5、握功率掌握、RB 动态掌握、切换掌握及无线链路监控等的重要依据,并可为后续的网络规划、网络优化供给依据。因此,有必要争论UE 测量报告。本文档从以下几方面:l Idle 状态下的UE 测量掌握参数SIB11/12触发的测量报告;l UE 频内测量掌握命令触发的测量报告;l UE 频间测量掌握命令触发的测量报告;l UE 内部测量掌握命令触发的测量报告;l Inter-RAT测量掌握命令触发的测量报告;l 业务量测量掌握命令触发的测量报告;l UE 质量测量掌握命令触发的测量报告; 争论UE 测量报告。UE 测量掌握的相关背景参见UE 测量掌握过程争论报告。本文争论UE 测量报告,用于对UE 的

6、测量报告库的维护、指导RRM V2 开发,并供后续争论参考。对于V2 实现,本文档作如下假设:l 只考虑 1.28 Mcps TDD 的状况;l 目前 Node B 带GPS 接收机,暂不支持小区同步过程;l 不考虑与FDD 模式和 3.84Mcps TDD 的兼容性;l 不支持上下行共享信道;l 不承受分层小区构造HCS;l 不支持系统间测量Inter-RAT及定位测量;1.2 预期读者和阅读建议本文档适合RRM 工程组成员、工程经理、系统测试人员。1.3 文档商定a) 正文中文字体用五号宋体,英文字体用“Times New Roman”字体。b) 首行缩进两字。单倍行距。间距段前/段后均为

9、测量值: PUSCH CAPACITY REQUEST假设在 CELL_FACH 状态下一个正在进展的业务量测量满足报告准则,并且与其MEASUREMENT_IDENTITY 相关的RB 是映射在 USCH 传输信道上,则UE 将在 SHCCH 发送“PUSCH CAPACITY REQUEST“ 包含测量结果, 而不是在上行 DCCH 发送“MEASUREMENT REPORT“。上报内容取决于消息 PHYSICAL SHARED CHANNELALLOCATION中设置。其次阶段不使用共享信道,故在此不予分析。UE 直接上报测量结果时又分为周期上报、大事上报见附录 1。l 测量报告消息处理

10、流程a) 依据报告消息使用的物理信道找到对应的UE ID; 依据UE ID 推断其当前效劳小区Id。b) 依据 Measurement ID 推断报告值对应的报告类型及测量类型: 大事上报时,则UE 同时需要上报相应的Event results。周期上报时,则UE 只需要上报测量结果。在此参考附录 2 的UE Measurement ID 映射表。c) 利用以下信息在当前效劳小区Id 对应的报告库中搜寻测量值存储位置:l 频内测量:【Cell parameters Id】l 频间测量:【频率ID, Cell parameters Id】l 业务量测量:【RB ID】l 质量测量:【传输信道 I

11、D】l UE 内部测量:【报告量】UE 具体报告量见附录 4。d) 在相应位置存储此测量报告值。周期上报时,只需要将测量值存储在报告库中;大事上报时,先将测量值与触发大事发给被触发的RRM 算法,然后将测量值存储在报告库中。下面将具体描述测量上报特性。2.1 附加上报Measured Results on RACH附加上报是利用IE“Measured results on RACH“上报测量结果。此上报方式相当于NodeB 侧测量的马上上报On Demand 。SIB11/12 中的IE“Intra-frequency reporting quantity for RACH Reporting

12、“与 IE “Maximumnumber of reported cells on RACH “对 IE“Measured results on RACH“如何上报哪些测量量进展了具体设置。此 IE 上报的测量值不进展L3 滤波。UE 可上报IE“Measured results on RACH“的消息如下: CELL UPDATE:小区更承受: CCCHRLC-SAP: TM INITIAL DIRECT TRANSFER:承受: DCCHRLC-SAP: AM MEASUREMENT REPORT:报告准则满足时承受: DCCHRLC-SAP: AM or UM RRC CONNECTIO

13、N REQUEST:用户连接恳求时承受: CCCHRLC-SAP: TM UPLINK DIRECT TRANSFER:承受: DCCHRLC-SAP: AM以上消息什么条件下可上报IE“Measured results on RACH“?上报必需满足条件:包含测量结果的消息长度不能超过最大允许消息长度。INITIAL DIRECT TRANSFER,CELL UPDATE,UPLINK DIRECT TRANSFER 三个消息只能上报CELL_FACH 状态下的测量值。RRC CONNECTION REQUEST 只能上报空闲模式的测量值。MEASUREMENT REPORT在CELL_FA

14、CH 状态下只能在报告业务量traffic volume 测量或UE 定位测量结果时上报此IE 对应的测量值。测量结果上报列表应当依据测量量的大小排序第一个小区为最正确小区。测量量设为“RSCP“的最正确小区为测量值最大的小区;而测量量设为“ Pathloss “的最正确小区为测量值最小的小区。2.2 直接上报MEASUREMENT REPORTUE 直接上报测量结果的消息为MEASUREMENT REPORT。此报告方式基于测量报告准则。MEASUREMENT REPORT构造如下:Information Element/Group name Message TypeUE informati
