7、unexpectedly must undergo statutory inspection andquarantine within a specified time.Commodities forwhichinspectionandquarantinearerequiredinforeigntradecontractsarealsosubjecttomandatoryinspectionandquarantine.2.Inspection of import and export CommoditiesAccording to the latest amendment ofChinasCo
8、mmodityInspectionLaw,theappraisal procedures for import and exportcommodities include sampling,inspection andexamination;appraisal,accreditationandcertification;andregistration,authenticationandapproval.3.Animal and plant quarantineThe following must undergo animal and plantquarantine:animals and pl
9、ants,animal and plantproductsandotherquarantineobjectsforimport,exportortransit;containers,packagesanddunnage(namely,loosepackingmaterialusedtoprotectashipscargofromdamageduringtransport)usedforcarryinganimalsandplants,animalandplantproductsandotherquarantine objects;means of transportation fromepid
10、emic areas;old and disused vessels entering thecountryforsalvagepurposes;andothergoodsorarticlessubjecttoquarantineinaccordancewiththeprovisionsofrelevantlaws,administrativeregulations,internationaltreatiesortradecontracts.4.Health quarantine and treatmentEntry-exitinspectionandquarantineauthorities
11、areresponsibleforconductingmedicalandsanitary(namely,free from elements,such as filth or pathogens,thatendanger health)examinations on persons,means oftransportation,containers,biomaterialsanddeadbodies(humanbones)aswellasluggage,goods,postalparcelswhichmayspreadepidemicinfectiousdiseasesenteringorl
12、eavingChina.5.Import inspection of waste raw material,used machinery and electric product before shipmentChina is practising a system of pre-shipmentinspection for wastes imported as raw materials.Incontractsconcludedbetweenconsignorsandconsigneesontheimportofwastes,itmustbeclearlystipulatedthatthew
13、astestobeimportedmeasureuptoChinasenvironmentalprotectionstandardsandmustbeinspected and approved by AQSIQ or inspectionorganisationsrecognisedbythestatebeforeshipment.Five categories of commodities are listed in thecatalogueunderthissystem.Theyincludepaperwaste,metal waste,plastic waste,wood produc
14、t waste andtextilewaste.6.Import commodity attestation managementImport commodity attestation managementincludes two points.The first is our countrystipulatesthoseproductswhichareinvolvedinhumanhealth,animalandplanthealth,environmentalprotectionandpublicsafetyhavetobecertifiedbeforebeing.7.Export co
15、mmodity quality license and health registration managementExportcommodityqualitylicensemeansthefollowing3points.Thefirstisthatourcountrystipulatesthatimportantexportgoodshavetogetqualitylicensebefore being exported,inspection and quarantinedepartments,aswellasrelevantdepartmentswillissuequalitylicen
16、seandthosewithoutqualitylicenseswillnotbe permitted to export.The second is that machinerygoods,electronicgoods,lightindustrialgoods,electromechanicalgoods,toys,medicalaplliancesandcoal have been under the administration of qualitycertification and domestic enterprises or their agentsmightapplyforqu
17、alitycertificatesatlocalinspectionandquarantineinstitutions.Thethirdisthatqualitycertificateswillbeverifieswhenthegoodsofcompulsorycerificationaretobeexported.8.Export inspection of shipping packing of dangerous goodsChinapractisesadangerousexportgoodsquality licensing system for packaging fordanger
18、ousgoodsforexport.ProductionenterprisesmustregisterwithAQSIQandapplyfor an export quality licence.Packaging fordangerous goods must undergo performanceandusagetestsbeforeitcanbeproducedandused.9.Property value appraisal of foreign investmentProperty value appraisal of foreigninvestment includes valu
19、e appraisal,lossappraisal,speciesappraisal,qualityappraisalandquantityappraisal,etc.10.Cargo loading and unloading and damage surveyFor shipment of foods easily becomingdecayed,frozenshipsorcontainers,thecarriersorcontainerownersoragentshavetoapplyforcargoworthiness inspection at inspection andquara

23、dstartitsinspectionandauthenticationbusinessonexportandimportcommoditiesafterithasbeenapprovedbytheAQSIQandtheMinistryofCommerce,andhasfinishedindustrialandcommercialregistrationproceduresin accordance with the law.An inspection and authenticationinstitutions,whichhasnotbeenapprovedorregistered,shou
24、ldnotengageinthebusinessofimportandexportcommoditiesinspectionandauthentication.13.Cooperation with foreign countries or organizationsAQSIQisinchargeofinternationalcooperationandexchangesinthefieldsofqualitysupervision,inspectionandquarantine.AQSIQ,whichhasestablishedcooperative relations with the c
25、ompetent authorities ofmost countries around the world,has developed thebilateralconsultationandcooperationmechanismwithalotofcountriesandregionsandactivelyparticipatesinbilateral and multilateral cooperation as well as thecollaborations with regional economies.It conductsconsultations and negotiati
