1、 工会成立申请报告关于公司建立工会组织的报告 （一般是申请报告，不是申请书） 工会： （指你公司的上级主管部门或者行业工会、或者当地总工会） （以下首先写明企业名称、企业性质、职工人数、工会会员数、法人代表、经营项目等基本情况）。 根据工会法的有关规定，为适应企业发展的需要，维护职工的合法权益，调动广大职工的生产、工作积极性，促进企业健康发展，我公司要求成立工会组织。 经年月日会员大会选举，同志任工会主席，、同志为工会委员（可写明委员分工）。同志为经费审查员。（注：如果企业人数在25人以下，可只设工会主席和经费审查员）。 妥否，请批示。 单位（盖行政章） 年 月 日 附件：新建企业组建工会的方
2、法步骤： 建立一个新的基层工会，以召开会员大会或会员代表大会选举产生基层工会委员会、经费审查委员会为重要标志，按通常做法，一般要经过以下几个步骤： （1）建立工会筹备小组。 （2）做好筹建工会的宣传发动工作。 （3）组织发展会员，选出会员代表。 （4）酝酿产生工会委员会、经费审查委员会。 （5）召开成立大会及善后事宜。 （一）建立工会筹备小组 新建企业开业后，企业应遵守国家的有关政策法规，尊重广大职工群众要求组建工会的愿望，主动与上级工会协商，将工会筹备小组成员名单和筹建工会的工作计划，报上一级工会同意后，即可按照中国工会章程的规定，进行筹建工会的各项工作。筹备小组人员一般由党政干部，热心工会
3、工作的有关方面人员、职工代表35人组成。筹备组成员由企业主和员工推荐产生，经上一级工会批准后张榜公布。 （二）宣传发动 A、组织学习。此阶段应由筹备组成员组织职工学习有关资料，领会有关精神，如中国工会章程、工会法及河北省实施<工会法>办法、河北省外商投资企业工会条例和全总、省总有关在新建企业组建工会的规定和要求，使职工认识新建企业组建工会的必要性，认识工会的性质、意义，工会的地位和重要任务，明确会员的权利和义务，使职工对工会有个初步的了解和认识。 B、舆论宣传。此阶段主要是运用一切宣传工具，如广播、黑板报、厂报、标语等配合筹备的各个时期进行广泛宣传。宣传一般可分为三个阶段：（1）工
4、会的性质、地位、作用的宣传；（2）会员的权利和义务的宣传；（3）工会的职责、工会干部任职条件的宣传。通过各种形式的宣传教育活动，增强组织观念，最大限度地把职工吸引到工会组织中来。 （三）发展会员，选出会员代表。 A、恢复老会员的组织关系。筹备小组经过调查、摸底，请老会员（一般是指从有工会组织的外单位调入本单位的）出示有关证明，如会员证、会员关系介绍信等。经筹备组同意后可恢复会籍，并张榜公布。 B、发展新会员。中国工会章程第一章会员第一条明确规定；凡在中国境内的企业、事业、机关单位中以工资收入为主要生活来源的体力劳动者和脑力劳动者，不分民族、种族、性别、职业、宗教信仰、教育程度，承认工会章程，都
5、可以加入工会成为会员。因此，不论是工人、干部、还是科技人员，都可以加入工会成为会员，新建企业招收录用的合制工人、合同工、临时工、轮换工、季节工只要是连续在一个单位工作、劳动三个月以上，并且是以工资收入为主要生活来源，自愿申请，承认工会章程的都可以加入工会成为会员。 发展会员的程序，以职工本人向筹备小组口头提出申请后，由本人填写入会申请书和会员登记表交给筹备组，经筹备组审查讨论同意后，批准张榜公布（工会成立后，新入会的职工向工会小组长提出申请，经本小组全体会员讨论通过交基层工会批准），由基层工会发给工会会员证。 C、建立工会小组。工会小组一般按（行政）生产班组（科室或部门）建立，工会会员不足三人
6、的单位可与生产工作性质相近的单位合建为一组，设工会小组长一人，工会组长在小组全体会议上以无记名投票或举手表决方式由会员直接选举产生，要推选政治表现好，有一定组织领导能力，对小组生产工作比较熟悉，热心工会工作，受大家拥护和信赖的人担任。小组长任期与工会委员会同，可连选连任。 D、选举产生会员代表大会的代表。（如召开会员大会此项即可省略） （1）拟定会员代表的条件。拟定条件时，要走群众路线，组织会员群众广泛讨论，集中正确的意见。 （2）确定代表名额及其分配方案。代表名额由工会基层委员会根据实际情况而定。代表名额的分配要有广泛性和代表性。代表候选人要在充分讨论酝酿的基础上，根据民主集中制的原则提出。
7、 （3）选举代表。会员代表的选举，一般以工会小组为单位，由会员采用无记名投票或举手表决方式选举产生。 （4）审查代表资格，工会基层委员会成立代表资格审查委员会，具体负责这项工作。 （四）酝酿产生工会委员会、经费审查委员会（女职工委员会） A、工会委员会 新建企业工会会员25人以上（或虽不足25人，但有独立开展工会工作，承担基层工会委员会职责条件的），应建立工会委员会。一般设工会委员35人，主席1人，工会正、副主席可以由会员大会或会员代表大会直接选举产生，也可由工会委员会选举产生。工会主席、副主席是否实行差额选举由工会委员会讨论决定。 委员的人选应由会员自下而上提名，也可由上一级工会提名，并在会
8、员充分酝酿协商的基础上，提出并确定候选人建议名单。选举采取差额无记名投票选举的方式，差额率不少于10%，任何组织和个人不得以任何方式强迫选举或不选举某个人，选举大会由筹备小组负责人主持。 B、工会经费审查委员会 工会经费审查委员会是代表会员群众对工会经费收支和财产管理进行审查监督的组织，经费审查委员会由同级工会会员代表大会（会员大会）选举产生，经审委由35人组成，设主任1名，由委员会推选产生。会员不足25人的基层工会不建立经审委，只选举1名经费审查员。经审员应该由敢于坚持原则，秉公办事，热心工会工作，懂得财经政策和财会工作，有一定审查能力的同志担任。工会正、副主席、财务委员及管钱物的人员不得担
9、任同级工会经费审查委员会委员。C、选举的要求：选举必须有三分之二以上会员（或会员代表）出席才能进行。 D、“两会”委员选举产生后，由基层工会拟文将选举结果报上一级工会审批。 E、新建企业中有女会员25名以上的应建立女职工委员会，不足25名的，可以设女职工委员。女职工委员会由同级工会提名，在充分协商的基础上，经同级工会委员会通过组成，也可召开女职工或女职工代表大会选举产生。企业工会女职工委员会通过县以上工会女职工委员会接受妇联的业务指导。企业不设妇联组织。 （五）成立工会及善后事宜。 选举结果报上级工会审批同意后，可召开成立大会，一般议程为：（1）筹备小组做筹备工作情况汇报；（2）宣读上级工会的
