41、全省前列，柑橘精品园生产的精品蜜柑以其果形端正、皮薄光滑、色泽鲜艳、汁多化渣、风味浓甜、香气宜人、营养丰富，果实可溶性固形物达12%以上（最高达14%），受到农业部、省农业厅、华中农业大学等单位领导专家的好评，农业部、省农业厅领导多次到实地检查指导工作并给予了高度评价。XX市柑橘标准化建设项目区位于柑橘主产区的红花套镇、高坝洲镇和陆城镇，项目区连片，位于长江三峡出口南岸，紧邻318国道，水陆两路交通便捷。项目区形成于上世纪七十年代优质蜜柑基地的建设基础上，随着水果业的快速发展，种植规模不断扩大，已成为我省乃至全国较有名气的蜜桔生产基地。但由于受过去“矮密早丰”栽培技术和种植技术不配套等因素的影
42、响，普遍存在桔园密度偏大、建园质量不高、部分桔园树龄老化（有的已达40年以上，都陆续达到了柑橘栽培的经济寿命年限）等突出问题，且基地内的渠系、道路、电力配套设施老化，基地配套建设亟待升级改造。因而，建设XX市柑橘标准化高效生态示范基地建设项目显得尤为重要，也十分必要和可行。（三）项目编制依据依据中华人民共和国财政部关于落实好2009年财政支持现代农业生产发展政策工作的通知（财办农20091号）、湖北省现代农业生产发展主导产业项目实施方案，结合XX市柑橘产业发展的实际，为加快柑橘标准化高效生态示范基地的建设步伐，促进我市（县）柑橘产业的可持续发展，柑橘产业生产能力和柑橘产品市场竞争力大幅提升，规
43、模经营水平不断提高，保持XX市经济的稳定发展和农民持续增收，编制本项目建设实施方案。二、主导产业发展状况（一）XX市柑橘产业发展概述XX市地处武陵山余脉，位于鄂西南山区向江汉平原过渡地带,地处东径11105471113606，北纬300553303603之间，东邻枝江，南接松滋，北与宜昌，西南与五峰、长阳毗邻。全市版图面积1357km2，其中山区、丘陵占总面积88.4%，平原占11.6%，市内平原、丘陵、半高山呈梯级分布，西南高，东北低，海拔38-1081m。是江汉平原向鄂西山区过渡地带。属亚热带季风气候，光、热、水资源丰富，气候温和，雨量充沛，日照充足，四季分明。多年的年平均温度16.7，1
44、0活动积温5354.4，年降雨量1233.8mm，且雨热同季，无霜期273.3天，年均日照时数1641小时。地理、气候条件极适合柑橘的生产发展，是全国柑橘区划中宽皮柑橘最适宜区。XX地处鄂渝湘三省交界，是我国中西部地区重要的交通枢纽和物资集散中心，水陆交通发达，区位优势明显。从市政府陆城至三峡机场仅25公里，市域内有宜昌、枝城两座长江大桥，有我国九大水铁联运港之一的枝城港，贯穿南北的焦柳铁路、长江黄金水道和沪蓉高速公路构筑起立体交通网络，柑橘产品外销十分快捷、方便。XX市柑橘规模优势明显：截止2008年，XX市柑橘28.7万亩（挂果面积17万亩），产量34.7万吨。2008年全市柑橘平均单产达
45、到2040公斤/亩，全市人均占有柑橘总量达到0.88吨，2008年水果总产值4.1亿元，占种植业总产值的40%以上，柑橘系列加工产值达到15亿元。XX柑橘曾于2001年被农业部、外经部定为首批全国园艺产品出口示范区；2002年被农业部定为全国柑橘生产优势区域，同时纳入全省九大农产品优势区域规划；2003年被省农业厅定为全省优质水果工程示范县（市）和无公害创建示范县（市）；2004年被国家林业局命名为“中国柑橘之乡”。XX市同时还是全国柑橘标准化示范县（市）；全国柑橘富民强县项目示范县（市）；全省优质柑橘板块重点县（市）。XX蜜柑荣获2008年度湖北省十大名牌农产品，2008年被湖北省人民政府命
46、名为“水果大市”。XX市柑橘苗木繁育体系健全：XX建有大型柑橘苗木繁育场5家，其中位于XX市枝城镇大堰堤村的湖北省果树良种苗木繁育场，是中南地区最大的国家级果树良种苗木繁育基地。该场于2002年3月正式动工，2005年5月第一期项目建设完工，总面积1900亩，其中：核心区100亩，示范园及育苗圃1800亩。拥有种质资源圃10亩，采穗圃40亩，母本园20亩，组织培养和检测化验室1200平方米，网室1644平方米，温室2496平方米，引进储备了国内外优良柑橘品种100多个。目前已向社会提供优良苗木700多万株，销到湖北、湖南两省近20个县（市）。另外，XX市具有20多年柑橘容器育苗的经验和500多
47、人的专业嫁接队伍，区位优势独特，交通便利，气候适宜，有规模化育苗的土地条件和隔离设施。XX市柑橘产业化经营水平高：狠抓龙头企业培育，积极开展柑橘产后加工，是我市一贯坚持的工作思路。我市从1999年开始引进意大利洗果打蜡生产线设备，到目前全市共有产后商品化处理90家，共有柑橘清洗、打蜡、烘干、分级、包装生产线95条，年加工能力70万吨。其中省级龙头企业2家、宜昌市级龙头企业18家，定单面积达到40万亩。湖南石门、澧县以及本省的松滋、公安等周边县市柑橘客户也将柑橘运到我市进行初加工后集中销售，鄂西南最大的柑橘初加工销售集散中心在我市基本形成。此外，还有16家企业在外省市投资建场，利用资金、技术优势
48、，辐射带动了省内外果品加工业的蓬勃发展。2003年，我市引进浙江丰岛集团XX食品有限责任公司，经过几年的发展，现已走向成熟，年产量已达到20000吨，产品全部销往欧洲，每年就地解决我市剩余劳动力就业1000余人，为农民直接增收500多万元。目前全市桔瓣罐头加工企业达到4家，年加工能力5万吨。另外，有占地2000的通风贮藏库1家，一次容量2000吨。还有制造水果商品化处理生产线的企业2家，可年生产各类型号水果商品化处理生产线300多条。全市还有柑橘生产合作社21家，在我市柑橘产、供、销中发挥了重要作用，有力地促进了全市柑橘健康发展。XX市柑橘品牌初见成效：XX历来重视柑橘品牌建设，全市柑橘基地全
49、部通过了无公害农产品产地认定，并认证了4个无公害农产品（水果）。具有自主知识产权的鄂柑2号新品种已于2004年通过省品种委员会审定，面向省内外推广，全市种植面积达10万余亩，得到了社会各界的认可。“XX蜜柑”集体商标于2005年通过国家工商总局商标局注册，以其品质上等，被评为全省十大名果，成为省内外知名品牌。2008年8月，XX市柑橘协会获得了农业部颁发的农产品地理标志登记证书，成为全省获得证书的6个单位之一。登记保护的产品为“XX蜜柑”，生产基地1.5万公顷，年产量23.4万吨。XX市柑橘生产保障体系健全：一是领导重视。市委、市政府十分重视，柑橘产业的发展将柑橘产业纳入我市“十一五”规划中农业的重要支柱产业，列入农业四大支柱产业之首。对柑橘产业的发展实行“六个一”的领导责任制，即一名市级领导、一名科级干部、一套技术专班、一个龙头企业、一个专业合作社、一定数额的工作经费，并成立了柑橘标准化生产领导小组，形成了整
