1、公共管理,苏州市政府购买公共体育服务完善研究(1)公共管理(MPA)苏州市政府购买公共体育服务的完善探讨摘要 I摘 摘要 党的十八届三中全会中明确提出:要正确处理政府和社会之间的关系,坚持政社分开,凡属事务性管理服务,理论上都要引入竞争机制,利用合同、托付等模式向社会购买,其确定须要进行政府职能转变,为政府和社会之间的关系指明白方向。政府急须要转变职能,将公共体育服务的部分职权下放到体育类社会组织,实行政社分开,将政府从传统的公共体育服务生产者向公共体育服务的指导者转变,由体育社会组织供应公共体育服务,提高社会资源的利用率和供应效率,促进社会组织自身的发展,进而提高我国的公共体育服务的质量。然
2、而近几年苏州市政府在购买公共体育服务在开展过程中,发觉存在一些问题:购买主体不清楚导致主体类型较少、政府对购买公共体育服务的相识有限致使购买范围不够清楚、购买程序流程不够规范、购买公共体育服务的法律依据不足,其评估体系尚不健全。本文采纳文献探讨法、系统分析法、实地调研法等方法,以公共产品、市场失灵以及新公共管理为理论工具,从公共体育服务、政府购买公共服务及政府购买公共体育服务等基本概念入手,具体分析了苏州市政府购买公共体育服务的现状和主要问题,并从购买主体、购买流程、评估体系等角度深化剖析了产生这些问题的缘由,结合国内外政府购买公共体育服务的相关阅历及做法,提出了明确购买公共体育服务的购买主体
3、、明确政府购买公共体育服务购买范围、规范其购买程序流程、建立政府购买公共体育服务的法律制度、构建科学合理的绩效评估体系及监督评价制度等一系列解决对策,为相关部门供应政策参考。关键词:公共体育服务政府购买苏州Abstract IIABSTRACT Clearly put forward in the third plenary session of the 18: to correctly handle the relationship between government and society, implement the government and the society apart,
