1、二 OO八年公路养护工作总结常德市公路管理局我局下辖十个县(市、区)公路管理局,负责9 条干线和 40 条支线的公路养护管理工作。管养里程1839.79公里,其中干线公路878.26 公里,支线公路 961.53 公里,因 G207、S205、X021、X054部分路段正在进行路网改造中及部分路段仍在进行大修施工,年末实际评定里程为1630 公里,其中干线697.5 公里,支线 932.5 公里。年末路况考核结果良等路里程1357.86公里、没有出现差等路,综合好路率达83.3%,其中国省道干线综合好路率86.9%、县乡道支线综合好路率80.6%;完成危桥改造10 座;完成公路安全保障工程投资

2、 229.8 万元;全面完成省局下达的目标任务。一年来,我局在省局的大力支持和关心下,紧紧围绕省局下达的各项目标任务,认真宣贯各项公路管养政策和养护规范,面对经费紧张、社会压力大的不利局面,通过创新机制、强化管理、加大投入,确保了公路路况的稳中有升和安全畅通,取得了较好的成绩。回顾一年来的养护工作,主要有以下几点体会:一、以“一票否决”为手段,突出养护中心地位针对我局养护生产所面临的路况基础差、养护经费紧张、社会压力大的严峻形势,市局党委始终将养护生产作为全局的中心工作。在年初“双代会”上明确提出一定要举全局之力抓好今年的养护生产,实行养护问责制,对未完成养护生产目标的单位,年终考核一票否决,

3、并严厉追究一把手的责任;对在省局养护巡查通报中受到点名批评及地方党委、政府、人民群众对管养线路反映强烈且一直得不到改善的单位,作为年终目标考核和班子考核的重要依据。为抓好今年的养护生产,一方面对市局养护管理班子力量进行了重新配备和完善,加强养护管理力量;另一方面对各项管理制度进行了修订和补充,强化养护制度建设。市局先后制定了 公路养护稽查制度、公路小修保养管理与考核办法、桥梁养护管理制度、公路养护竞赛管理办法等多项管理制度。为使每项制度落到实处,市局竞赛领导小组和稽查组采取定期和不定期的检查方式,以巡查和稽查的形式对各单位的养护工作情况进行检查和考核。对稽查结果,以稽查通报的形式反馈给各单位,

4、对好的经验在全局范围内予以推广,对工作中存在的问题毫不留情地予以指出,并责令限期整改。一年来,稽查组对所有国省道和90%以上的支线都进行了稽查,发出稽查通报 4 期,发现日常养护中存在的问题22 个,并都已基本得到解决。各县(市、区)公路局按照市局要求,都成立了一把手为组长的养护工作领导小组,自始至终突出养护主业位置,把养护生产摆在各项工作的重中之重,经常到养护生产一线了解情况,同时积极筹措资金,缓解养护生产压力,为养护生产提供了强有力的保障。二、以机制改革为动力,激发养护工作潜能为巩固公路养护体制改革成果,从根本上解决“养人与养路”的矛盾,促进公路养护可持续协调发展,我局明确提出以机制改革为

12、严格计量支付。全面实行招投标养护、推行监理制度。各县局对养护队全面推行养护招投标制,由局工务股派驻现场监理,实行合同管理、严格计量支付,并帮助其不断提高管理水平,强化市场观念,解决和化解改革中存在的突出问题和矛盾。逐步培育公路养护主体,形成比较完善、规范的公路养护市场体系,推动公路管理机构实现由生产型向管理型转变,养护生产单位由事业单位向企业型的转变,以适应公路养护市场发展的需要,真正达到养护单位企业化管理,建立竞争机制,降低公路养护成本,提高养护资金的使用效益,增强养护发展后劲。积极向外开拓市场,增强养护造血功能。一年来,津市局完善了“定额管理,计量支付”的养护工程费制和养护招投标制,结合实

13、际优化内部养护市场,保证了较高的出工出勤率;临澧局整合资源,完善机械化养护公司,集中机械、技术、人员优势承接内外各种养护工程,全年完成400 多万元产值,为公路养护市场化奠定了坚实的基础;安乡局彻底打破职工档案工资,实行定额管理,效益工资差距达到700 元,有力调动了职工工作积极性。三、以“七无三有”为重点,落实养护日常工作今年我局养护工作严格按照省局倡导的全面养护、全季节养护、全周期养护即“三全养护”精神,以“七无三有”为重点,全面落实日常性养护,进一步强化预防性养护,使公路路况得到了稳步提升,路容路貌有了较大改观。一是搞好水泥路接缝养护。我局管养水泥路近947.6km,水泥路接缝养护是养好

