1、防止作业人员高处坠落安全管控措施 生产作业防止人员防高处坠落 安全管控措施 一、工作目的 高处作业是电力生产中常见的、安全风险比较大的工作。为认真贯彻落实福建省电力有限公司2007 年安全生产目标和工作重点,闽电安监2007?1号,和国家电网公司国家电网公司安全技术劳动保护七项重点措施,试行,加强公司系统生产作业过程高处作业的安全管理提高人员防高坠意识完善各类防高坠的安全设施强化一线人员的危险源辨识和风险防范能力完善防高坠预案防止生产作业人员高处坠落事故的发生特组织开展2007 年防止高处坠落专项安全监督工作。二、组织方式 公司成立电力生产防止高处坠落专项安全监督工作领导小组和工作小组负责制定
2、公司专项安全监督方案并对各部门专项监督工作开展情况进行检查、监督。各部门安全生产第一责任人应负责将公司防止高处坠落专项安全监督的要求分解落实到相关部门、车间、班组、个人保证专项监督工作取得实效。三、重点整治监督内容 专项监督的重点要紧密围绕强化人员防高坠意识、完善防高坠安全设施、加强高处作业安全工器具管理、加强高处-1-作业过程安全控制管理、完善应急预案管理等五个方面进行。各单位要按照下述工作重点开展专项安全监督。,一,强化人员防高坠意识 各部门要通过危险点分析、事故案例教育、违章考核等方式强化人员安全意识使一线职工养成进入高处作业现场自觉戴好安全帽、使用安全带设置或检查防止高处坠落的措施,安
3、全围栏、安全围网、盖板、警示标语等,的习惯。通过阶段整治工作最终要使一线员工人人明确并确保做到高处作业的“四个必须”:必须正确使用安全防护用品必须采取可靠的防高坠措施必须认真检查作业环境是否满足要求必须按要求设置安全警示标示。,二,完善防止高处坠落的安全设施 1(输电线路杆塔的爬梯、爬钉必须齐全、完好,钢管杆横担处应设有检修人员转位时手扶用的牢固的手扶构件。杆塔名称、编号标记必须清晰、齐全、唯一维护人员应定期检查核对确保杆号能够和系统图图实相符。2(变电站龙门构架爬梯必须齐全、完好。固定在建筑物、设备上,不包括铁塔、水泥杆,的钢直梯梯段高度超过 3 米的必须要装有护笼。3(各种楼梯、钢梯、高空
4、平台均应采取防滑措施。凡坠落高度在 2.0 米以上的工作平台、人行通道,部位,在坠落面侧应设置固定式防护栏杆。4(梯子应坚固完整梯子的支柱应能承受作业人员及所携带的工具、材料攀登时的总重量硬质梯子的横木-2-应嵌在支柱上梯阶的距离不应大于 40cm并在距梯顶 1m 处设限高标志。梯子不宜绑接使用。5(脚手架搭设符合规程要求并应经施工及使用部门验收合格并挂牌后方可交付使用。使用中应定期检查和维护作业前应先检查稳定性。6(为了方便防高坠装置在变电站的使用各单位应在变电站初设会审和施工图会审时对开关站通道、场地的平整度等提出相关要求设计单位、基建部门应尊重运行单位的意见。,1,建设无障碍通道确保高空
5、作业车或电动液压升降平台能够无障碍地到达设备区。,2,设备区域下方场地应修整成方便快装脚手架、电动液压升降平台、高空作业车的运输以及固定的平地。7(各单位应积极推广输变电设备检修防高坠落的新技术、新成果如在输变电杆塔、构架安装杆塔防高坠装置在变电检修工作中采用刀闸检修平台、快装脚手架等。8(生产厂房装设的电梯使用前应经国家有关部门检验合格取得准用证并定期检验。电梯应有专责人负责维护管理。严格执行安全使用规定和定期检验、维护、保养制度。电梯的安全闭锁装置、自动装置、机械部分、信号照明等有缺陷时必须停止使用并采取必要的安全措施防止高空摔跌等伤亡事故。9(电力生产防止高处坠落的安全设施要做到“三同时
6、”即要和主体工程同时设计、同时施工、同时投入使-3-用。,三,加强高处作业安全防护工具管理 各部门要按照长乐市供电有限公司管理实施细则(试行),长电安2005?305号,加强登高安全工器具的管理做好采购、试验、保管、运输、使用等全过程管理。维护、保养、检测应当作好记录并由有关人员签字。,四,加强高处作业过程安全控制管理 各单位要按照电力安全工作规程和国家电网公司安全技术劳动保护七项重点措施,试行,国家电网安监2006?618 号,的要求加强高处作业过程的安全控制管理并重点做好以下几项监督检查:1(作业前的重点监督检查内容 ,1,经医师鉴定有妨碍高处作业的病症,体格检查每两年至少一次,不允许参加
7、高处作业。,2,发现现场工作人员有饮酒、精神不振、精力不集中等症状时禁止登高作业。高处作业人员应衣着灵便宜穿软底工作鞋。,3,遇有雷雨、暴雨、浓雾、六级及以上大风时不得进行高处作业。,4,能在地面进行的工作不在高处作业,高处作业能在地面上预先做好的工作必须在地面上进行尽量减少高处作业和缩短高处作业时间。高空作业附近有带电体时应作好感应电的防范和防止误碰带电体的措施。,5,凡检修时可能形成的坠落高度在 2.0 米以上的-4-孔、坑应装设牢固醒目的临时防护栏杆、安全网或盖板。在夜间或光线不足的地方进行高处作业必须设足够的照明。在未做好安全措施的情况下不准在不坚固的结构上(如石棉瓦、油毡、彩钢板等轻
