1、1 Xxxxxx 镇 x 组农村建设用地整理项目资金分配方案为科学、合理使用分配xxxxxx 村 8 组集中居住区农村建设用地整理项目资金,切实做到资金管理使用公开、公平、公正,经项目集中居住区全体参与户投票表决通过此资金使用分配方案并共同遵照执行。目前,xxxxxx 村 8 组集中居住区总参与户为136 户 473 人,按每户集体建设用地使用权证面积测算,可节约集体建设用地指标约 89 亩。按照 30 万元/亩包干计算,可获得项目资金约2670万元,成都市林盘保护补助136 万元,合计共2806 万元。一、项目资金构成项目资金按照30 万元/亩包干,其中15 万元/亩用于项目立项、规划设计、
2、地形测量、土地复垦、权属调整、搬迁过渡、附着物搬迁、项目监理、地勘、农户建房补贴;剩余15 万元/亩用于项目集中居住区基础设施配套建设、房屋建筑立面装饰、两房及附属设施建设。二、建房补贴、规划设计、立项、复垦等资金的使用、发放及标准(一)农户建房补贴1、补贴标准参与项目的家庭人员的建房补贴以人均集体建设用地面积0.2 亩(即 134 平方米)为基数,达到134平方米/人的参与户发2 建房补贴 1.8 万元,建设用地不足134 平方米/人的,每平方米少补贴 100 元;建设用地超出134 平方米/人的,每平方米多补贴100 元。2、资金发放建房补贴资金拨付进度是按建设进度进行付款,工程实施正负零
3、完成时付总额的40%,一层楼完工付总额的30%,主体工程完工后支付总额的20%,验收合格后支付总额的10%。(二)集中居住区内涉及相关补助补偿费用集中居住区内相关补助补偿费用执行标准如下:1、过渡费按人均800 元;2、拆迁奖励每户1500 元;3、坟墓每座 400 元;4、复垦补助 6000 元/亩5、集中居住区内地上附作物按20004000 元/亩给予补贴。6、集中居住区外的集体建设用地复耕面积上的附作物按2400 元/亩给予补贴。7、集中居住区内按规划设计必须保留的树竹木,统一登记造册后参照都办发 2004191 号、都办发 2005105 号文规定折价补贴。(三)项目立项等相关费用经集
