6、port-Export Commodities Subject to Inspection and Quarantine by Entry-Exit Inspection and Quarantine Organs,which was revised in January 2005.The catalogue is regularly updated based on the latest foreign trade situation,and covers the majority of commodities,means of transportation and transport eq
7、uipment subject to mandatory inspection and quarantine.Commodities not listed in the catalogue but are found to have problems unexpectedly must undergo statutory inspection and quarantine within a specified time.Commodities for which inspection and quarantine are required in foreign trade contracts
8、are also subject to mandatory inspection and quarantine.2.Inspection of import and export Commodities According to the latest amendment of Chinas Commodity Inspection Law,the appraisal procedures for import and export commodities include sampling,inspection and examination;appraisal,accreditation an
9、d certification;and registration,authentication and approval.3.Animal and plant quarantine The following must undergo animal and plant quarantine:animals and plants,animal and plant products and other quarantine objects for import,export or transit;containers,packages and dunnage(namely,loose packin
10、g material used to protect a ships cargo from damage during transport)used for carrying animals and plants,animal and plant products and other quarantine objects;means of transportation from epidemic areas;old and disused vessels entering the country for salvage purposes;and other goods or articles
11、subject to quarantine in accordance with the provisions of relevant laws,administrative regulations,international treaties or trade contracts.4.Health quarantine and treatment Entry-exit inspection and quarantine authorities are responsible for conducting medical and sanitary(namely,free from elemen
12、ts,such as filth or pathogens,that endanger health)examinations on persons,means of transportation,containers,biomaterials and dead bodies(human bones)as well as luggage,goods,postal parcels which may spread epidemic infectious diseases entering or leaving China.5.Import inspection of waste raw mate
13、rial,used machinery and electric product before shipment China is practising a system of pre-shipment inspection for wastes imported as raw materials.In contracts concluded between consignors and consignees on the import of wastes,it must be clearly stipulated that the wastes to be imported measure
14、up to Chinas environmental protection standards and must be inspected and approved by AQSIQ or inspection organisations recognised by the state before shipment.Five categories of commodities are listed in the catalogue under this system.They include paper waste,metal waste,plastic waste,wood product
15、 waste and textile waste.6.Import commodity attestation management Import commodity attestation management includes two points.The first is our country stipulates those products which are involved in human health,animal and plant health,environmental protection and public safety have to be certified
16、 before being.7.Export commodity quality license and health registration management Export commodity quality license means the following 3 points.The first is that our country stipulates that important export goods have to get quality license before being exported,inspection and quarantine departmen
17、ts,as well as relevant departments will issue quality license and those without quality licenses will not be permitted to export.The second is that machinery goods,electronic goods,light industrial goods,electromechanical goods,toys,medical aplliances and coal have been under the administration of q
18、uality certification and domestic enterprises or their agents might apply for quality certificates at local inspection and quarantine institutions.The third is that quality certificates will be verifies when the goods of compulsory cerification are to be exported.8.Export inspection of shipping pack
19、ing of dangerous goods China practises a dangerous export goods quality licensing system for packaging for dangerous goods for export.Production enterprises must register with AQSIQ and apply for an export quality licence.Packaging for dangerous goods must undergo performance and usage tests before
20、it can be produced and used.9.Property value appraisal of foreign investment Property value appraisal of foreign investment includes value appraisal,loss appraisal,species appraisal,quality appraisal and quantity appraisal,etc.10.Cargo loading and unloading and damage survey For shipment of foods ea
21、sily becoming decayed,frozen ships or containers,the carriers or container owners or agents have to apply for cargoworthiness inspection at inspection and quarantine institutions at the port before shipment.Foreign traders,arbitrators,judicial institutions might apply for supervision.Damage appraisa
22、l,unloading witness,loss appraisal,damage inspection and so on at inspection and quarantine institutions.11.Import&export commodity quality attestation Import&export commodity quality attestation is also called quality certification for import and export commodities.12.Inspection quarantine concerni
23、ng foreign affairs,appraisal,examination,approval and supervision of attestation organization An inspection and authentication institution on import and export commodities of Chinese capital should start its inspection and authentication business on export and import commodities after it has been ap
24、proved by the AQSIQ and finished industrial and commercial registration procedures in accordance with the law.An inspection and authentication institution on import and export commodities involving foreign investment should start its inspection and authentication business on export and import commod
25、ities after it has been approved by the AQSIQ and the Ministry of Commerce,and has finished industrial and commercial registration procedures in accordance with the law.An inspection and authentication institutions,which has not been approved or registered,should not engage in the business of import
26、 and export commodities inspection and authentication.13.Cooperation with foreign countries or organizations AQSIQ is in charge of international cooperation and exchanges in the fields of quality supervision,inspection and quarantine.AQSIQ,which has established cooperative relations with the compete
27、nt authorities of most countries around the world,has developed the bilateral consultation and cooperation mechanism with a lot of countries and regions and actively participates in bilateral and multilateral cooperation as well as the collaborations with regional economies.It conducts consultations
28、 and negotiations with relevant countries independently or jointly with Ministry of Foreign Affairs and Ministry of Commerce.AQSIQ has signed a number of bilateral cooperative documents with 50 countries and regions,including memorandum of understanding(MOU),protocols,minutes,agreements,etc.Unit Fiv
29、e Procedures of Entry-Exit Inspection and Quarantine1.Inspection and quarantine procedure of exit&entry goods Inspection and quarantine procedure of exit&entry goods is divided into procedures on inspection and quarantine of entry goods and procedures on inspection and quarantine of exit goods2.Insp
30、ection and quarantine procedure of exit&entry container(transportation tools)and people As a matter of fact,inspection and quarantine procedure of exit&entry container(namely,a portable compartment of standard,uniform size,used to hold cargo for air,sea,or ground transport)and inspection and quarant
31、ine procedure of exit&entry people is different.Therefore two procedures are discussed respectively.3.Flow of entry-exit inspection and quarantine Flow of entry-exit inspection and quarantine includes the following six steps:inspection declaration,fee calculation,sampling,inspection and quarantine,sanitary and disinfesting treatment and issuance and release.