8、型或简易结构的屋面)进行工作。,6,变电站、电厂高处作业的平台、走道、斜道等应装设由上下两道栏杆(上道栏杆高 1.05m，1.2m下道栏杆高 0.5m，0.6m)和栏杆柱组成的防护栏杆和 18cm 高的挡脚板或设防护立网。当高处行走区域不能够装设防护栏杆时应设置 1.05m高的安全水平扶绳且每隔 2m 应设一个固定支撑点。,7,上杆塔作业前应先检查杆塔根部、基础和拉线是否牢固。新立电杆在杆基未完全牢固或做好临时拉线前严禁攀登。遇有冲刷、起土、上拔或导地线、拉线松动的电杆应先培土加固打好临时拉线或支好杆架后再行登杆。,8,登杆塔前应先检查登高工具、登高设施如脚扣、升降板、安全带,绳,、梯子和脚钉
9、、爬梯、防坠装置等是否完好牢靠。需进行检修作业时应先核对线路名称、杆号、识别标记核对无误并验明线路已停电并挂好地线后工作负责人方可发令开始工作。作业人员登杆塔前应该对停电检修线路的识别标记和双重名称核对无误后方可攀登。对于同杆架设的多回路线路作业人员登杆塔至横担处时-5-应再次核对停电线路的识别标记与双重称号确实无误后方可进入停电线路侧横担。,9,线路跨越公路架线施工时施工前施工单位应制定相应的交通组织方案备足施工所需的交通安全标志、围栏、围网防止汽车误入拉动地面或低空导线、临时拉线引起杆塔上作业人员高空坠落。具体措施为在导线跨越公路施工时施工现场应短时用封闭式围栏阻拦并设置交通安全警示设施或
10、者指定专人手持小红旗对可能来车的方向进行车辆拦阻。线路跨越市区道路或主要干道时必须提前向交警部门申请交通管制。2(作业中的重点监督检查内容 ,1,凡在离地面,坠落高度基准面,2m 及以上的地点进行的工作都应视为做高处作业。高处作业应严格执行电力安全工作规程关于佩戴安全帽和使用安全带的有关要求。,2,在没有脚手架或者在没有栏杆的脚手架上工作或坠落相对高度超过 1.5米时必须使用安全带或采取其他可靠的安全防护措施。,3,安全带,绳,应挂在牢固的构件上或专为挂安全带用的钢丝绳上安全带不得低挂高用禁止系挂在移动或不牢固的物件上如避雷器、断路器,开关,、隔离开关,刀闸,、电流互感器、电压互感器等支持件上
11、。,4,砍剪树木时不应攀抓脆弱和枯死的树枝并使用安全带。安全带不得系在待砍剪树枝的断口附近或以-6-上。不得攀登已经锯过或砍过的未断树木。,5,使用绝缘斗臂车作业必须先检查绝缘臂为合格状态在绝缘斗中的作业人员应正确使用安全带和绝缘工具。不得用汽车吊,斗臂车,悬挂吊篮上人作业。不得用斗臂起吊重物。在斗臂上工作应使用安全带。,6,在杆塔高空作业时应使用有后备绳的双保险安全带安全带和保护绳应分挂在杆塔不同部位的牢固构件上应防止安全带从杆顶脱出或被锋利物损坏。人员在转位时手扶的构件应牢固且不得失去后备保护绳的保护。,7,禁止携带器材登杆或在杆塔上移位。严禁利用绳索、拉线上下杆塔或顺杆下滑。上横担进行工
12、作前应检查横担联结是否牢固和腐蚀情况检查时安全带,绳,应系在主杆或牢固的构件上。,8,高处作业人员不得坐在平台或孔洞的边缘不得骑坐在栏杆上不得躺在走道板上或安全网内休息,不得站在栏杆外作业或凭借栏杆起吊物件。3(做好高空落物伤人的安全防范措施 ,1,对于重要、大件吊装必须制定详细吊装施工技术措施与安全措施并有专人负责统一指挥配置专职安监人员。非专业起重工不得从事起吊作业。起吊前对吊物上杂物及小件物品清理或绑扎。,2,各个承重临时平台要进行专门设计并核算其承载力焊接时由专业焊工施焊并经检查合格后才允许使-7-用。,3,从事高空作业时必须佩工具袋大件工具要绑上保险绳。,4,上下传递物件时要用绳传递
13、不得上下抛掷传递小型工件、工具时应使用工具袋。,5,加强高空作业场所及脚手架上小件物品清理、存放管理做好物件防坠措施。切割物件材料时应有防坠落措施。,6,尽量避免交叉作业拆架或起重作业时作业区域设警戒区严禁无关人员进入。,五,完善应急预案管理 各部门必须依照福建省电力有限公司应急管理工作规定,闽电安监2007?470 号,结合高空作业的特点和本部门应急管理工作实际制定本部门防止人身高空坠落的应急预案。四、工作要求 1(各单位要加强工作指导和布置实施方案要做到四个结合一是与全年安全生产工作相结合二是与开展安全生产隐患排查工作相结合,三是与对一线施工人员的安全培训教育相结合,四是与建立和完善企业安
