43、污染、粉尘污染及油漆污染，施工完后，对周边的环境要及时恢复绿化。（2）施工难点及对策钢结构构件的吊装为本工程施工中较为困难的环节，为此将专门设置钢结构构件吊装工作小组，此小组专门负责构件的调运及安装，并编写吊装专项施工方案，合理安排吊车数量及停放位置。在吊装过程中设置安全施工区域，并拉起禁戒线，安排专人看守，吊装作业过程中严禁非工作人员靠近。第三章 施工组织管理架构第一节 施工准备1、施工准备概述在工程管理、资料制作等诸多方面都必须符合业主的规范和要求。故在入场后，首要的工作之一便是接受业主在管理、技术及资料等方面的交底，按业主的要求建立一套与之相应的管理机制和资料控制系统，以保证今后的工作更
44、为顺畅，和业主及其它施工单位之间的关系更为协调。由于我公司在施工管理，资料信息制作管理已按ISO9001标准建立了自已的质量体系文件，并习惯于按自已的管理模式运作，因此，为适应业主要求，必须对有关人员进行适当的培训。按招标书内容，通常接受培训的有设计组、质检组、计划统计组、材料组、施工组等有关人员。培训方式是参加业主召开的有关会议，对已形成文件化的管理模式进行操作指导，并请业主有关人员进行考核。对不适应业主管理模式的管理技术人员坚决撤换。另外，应事先与业主明确其提供服务之具体安排。2、详细施工进度计划及其它计划资料的编制按业主的要求在规定的时间内提交下列计划及资料：（1）施工进度计划表；（2）
45、材料采购及样品送审送检计划；（3）资料管理方案；（4）特殊分项工程施工工序及施工方法；（5）具体施工方案及其他各类计划资料。与业主商定后的施工计划，按照招标文件及业主的其它具体要求，采用先进的工程管理软件，在工程量计算基础上组织编制，在编制该计划时同时考虑到机电施工的协调配合，形成“施工配合计划表”；材料组根据“项目质量计划”工程物资需用计划编制材料设备采购计划，按业主要求的格式编制。资料员按照公司体系文件及业主的要求编写本次工程的资料管理档案，以确保其成为业主资料系统的有机组成部分；施工组织设计对特殊分项工程进行研究、试验，形成文件化的施工工艺及施工方法，同时根据施工进度计划要求制定出详细的
46、具体施工方案。3、材料、设备采购及确认材料组根据业主审批的材料采购及样品送检计划，在业主规定的时间内组织有关的材料及设备样品（或资料）交业主与设计单位及监理单位三方确认。材料样品之规格及标准将按照业主的要求制作，一式两份。审批确认后的材料样品（或资料）一份封存，另一份由我公司作采购样板。第二节 施工组织协调通过业主、设计、监理、供应商等多家合作完成工程施工过程，协调组织各方的工作和管理，实现工期、质量、安全、降低成本等目标。因此，为了保证这些目标的实现，制定以下制度，确保将各方的工作组织协调好。1、制定图纸会审、图纸交底制度在正式施工之前，项目经理部、公司工程部、技术协调、各施工作业组和其他安
47、装施工单位的人员核对图纸，参加由业主组织的图纸会审、图纸交底会，会中确定的内容形成第一份施工文件。确保顺利开始。2、建立每周例会制度 在每周的固定时间召开由监理主持，业主、设计、各施工作业组参与的周例会，会中商讨一周的工程施工和配合情况，解决问题。由于设计参加，可以将一周内的问题在召开例会时，统一商讨解决。3、制定专题讨论会制度遇到较大问题时，业主、设计、监理、方聚到一起，商讨解决。此专题讨论会不定时召开。4、制定考察制度我公司是ISO9001体系认证企业，根据ISO9001体系管理要求，制定考察制度，组织业主、监理共同对分部分项工程进行考察。第三节 施工部署原则本工程工程量大，施工作业离散，施工难度较大，工期非常紧张，为了保证安装均尽可能有充裕的时间施工，保质如期完成施工任务，应该考虑到各方面的影响因素，充分酝酿任务、人力、资源、时间、空间的总体布局。1、在空间上的布署原则交叉立体施工的考虑为了贯彻空间占满时间连续，均衡协调有节奏，力所能及留有余地的原则，保证工程按总体施工进度计划完成，需要采用和安装各工种的立体交叉施工。为了使隐蔽工程正在施工而插入饰面施工，需要将隐蔽工程分几次验收。2、总体施工顺序上的布署原则按照先做基础，后安装组建的总施工顺序原进行布署，在铁塔安装过程中安排充足的人力进行附属设施（彩钢房）新建工程。第四节 施工组织机构1、施工
