2、设标准定额的规定，单独编制安全生产费用预算。其范围包括：安全防护设施，临时用电，生活设施，办公场所，娱乐场所，现场围档，场地硬化，医疗救助等。 2、本建设单位及时、足额向施工单位支付安全防护、文明施工措施费用，并督促施工单位落实安全防护、文明施工措施。保留安全防护费、文明施工措施费用支付证明作为依据资料。 3、施工单位收到本建设单位拨付的安全生产费.用后，应设立专用帐目,确保安全生产费用用于购置工程安全设施、设备和安全防。护用品，并用于该工程的施工现场，做到专款专用. 4、施工单位应确保企业自身安全费用的投入（包括:开展安全生产宣传、教育、培训、活动的费用,必要的安全防护设施,本企业安全设备、
