceptance or rejection of anyApplicant.Applicants shall demonstrate their competence in the attachedquestionnaire.3.2 The Applicant must have current resources(equipment,manpower and financial),andthat additional work of the magnitude
13、 being considered by the Company would notstretch the Applicants capabilities.3.3 The Applicant is adequately staffed with skilled and experienced personnel and hasother resources sufficient to meet the operational requirement.Key operationalpersonnel mainly the Operation Managers/Supervisors and En
14、gineers/Operatorsshould have adequate relevant experience.3.4 The Applicant will need to demonstrate that it has ability to provide additionalpersonnel and resources to boost the Applicants capability,if necessary,in the eventof award of work by the Company.3.5 The Applicants personnel to be engaged
15、 on the site shall be physically fit for workexposure in extreme weather conditions of Kuwait.4.INSTRUCTIONS TO APPLICANTS4.1 The Applicant must answer all parts of the questionnaire and provide the informationrequired in English.Failure to comply shall result in the rejection of application.4.2 Ans
16、wers to questions and information supplied must be accurate and unambiguous.Additional pages may be inserted in the event additional space is needed fbr replying tothe questions.Any additional infoimation that the Applicant wishes to offer should beclearly separated from specific responses within th
17、e single bound document to besubmitted.Please do not include company reports or other hand-outs of an advertisingnature unless they contain relevant and specific information requested in thequestionnaire.4.3 The Company has the right to carry out a Site Visit of Applicant9s Operational Base toaudit

27、pecified on page 9 to 10 of 64 under the Applicants authorized signature and onApplicants letterhead.4.9 Only established companies that are single corporate bodies can be pre-qualified.Applications from agents will be rejected.4.10 The Applicant must apply on its own behalf only.In order to assess
28、applicantscapability,the information provided in the questionnaire must be true and pertain to theApplicant itself.Information which incorporates data regarding parent,associate,orsubsidiary companies,or subcontractors,or companies to whom the Applicant wassubcontracted,shall be ignored/rejected for

30、cation must be from the company(Applicant)which shall actually performany work awarded.To clarify,if the Groups head office in USA and the work will be controlled andperformed by its subsidiary at London,UK,then the application should be in the nameof/and using information about the Company based in
31、 UK,all documents submittedshall be from and associated with office at UK.Information relating to Head Office shallbe discarded for the purpose of PQ.4.12 Pre-qualification shall be granted to the Applicant Company only(if applied directly atits own)and shall not include pre-qualification of any par

33、bing&Associated services”operational experience of their own but they have a minimum of six years of oilfieldoperational experience,locally or internationally and they want to jointly execute theproject in future with an experienced international Coil Tubing&associated Servicesprovider Company,in th
34、is case they could also submit the PQ application on behalf oftheir partner international company.However the following conditions will apply:The representing Local Kuwaiti Company should have a minimum of six years ofexperience in providing the oilfield operational services,locally or international
35、lyand they have to prove their eligibility in terms of its oil field operational servicesexperience.It should also have a Service Agreement with its partner international Coil Tubing&Associated Services Provider Company and should have to prove its legitimateservice agreement with its partner Intern
36、ational Company.In such particular case,for PQ purpose,the eligibility of its partner(Internationalexperienced Coil Tubing&Associated Services Provider Company)will beevaluated as the main“Applicant”in all aspects of Technical,HSE and Financial.However the local Kuwaiti Company will be in the front
37、line all the times.It isimportant to note that in this case,all the correspondence of this PQ will be throughthe Local Kuwaiti representative Company.Only oil field operational services experiences are to be considered for such LocalKuwaiti companies.Sales type contracts or experience should be cons
38、idered andvery straight away rejected.Any company that is already on KOCs prequalified/approved list for the saidservices will not be allowed to appear in this PQ through any other KuwaitiCompany,showing itself as a Service partner.Pre-qualification(of successful Applicants)shall be granted to the L
39、ocal Kuwaitirepresentative Company only,with a condition that it will retain its partnership statusand jointly execute the project if awarded in future.The Kuwaiti representative Company also required filling out Section-7 andAttachment-Al-3(details of its Experience and Service agreement)submitting
40、along-with this PQ.All the terms and conditions of this PQ will be applicable to both the companies.4.14 By submittal of an application,the Applicant permits the Company to:-a)Take any steps which the Company considers necessary to audit or verify theinformation contained in the application,and;b)Vi

42、TS(Confd)4.15 The Local Agents appointed by the main Applicant cannot apply on behalf of theApplicant.Any submission by the Local Aeent on behalf of the Applienat shall berejected.The Applicant must submit the application and sign all the submission.However,the local agent can coordinate and facilit
43、ate in the later correspondence.4.16 Submission nf Completed PreOualificati(m Documentsa)The Applicant must arrange to submit the completed Pre-qualificationDocuments on or before the closing time(2:30 pm)either through courier or byhand to the Contracts Team Building,Kuwait Oil Companys Industrial
44、Area atAhmadi,Kuwait;b)Information to be submitted by Applicants is listed under Tender Submittals.c)Submission received after the closing date may not be considered.5.0 EVALUATION PROCESS5.1 The PQ Application shall be evaluated as follows:-Commercial Evaluation-Technical Evaluation-Financial Evalu
45、ation-H SE Evaluation5.2 The Applicant shall be approved under all above areas in order to be considered asapproved/qualified for the related PQ services;any rejection under one of the aboveareas shall lead to rejection of the Applicant.5.3 During evaluation,clarification process may be conducted,in
46、 order to clarify/requestingfor any missing documents or information,the Applicant is requested to response on anyclarification within the period specified through the clarification facsimile/e-mail,failureof response shall lead to rejection of the PQ Application.5.4 Applicant shall allow KOC to vis

48、respondence will be treated in the strictestconfidence by the Company.6.2 The Company will retain all documents submitted by the Applicant for its records.6.3 The Company is under no obligation to give reasons for either pre-qualifying ordisqualifying any Applicant.DISCLAIMERTHE APPLICANT IS AWARE A
49、ND AGREES THAT DOCUMENTS(BEING IN SOFT OR HARD COPY)SUBMITTED FOR THE SUBJECT PQ FOR THE COMPANYS CONSIDERATION SHALL BECOMETHE SOLE PROPERTY OF THE COMPANY AND SHALL BE RETAINED IN THE COMPANYSCUSTODY.ANY PROTEST OR RESERVATION ON THE FINAL RESULTS SHALL BE WITHIN AMAXIMUM OF SIX(6)MONTHS FROM THE
50、DATE THE RESULTS BEEN ANNOUNCED.FAILURETO COMPLY THEREWITH,THE APPLICANT THEREAFTER SHALL HAVE NO RIGHT TO SERVEANY RESERVATION OR PROTEST TO THE COMPANY AND THE COMPANY SHALL HAVEABSOLUTE RIGHT TO DISPOSE AND GET RID OF SUCH DOCUMENTS.I Page 9 of 64(To be subm itted on Applicants Letterhead)LETTER
