1、 落实党风廉政责任制情况汇报 2023年度落实党风廉政责任制状况汇报 姜 春 兰 2023年11月25日 党风责任制是推动党风廉政建立的一个重要举措，是预防腐败的治本措施，是中共中心给予各级领导干部必需仔细落实的一项重要任务，详细做了以下几方面工作： 一、抓好学习实践，培育优良作风。加强作风建立，是2023年度落实党风责任制的重要内容。一年来，仔细学习胡总书记在中纪委七次全会上的重要讲话精神，深刻理解吃透作风建立的要求，积极参与工委中心组加强领导干部作风建立的主题活动，仔细撰写文章参加研讨，并结合自身实际明确要求。培育优良作风，必需在坚持学习上、实践上、自律上狠下功夫。积极参与工委开展的“正人

3、能、建立效劳制度，打造了优良的投资环境；着重抓了政府形象的建立，开展了机关作风整顿，组织标准事权行动，坚持政务公开制度，开展“五项清理”，打造了优良的创业环境；着重抓了民心工程、实事工程、安居工程，开展扶贫济困、慈善捐款活动；狠抓了治安整顿、环境整治、教育纠风等，以和谐稳定的环境推动了开发建立。 二、抓好廉洁自律，树立良好形象。身为分管部门的领导干部，抓好自身廉洁自律，是落实党风廉政的重要环节。俗话说，上行则下效。领导其身正不令而行，领导带头以身作则，领先垂范、严于律己，党风责任制才能取得实效。在平常的工作中能做到要求别人做的自己首先做到，各方面严于律己、严格要求、严谨从事；坚持分管范围内的工
4、作做到公开透亮、阳光操作；坚持重大决策集体讨论，公正公正；坚持处理各类事务按章、按法、按制度办事。在思想上、工作上能自觉做到立党为公，勤政为民，严格执行中心对领导干部提出的“四大纪律、八项要求和五个不许”的详细规定，节日期间带头廉洁自律、拒收礼金、有价证券。能自觉执行公车使用以及公款外出旅游、公款宴请有关规定，节日期间没有用公车、公款外出旅游，执行公务宴请做到勤俭节省，不铺张铺张。帮助分管干部人事工作，能够严格执行干部任用条例并督查催促做好考察、公示、集体讨论、任前谈话工作，严格用人原则、用人标准、用人程序。参加分管工程招投标、政府选购等相关工作，切实履行职责，严格招标选购程序，本人不写条子、
5、不打招呼、不循私情，严格把关、公开透亮、标准公正。对身边的人也能加强党风廉政教育，宣传廉洁自律规定，教育他们正确的对待各种利益，自觉地廉政勤政，当好表率。对亲属子女也能严格要求，常常开展教育，要求他们常常提示、严格监视、相互把关，特殊是每逢节假日帮忙把好节日廉政关，共同构建廉洁家庭、平安家庭，让亲属子女成为廉政好帮手。 三、抓好部门监视，推动责任落实。近几年来随着开发建立力度的加大，分管的城建城管、政法纪检、效劳中心等部门的任务越来越重，权力也越来越大，城建城管是反腐倡廉的重要领域，政法纪检是反腐倡廉的热点部门，根据“一岗双责”要求，着重从三方面落实责任。一是加强教育，筑牢思想防线。开展党风廉
6、政教育是筑牢思想防线、党纪国法防线的重要保障，是各级干部自我教育、自我提高、自我完善的有效途径。集中开展党风党规专题教育。先后召开城管环卫、拆迁安置、政法纪检等部门会议，传达学习中纪委七次全会精神，以及中心省市对党风廉政建立的工作要求，统一思想，提高熟悉，增加反腐自觉性。仔细开展廉政警示教育。用反面典型和身边血的教训常常进展警示教育，帮忙大家分析腐败的成因及危害性，分析各部门党员干部在思想上、作风上、工作上存在的薄弱环节，引导大家加强世界观改造，教育大家勿以恶小而为之，慎重从事、警钟长鸣。开展谈话活动。对新任干部仔细开展廉政谈话，要求自重、自警、自律；对信访反映有不廉洁问题的干部，能仔细开展提

8、大事项、重大资金支出必需由各专业领导小组共同讨论，提出建议，公开透亮，集体把关，相互监视，并报管委会讨论、审批。并定期的召开安置房建立领导小组会议，拆迁工作领导小组会议，通报阶段性工作状况，听取大家的意见，承受大家的监视，以防止腐败行为的产生。 四、存在的问题及整改措施。根据“一岗双责”的要求，对比领导干部廉洁自律的有关规定，还存在以下缺乏。一是工作作风还不够实在，平常忙于事务较多，下基层调研不够，了解问题不够细，帮忙基层解决问题还不够多。二是执行制度不够严格，遇到比拟急的任务，在执行制度的操作层面上有时显得不够标准，程序不够严谨。三是开拓创新的力度不够大，特殊是分管的党建、纪检、政法等部门的
