4、GORY 61: Cementing and Associated ServicesA.INVITATION TO PRE-QUALIFYLIntroduction1.1 The Kuwait Oil Company (K.S.C.)(the Company) is a State owned company, engaged in exploration, development and production crude oil and natural gas resources from Kuwaits oil fields including the export of crude oi
5、l through its marine terminals.1.2 The Company is seeking qualified Contractors for provision of Cementing and Associated Services for development drilling and work over of oil & gas wells and hereby invites submissions for pre-qualification from service companies (herein referred to as “Applicants“
6、 as described in the following instruction no.7; representing a local Kuwaiti Company seeking prequalification either based on its own credentials or has joint venture with a reputed international service provider having adequate Memorandum of Understanding (MOU) to support the Applicant in order to
7、 fulfil obligations in case of Award of Contract for the following services: Primary Cementing of Casing Strings / Casing Liners for O.D.30”,24”,185/8”,14”,13133/8”,103/4”,95/8”,73/4”，75/8”, T5%,5and 4%“ atvarious depths in single or multi-stage handling water / oil base mud systems; Secondary / Rem
8、edial Cementation including cement squeeze / setting cement plugs; Surface and down-hole pressure test such as blow-out preventer pressure test, casing pressure test, formation integrity test, injectivity test and the like; Well kill and any other pumping operation as needed; Downhole Tools Services
9、 and Filtration services; Conducting above operations shall include:o Design and lab test cement and spacer slurries to meet the objectives of the job;o Planning, follow up and evaluation of cementing programs and operations aided by adequate Job-simulation and job monitoring software;o Supply of ne
10、cessary additives, materials and equipment for cementing and pumping operation;o Operation and maintenance of the cement and associated service equipment.1.3 Accordingly, the Company invites interested Applicants to submit full details of their experience in accordance with the attached questionnair
11、e and the pre-qualification documents.1.4 The objective of this exercise is to identify and enlist suitably qualified local Contractors for the aforementioned services, which will be invited for the tender for these services.1.5 The Company is neither committed nor obliged, implied or otherwise, to

Completion of this application does not mean that the Compa
14、ny has accepted their business entity as a Contractor fbr providing the aforementioned services. The Company reserves the right to pre-qualify any Applicant fbr aforementioned services as well as reject any pre-qualification submission at its sole discretion. The Company will treat all the informati
15、on as strictly confidential. The Company reserves the right to request additional information or documents regarding applicants answers in this application. Further, if needed, the Company reserves the right to verify from the third party or company quoted in the submission about the work related ex
16、perience and any other relevant information. The Company reserves the right to perform an audit to confirm or determine authenticity of the information furnished through pre-qualification. It shall include site visit to applicants facilities, if so felt.2. Purpose of the Documents2.6 All Applicants
17、will be required to submit a detailed and comprehensive pre-qualification submission (the Submission), for review by the Company. This Submission shall be prepared in accordance with the guidelines and instructions set out in this prequalification document and shall set forth in a clear and precise
18、manner their competence and suitability fbr carrying out the Services.2.7 Pre-qualification of Applicants for future participation in the Companys Tender for similar Services shall be made solely on the basis of the information supplied in the Applicants Submissions including safety / technical audi
19、t of facilities / equipment to confirm suitability of Services. All Applicants are advised that the Company, at its own option, may choose to visit the Applicants premises. The Applicants shall allow/give such access the Company to satisfy itself more fully about the Applicants Submission, or any pa
20、rt thereof.3. Guidelines for Pre-Qualification (Contd)3.2 Applicant or its joint venture Company on whose behalf Applicant has applied has proven records of completing similar Services as described above, as the prime “contractor“ with full responsibility.3.3 Applicant needs to have recent and rele
22、vant experience, which shows that the Applicant is now active in the same field of the required Services and that this workload is consistent with its current resources, manpower and financial standing.3.4 Applicants must provide all requested information in its Submission.4. 25、espond to all parts of the questionnaire and all the questions listed therein and provide the information in English. It is mandatory that the questions are answered exactly in accordance with the instructions given in the pre-qualification questionnaire segregated and arranged in order by sections.
26、5.3 The incomplete forms will not be processed. Answers to questions and information provided must be accurate and unambiguous.5.4 Applicants must note that the application shall not be processed and would liable to be rejected in case of either of following in respect of Section 1(Mandatory Questio

Eligibility to Apply7
36、.1 Only established companies that are single corporate bodies can be pre-qualified.7.2 Applicant“ means a local Kuwaiti Company seeking prequalification either based on its own capabilities, experience and resources or has joint venture with a reputed international service provider having capabilit
37、ies, experience and resources to support the Applicant in order to fulfil obligations in case of Award of Contract.7.3 If the Applicant is applying on its behalf, the information provided in the questionnaire must be true and pertain to the Applicant itself in order to assess applicants capability.
38、Information which incorporates details regarding parent, associate, or subsidiary companies, or subcontractors, or companies to whom the Applicant was subcontracted, shall be ignored / rejected for the purpose of evaluation.7.4 If the applicant is applying based on a joint venture with a reputed int
39、ernational company for provision of subject Services, then the information must be for the company who shall actually perform any work awarded on behalf of the Applicant, the applicant shall be required to submit following with the prequalification submission:7.4.1 Copy of Joint Venture / Technical
40、Service Agreement indicating full technical support by the joint venture company;7.4.2 The guarantee from its Joint Venture Company ensuring the technical support including full responsibility to fulfil all obligations at all times during the contracts life with the Company in the event of award of

Eligibility to Apply (Contd)7.4(Confd)1.1 .3 Failing to submit either of the requirements stated in 7.1 and 7.2 above shall lead to rejection of the Application.7.3 If the Applicant is a whol
42、ly owned subsidiary company or part of a group of companies, then the application and the information must be from the Applicant,s company that shall actually control and perform the work, if so awarded.7.4 It is the applicant that completes the entire questionnaire. However, the Company reserves th
43、e right to request further information in respect of applicants parent, associate, or subsidiary companies should it be deemed necessary for evaluation purposes.7.5 Pre-qualification shall be granted to the Applicants company only and shall not include pre-qualification of any parent or sister or su
44、bsidiary companies.7.6 If qualified, and as and when Company decides to invite tender, the Invitation to tender will be issued to the Applicant and not to its parent, associate, or subsidiary companies. Any contract, if awarded, will be entered into with the Applicant only.1.1 EVALUATION PROCESS1.2
45、The PQ Application shall be evaluated as follows:Commercial Evaluation Technical Evaluation Financial Evaluation HSE Evaluation1.3 The Applicant shall be approved under all above areas in order to be considered as approved/qualified for the related PQ services; any rejection under one of the above a
46、reas shall lead to rejection of the Applicant.1.4 During evaluation, clarification process may be conducted, in order to clarify/requesting for any missing documents or information, the Applicant is requested to response on any clarification within the period specified through the clarification facs
47、imile/e-mail, failure of response shall lead to rejection of the PQ Application.1.5 Applicant shall allow KOC to visit Applicants offices and facilities wherever they may be located (if required).9. 48、LIFY9.1 The Company will retain all documents submitted by the Applicant for its records.9.2 By submittal of an application, the Applicant permits the Company to:-a) Take any steps which the Company considers necessary to audit or verify the information contained in its application, and;b) Visit the Applicants and /or its Joint Venture Companys facilities / equipment wherever they may be located but subject to a prior notification
