3、通用的技术语言,促进世界的互联互通。近年来,中国政府大力开展标准化工作,通过标准驱动创新、协调、绿色、开放、共享的共同发展。在丝绸之路经济带与21世纪海上丝绸之路,即“一带一路”倡议的指引下,为适应日益增长的全球交通运输发展的需求,增进世界连接,促进知识传播与经验分享,中华人民共和国交通运输部组织编译并发布了一系列中国公路行业标准外文版。中华人民共和国交通运输部发布的公路工程行业标准代号为JTG,体系范围涵盖公路工程从规划建设到养护和运营管理全过程所需要的设施、技术、管理与服务标准,也包括相关的安全、环保和经济方面的评价等标准。条文说明中国政府历来高度重视交通基础设施建设,不断完善公路基础设施
4、设计相关的标准规范。20世纪80年代,中国在原公路工程技术标准(JTJ01-81)基础上,开始制订公路路线、路基、路面、桥梁、涵洞等专业技术规范;1986年,中国颁布实施了公路柔性路面设计规范(JTJ014-86),并在1997年的第一次修订中将名称更改为公路沥青路面设计规范(JTJ014-97),尔后,经历了2006年的第二次修订(JTGD50-2006)以及2017年的第三次修订(JTGD50-2017),经过近四十年的技术发展,建立了内容较为完整的公路沥青路面设计技术规范体系。本次编译的公路沥青路面设计规范(JTGD50-2017)中文版于2017年3月修订发布,并于2017年9月1日实
5、施。中国疆域辽阔,气候复杂多变,从北向南分别处于寒带、温带和热带,从西部的青藏高原到东部沿海地区,高程相差4000m以上,不同地区的经济发展存在一定差距,造成交通量差异较大。不同的自然条件、车辆车型、车辆轴型,决定着不同地区、不同等级的路面结构设计和路面材料选择存在着复杂性和差异性。同时路面的造价在道路工程总造价中的占比较高,在路面设计中除了考虑自然因素、工程因素之外还要考虑经济因素。近年来,随着中国公路建设的高速发展,中国工程技术人员在公路路面工程的设计、施工和养护等方面积累了丰富的工程经验,完善和发展了路面设计理论。这些经验与成果在公路沥青路面设计规范(JTGD50-2017)中得到了充分
