18、生免试攻读硕士和直接攻读博士学位研究生奖励细则(校教202340号)的相关规定,学校推免工作领导小组讨论确定了推免工作原则,并制定了我校2023届本科毕业生推免工作方案,现将有关事项通知如下,请各院(系)和相关单位遵照执行。 一、推免生工作基本原则1.程序规范原则。所有推荐单位均应根据国家和学校的相关政策,制订本单位科学、规范、明确的推荐标准及严格的工作程序。2.集体决策原则。各院(系)必须成立推免工作领导小组,凡涉及推免生工作原则和具体方案及推免生名单等事项都应集体议事、集体决策。3.自主报考原则。各院(系)推免生名额不得自行设置留校限额,不得区分学术学位和专业学位;推荐单位要充分尊重并维护
19、考生自主选择志愿的权利。4.强化考评原则。各院(系)应保证推免生质量,择优推荐,加强对学生的能力考察和综合评价。5.信息公开原则。各推荐单位要做好推免生名额、推荐办法、推免生名单、咨询申诉渠道等推免招生重要信息的公开、公示工作。二、推免生指标分配原则1.严格按照教育部相关文件以及学校推免工作领导小组制定的工作方案,对教育部下达我校的推免生指标进行公平、公正分配至2023届本科毕业生所在的院(系)。2.适度提高推免生面上指标分配比例,用于面上分配的指标不低于教育部下达我校指标数的70%,面上指标依据应届本科毕业生数按比例分配到院(系)。3.经教育部确定的理科人才培养基地及各类实验班、卓越工程师班
20、推免生名额,按学生人数的40%确定。 4.对2023年学校本科专业评估的优秀和良好专业、教育部一级学科评估排名前10%的优秀学科,适当增加推免生指标。 5.在保障学生自主报考,维护学生自主选择自愿的权力的前提下,考虑学校学科发展与学生发展的统一性,通过分析近年我校跨院系跨学科推免数据,将原来分配到国家实验室、创新研究院、强磁场中心等单位的特殊类别推免指标,按照近年推免生实际去向的比例及今年的计划安排,直接分配至相关院(系)。6.研究生支教团、2+2或2+3辅导员、大学生志愿服务西部计划志愿者、艺术特长生和高水平运动员等类学生推免生名额由学校单独分配到相关单位。7.学校不留任何机动指标,所有指标
