1、.国有企业人力资源管理存在的问题及对策摘要:随着社会经济的快速发展,不论是对于私有企业还是国有企业来说,其人力资源都是企业的最宝贵的人才资源,对于企业未来的发展具有非常重要的意义。而在我国现今的社会经济架构中,国有企业占据着我国国民经济的主要位置,所以想要在当今竞争激烈的市场环境下生存下来,企业在人力资源管理方面就应该不断地寻求突破和创新,将企业的人才培养工作重视起来。然而目前我国的国有企业在人力资源方面存在着不少的问题,这些在一定程度上制约了国有企业的长远发展。关键词:国有企业;人力资源管理;问题;对策中图分类号:F272.92 文献识别码:A 文章编号:1001-828X(2016)004
2、-000080-01 一、引言目前,我国还处在由计划经济向市场经济转型的过程中,所以在当今的社会大背景下,旧的计划经济体制还没有被完全的打破,许多的国有企业还在延续旧的人力资源管理模式,在人力资源管理中还是以事为中心而不是以人为中心。另外,国有企业还普遍存在着缺乏合理和系统的管理以及完善的人力资源管理规划和相关的政策,对于整个的企业在人力资第 1 页,共 5 页.源管理方面都造成了很大的工作阻碍以及大量的人才浪费,没有办法做到人尽其才。但是对于国有企业来说,其主要问题并不是缺少人才,而是缺少对优秀人才的妥善管理,也缺乏对于人才培养的管理理念,本文将就国有企业人力资源管理存在的问题及对策进行简要
3、分析。二、国有企业人力资源管理普遍存在的问题1.缺少有效的绩效考核制度国有企业因为其自身的体制原因,在规章制度上会受到很多的制约,其单位的绩效考核也往往都是形式上的表面工作,造成了绩效考核和企业的经营目标发生脱节的现象。并且目前我国的国有企业在设置绩效考核的过程中,经常出现项目繁杂却没有重点的现象,在日常工作的考核过程中也忽视了长期的绩效工作,往往都集中于短期的工作绩效,不利于企业的长远发展。加上企业的领导对于绩效考核和人力资源管理工作都不够重视,在企业中也缺少合理的竞争机制,在企业的内部经常出现易上难下的局面。2.缺乏系统管理人力资源的能力素质就目前我国的国有企业人力资源管理的普遍现象来说,

12、没有办法发挥员工的积极工作效能,造成国有企业的员工整体工作效率低下等问题。同样由于缺少合理的奖励机制,在国有企业中还存在着严重的大锅饭现象,大大影响了员工的工作热情。对于一些企业来说即使制定了员工的培训计划更多的也是注重企业的需求,没有将其培训工作和员工未来的个性化发展结合起来,忽视了员工的自身发展,又或者是在培训工作中没有设立考核项目,员工能力的提升和企业的奖惩制度都没有很大的关联,也就导致了培训和需求之间形成了脱节的现象,而企业对于培训工作的组织也就不是特别积极了。三、国有企业人力资源管理的对策研究1.确立以人为主的管理思想第 3 页,共 5 页文档编码:CN1A10F5J9J6 HK1N

20、造一个良好的工作环境,帮助员工提高自身的工作素质,在日常的工作中不断提高自我,实现自我的发展。当企业在人力资源管理方面出现问题的时候,其领导高层往往将造成事件的原因都简单的归结于人力资源管理部门,在工作上却忽视了其全面性以及系统性,以上这些都体现了目前我国的国有企业普遍缺少系统的人力资源管理的素质和能力。2.建立平等的人才选拔机制和平等的竞争机制在当今的市场经济竞争激烈的大环境下,国有企业应该尽快的建立并完善一整套科学且合理的人才选拔机制。在对企业员工进行选拔的过程中,要设立一定的选拔标准来为企业挑选更加优秀的人才。对于传统的国有企业来说,值得一提的是要改变以往的人才选拔制度,废除掉传统的企业
