1、1 信访工作实施方案各处室:根据省委、省政府和市委、市政府工作要求,为促进我市经济和社会在“十二五”期间科学发展、和谐发展、稳定发展,按照市委、市政府的工作部署,进一步提高我单位群众诉求(信访)工作的科学化水平,我单位将以领导干部接访、集中化解积案、创新体制机制为重点开展信访工作,现制订信访工作实施方案如下:一、基本原则和目标任务以现代信息技术为依托,以民心网和全国信访信息系统为载体,以互动为主要工作方式,以行政监察为推动力,倾听民声,为民办事,服务决策,打造快捷高效、有序可控、维护群众利益、服务反腐倡廉建设的工作平台。坚持以人为本,以实现好、维护好、发展好人民群众根本利益为出发点和落脚点;坚
2、持服务人民群众,维护群众切身利益,服务党风廉政建设和反腐败斗争;坚持发挥网络技术优势,建设受理快捷、办理迅速的诉求表达渠道和互动反馈体系;坚持以人民群众是否满意作为信访工作的根本标准,以提高民意诉求反馈系统运行质量和效率为目标,畅通渠道,增强功能,健全制度,完善机制,提高诉求办理效果,逐步建立各处室联动、运行高效、方便快捷的民意诉求处理反馈系统,努力解决群众多样化、多层次的诉求,在反腐倡廉、维护社会和谐稳定、优化发展环境中发挥重要作用。二、组织领导经办党组研究决定,成立信访工作领导小组。组长:XXX 2 副组长:XXX 组员:XXX具体工作由XXX分管,由秘书处负责日常工作的开展。三、工作内容
3、1.加强领导,提高认识。信访工作领导小组负责人要高度重视群众来信来访工作,切实加强领导,要以对人民群众高度负责的精神,树立服务思想,热情耐心地做好来信来访接待处理工作。对群众反映的问题,符合政策法规应予以解决的,要尽快解决;一时解决不了的要解释清楚,争取理解;要求不合理的或无理取闹的,要在宣传政策的同时予以批评教育。主要领导要经常对本机关的信访工作进行检查、指导,处理重大信访问题,其他成员要负责处理分管工作的信访问题。2.加大 XXX省信访条例的宣传和学习力度。信访工作领导小组要重视对信访条例的宣传工作,进一步提高人民群众的信访意识,逐步教育和引导群众学法、懂法、守法、用法,指导群众通过合法途
4、径表达自己的利益诉求,使群众初步了解新信访条例对保障群众民主权利、加强党和政府与人民的密切联系的重要意义。3.建立健全信访案件登记督办制度。指定专门人员参加全国信访信息系统的培训,并熟练操作,收到群众信访信件要进行认真登记,及时上报负责领导,对负责处理信访事件的业务处室进行严格督办,并及时反馈办理结果。重要的信访案件,要整理归档,立卷保存,做到件件有着落,事事有回信。4.建立健全矛盾纠纷排查调处工作机制。信访工作领导小组要认真做好各种矛盾的排查和超前化解工作,把工作重点从事后处置转到事前预防上。要特别重视集体上访群众反映的问题,热情做好接待工作,做好解释疏导工作,避免矛文档编码:CW9X7L9

11、E4P7 HG9Q3V2C5P6 ZU7T7H2F4M2文档编码:CW9X7L9E4P7 HG9Q3V2C5P6 ZU7T7H2F4M2文档编码:CW9X7L9E4P7 HG9Q3V2C5P6 ZU7T7H2F4M23 盾激化。5.建立健全考核和责任追究制度。年终,信访工作领导小组要对办内的信访工作进行检查和考核,考核结果将作为政绩考核的重要依据。对推诿拖延,造成严重后果的,除通报批评外,追究领导责任。四、工作流程(一)办件程序1.来件签收、登记文件收发人员要及时签收、拆阅群众来信和上级、本级机关交办、转办的信访件,或定期登录全国信访信息系统查收待办信访件,对所收信访件进行收文登记,后送请分管
12、领导批示。2.领导批示分管领导收到信访件,要及时查阅并出具批示意见。若属于我单位职责范围,应及时交办相关职能处室查清事实,认真处理。若不属于我单位职能范围,凡采用信访信息系统传输的文件,将信访件直接转送同级非信访机构或下级信访与非信访机构处理;凡采用书信形式提出的,应自收到之日起 15 日内转给有关机关处理,并书面告知信访人;凡采用走访形式提出的,应告知信访人向依法有处理权的国家机关提出。3.信访件办理相关处室收到领导交办的信访件后,综合研究信访情况,及时向领导反映群众的要求、意见、建议,提出处理意见,或协调有关机关处理信访案件。应在60 日内办理完毕,并将答复意见经领导审阅后书面告知信访人;

20、并初步提出办理意见。登记情况应记录完整、资料齐全,做到当日存档。(2)对不予受理、不再受理的来访事项或重复信访人,接待人员应向其宣传有关法律法规,做好疏导教育工作,劝导信访人依法向有关机关提出。2.接谈(1)接待人员要耐心听取信访人陈述,详细询问有关情况,认真阅看相关材料,并记录好以下内容:来访反映问题的主要情节和要求;信访人以往的信访过程和处理情况;越级访、重复访的原因;来访人的异常、过激言行;与有关部门沟通、研究来访问题的情况等。(2)接谈后,相关部门处理完毕,将受理情况函告信访部门。对当日未谈完或需来访人补充材料的,可作约谈处理。(3)对于来访的紧急情况,接待人员要及时向领导汇报。对需直
