21、2000 年)(以下简称本定额)是在全国统一建筑工程基础定额(GJD101-9)的基础上，结合我省设计、招投标的实际情况进行编制的。二、本定额是编制施工图预算、工程竣工结算、招标工程标底、工程量清单、工程设计变更后工程量计算、工程拨款的依据；也是编制概算定额及投资估算指标的依据；也可作为制定企业定额和投标报价的基础。三、本定额适用于全省行政区域内的工业与民用建筑的新建、扩建、改建工程。四、本定额是依据现行有关国家产品标准、设计规范和施工验收规范、质量评定标准、安全操作规程编制的。五、本定额按章、节、项目、子目排列，各章有章说明，项目由工作内容及定额表组成，有的加上必要的附注。工作内容简单扼要说
22、明主要的施工工序，次要工序虽未具体说明，但已考虑在相应定额内。六、本定额中的工日数、材料消耗量、机械台班数量是按照正常施工条件，目前多数建筑企业的施工机械装备程度，合理的施工工期、施工工艺、劳动组织为基础综合确定的。七、本定额中的工日数已包括基本用工、辅助用工、人工幅度差及现场的运输用工。材料消耗量已包括成品、半成品、建筑材料配料、操作及场内运输过程中合理的损耗在内。机械台班已包括机械幅度差。八、本定额人工一律以综合工日表示，日工资统一按24.25 元计算。九、本定额的机械台班是按照海口地区建设工程材料预算价格(2000年)计算。本定额预算价格中加()符号者，表示建筑材料价格不全。十、本定额的
23、机械台班是按照海南省施工机械台班费用定额(2000年)取定的。大型机械(自重五吨以上)的场外运输费按实发生计算，列入直接费。定额已考虑在合理施工组织设计的情况下，机械停置时间和机械的技术中断等因素，次要的机械台班消耗量，在定额中不详细列出，综合为其它机械费，使用时不得增减。十一、本定额除脚手架工程、垂直运输工程已注明其适用高度外，均按建筑物高度六层以内或檐口高度编制，超过时，按本定额建筑物超高增加人工、机械台班定额项目计算。十二、几项增加费的规定：(一)在已生产车间内进行施工的工程，按该项工程的定额人工费增加10作为补偿工效损失费，列入直接费。(二)在有害身体健康(按已生产厂的规定)的场所施工
24、的工程，按该部分工程的定额人工费增加 10作为补偿工效损失费，列入直接费。保健津贴费按该厂职工标准另行计算，不列入直接费。(三)在洞内、地下室内、库内或暗室内(需要照明)进行施工的工程，按该部分工程的定额人工费增加 40列入直接费。(四)、本定额未考虑赶工、抗雨施工和受潮水影响工程所需增加的费用。十三、本定额中注有 XXX以内或 XXX以下者，均包括本身在内，XXX以外或 XXX以上者，则不包括本身在内。十四、本定额的工程项目，汇总工程量时，其准确度取值：立方米、平方米、米取两位；吨取三位；千克、件取整数。十五、本定额中的长(厚)度计量单位，除注明者外，一律以毫米计算。十六、本定额未包括的项目
