17、业化、施工专配化成为行业发展趋势。集中资源与某个行业或者某个大客户进行战略合作,借力进行规模和区域的快速扩张,建立战略联盟,是目前在激烈的市场竞争中获得生存和发展的有效途径。这也是公司必须要走的道路。行业不利因素也较多。产业化水平相比较而言仍然较低,作为和房地产几乎同时起步的装修行业,房地产经过十几年的发展,取得了长足进步,这与资金、资源密集不无关系,相比较而言,由于行业利润率、从业人员素质等因素,装修行业依然被视为较低层次产业,资金、资源(含人力资源)倾向性严重不足。各企业创利水平逐年下降。价格战、甲方利用优势地位克扣、拖欠账款,形成呆死帐、人工、材料成本大幅上升、结算周期长、社会保险负担重

25、自身管理,通过获取可以获取的全部利益作为实现利益最大化的途径。四、公司内部条件分析(一)资源条件分析1.人力资源分析公司目前人才贫乏,形不成合力。高管层,管理素质和管理高度不够;中层,有待磨合;员工层,专业素质达不到要求。从目前的人员储备看,对满足公司资质要求、项目拓展要求均不能满足,采用大量挂靠,极不稳定,在审核日益严格情况下,风险较大。由于人员的不稳定性,管理一直未形成定势,项目运作完全靠领导者行政命令式强行推进,远未达到权责明晰、配合顺畅、高效的目标。目前,通过人员配置,权责梳理等一系列动作,有所改观,但尚有较多环节需研究确定。2.技术、装备资源分析设计(方案)职能缺失,从企业发展来看,
