7、安全防护、文明施工管理，保障施工现场施工人员的作业条件和生活环境，防止施工安全事故的发生，根据中华人民共和国安全生产法、建设工程安全生产管理条例等有关法规规章和广东市建设工程安全防护、文明施工措施费用管理暂行规定文件的要求,结合我公司的有关管理制度、本工程施工的现场具体情况，制定本计划。 2、本计划所包含的安全防护、文明施工措施费用，是指在施工现场按照国家现行的建筑施工安全、施工现场环境与卫生标准和有关规定,用于购置和更新施工现场安全防护用具及设施、改善安全生产条件和作业环境所必须的费用. 3、对危险性较大的分项工程或对安全防护和文明施工有特殊要求的工序(或过程)，未列入本计划的，可结合工程施
8、工中的实际情况,按照专项施工措施方案另行立项,一并计入安全防护、文明施工措施费用。 4、公司、项目部在进行编制工程施工费用使用计划时,应当根据广东市建设工程安全防护、文明施工措施费用管理暂行规定文件的规定，以及安全防护、文明施工措施项目清单内容,合理地确定工程安全防护、文明措施费用(经费). 5、由项目经理对施工现场安全防护、文明施工措施费用（经费)的使用负责.项目经理应当按照本计划向各施工机台（班组)、分项部位支付安全防护、文明施工措施费用.若因安全防护、文明施工措施费用不到位导致发生事故的，由项目经理负主要责任。 6、项目部对已经落实的安全防护、文明施工措施，应当接受监理单位的现场监督。建
