45、高要求。通过现代科学技术手段尤其是信息化手段改进城市规划管理,提高城市规划水平已成为历史的必然。在此政治经济大背景下,城市规划管理信息系统这门学科应运而生了。我国城市规划管理行业的信息技术应用起步子20世纪80年代后期,以常州,洛阳和沙市三个中等城市利用世界银行贷款进行城市规划管理信息系统的建设为标志。经过15年的发展,城市规划管理行业已经成为我国OIS应用最有影响,发展速度最快、取得实际成果最多的行业。GIS的应用为城市规划管理提供了快捷有效的信息获取手段,信息分析方法,提供了新的规划管理技术,新的规划方案表现形式、新的公众参与形式和公众监督机制。但我们也可以看到,现阶段城市规划中存在一些问
46、题。众多城市较多地使用一对一的系统开发方式,造成大量人力物力的重复投入,也表明城市规划信息化标准落实程度较低;许多城市规划管理信息系统办公自动化比重大,决策支持功能弱,虽然城市规划管理信息系统呈现从公文为主向图文为主的转变,但是其表现形式仍然需要进一步研究和提高;公众监督落实不普遍,这与政务公开和资源共享的目标是有相当的差距的。因此基于GIS 的城市规划管理信息系统的研究和应用这个课题仍然需要进一步思考和探索,力争在现有系统设计方式的基础上做出合理总结,遵循行业信息标准化,增强决策支持作用,将表现形式进一步优化,并进一步落实公众参与监督。 基于现有的相关制度的不足的基础上分析了详细的调查和研究
