It also leads to gambling, smuggling, cheating and counterfeiting, another serious problem that still has to be solved in spite of recent efforts made by the central gov

17、ernment.The concept of timeTraditionally, time was understood as an unlimited resource fully available like the air that people breathe. Now, time becomes money and in business transactions costs are increasingly taken into account. It does not take any longer three to four years to sign a joint venture contract. Traditionally companies and people were long term oriented. Time was not understood as a sum of hours, minutes and seconds but as the general course of events and seasons. A radical shift in perspectives is occurring and short-term views now tend to prevail. -