21、进行了二次补灌,取得了较好效果。二是及时处治路面坑槽。对路面坑槽挖补坚持补早补小的原则,做到开挖到位、成型方正、垂壁净底,开挖后不过夜。基层补强一律采用水泥稳定结构,油路集中拌料,统一修补。全年共挖补坑槽645km2,消耗碎(砾)石 130000m3,沥青 1200t。临澧局对油面损毁严重的 X015 线 K32-K45 段,集中三个道班20 多人,以技术比武的形式及时完成了30km2的坑槽挖补,消耗热沥青70t,乳化沥青 15t。三是抓好上路率管理。确保日常养护路面清洁、路肩无反坡、边沟排水畅通,损毁护栏及时修复更换,路基缺口及时处理。结合考核办法和管理措施,以巡查和稽查为手段,狠抓劳动力管

22、理,职工上路率得到了有效保证,全年共整修路肩1800km2,清挖水沟1660km,修复护栏 2200m,清理路基塌方5500m3/32 处。武陵局在多次的巡查和稽查中都保持了较高的上路率,日常养护工作积极主动到位。四是强化预防性养护。预防性养护一直是我局公路养护工作的薄弱环节,由于预防性养护相对投资较大,短期效果不明显,受制于经费原因,各单位重视程度普遍不够。今年我们将其作为工作重点布置,各单位也认识到预防性养护寿命周期成本相对较低,对稳定路况,缓解今后养护工作经费压力都有益无害,在经费极度紧张的情况下,各单位从4月份就着手进行水泥路板底灌注、沥青路面灌缝罩面等预防性养护工作,全局共完成板底灌

30、前共完成路面换板62km2。六是提高养护作业机械化水平。针对我局养护机械化水平偏低的现状,一方面采用市局补助和单位自筹相结合的方式新购置养护作业机具35台套,计 110 余万元;另一方面对养护作业机械化水平做出了明确要求:水泥路换板必须采用开凿机,集中拌合,小型机具配合施工;油路坑槽开挖采用切割机和液压镐配合作业,基层料用平板夯振实,面层采用热拌混合料平板夯振实;水泥路清灌缝必须机清机灌。使得我局养护机械化水平有了明显提高。四、以确保安全为目标,抓好桥涵安保工程以确保通行安全为目标,积极主动抓好桥涵养护和安保工程建设。一是桥涵养护和危桥改造方面:严格按照上级有关文件精神,实行桥梁养护工程师制度

47、碎板处治工程量较大,有丰富的施工经验和相对齐全的人员配备和机械设备,决定由其组队参加水泥路面养护现场操作;澧县局综合养护车配备较早,油路坑槽挖补一直质量很高,组队参加沥青路面现场操作最合适;对于养护知识竞赛人选决定在全局范围内通过现场知识竞赛选出,于 17 日进行知识竞赛选拔赛并从中选出代表市局参赛的三名选手。其次是补充添置必无所需机械设备。市局在经费非常紧张的情况下,花费 40 多万元添置了裂缝跟踪锯、大功率平板夯、灌缝机、液压镐、频闪灯等机具设备和综合养护车维修,使参赛硬件得到了保障。接下来便是艰苦的模拟练习。从 9 月 20 日至 10 月 20 日这一个月时间,两支参赛队按照比武项目及

48、操作要求,结合养护生产任务集中进行现场模拟练习,其中临澧局进行水泥路换板660m2,清灌缝 4km,板底灌注1.2km;澧县局挖补沥青路面病害240m2,刮油封面1800m2。既圆满完成了生产任务,又熟练掌握了各项操作规程及机械设备的使用,几乎人人都成了全方位的技术能手,同时通过每天的理论学习,使自己的技术素养有了较大的提高。知识竞赛选手在此期间由市局组织集中封闭学习,熟练掌握公路基本知识、公路养护技术和养护管理知识、相关法律法规等,让自己具备了一定的理论基础和知识水平。期间诗句工会和技术比武领导小组多次到现场慰问、督促、检查和指导,及时解决各种难题。随后在参赛之前领导小组对三个参文档编码:C
