Five days ago, the policeman told him, the bicycle was picked up in a small village four hundred miles away. It is now being sent to his home by train. Ted was most surpr

While the battered car was moving away, Roy stopped his bus and telephoned the police. The thieves car was badly damaged and easy to recognize. Shortly afterwards, the po

33、lice stopped the car and both men were arrested. Lesson36 Across the Channel 横渡海峡Erna Hart is going to swim across the English Channel tomorrow. She is going to set out from the French coast at five oclock in the morning. Erna is only fourteen years old and she hopes lo set up a new world record. Sh

34、e is a strong swimmer and many people feel that she is sure to succeed. Ernas father will set out with her in a small boat. Mr Hart has trained his daughter for years. Tomorrow he will be watching her anxiously as she swims the long distance to England. Erna intends to take short rests every two hou

35、rs. She will have something to drink but she will not eat any solid food. Most of Ernas school friends will be waiting for her on the English coast. We are all very excited and are looking forward to the1综合说明1.1项目名称某地土地整理项目1.2项目类型土地整理1.3项目性质重点项目1.4项目建设规模项目区总面积为2385.8732公顷,建设规模为1990.9036公顷,不动工面积为394.9696公顷。1.5项目区的位置和范围项目区位于某地西北部的头正、五柳、山黄、和光、津浦、七里村等六个行政村范围内,其四至为京哈铁路和夹黄路以西、西接五柳水库、南抵夹栏沟、北靠头正水库和长三套水库,介于北纬335405至335522、东经1170157至1170408之间。 1.6项目

39、所在地区地貌类型和项目区的地貌类型项目区位于xx省东北平原东北部,为历史上黄泛区的淤积平原。项目区形状为手掌形,东西最长约6.5km,南北最长约6.8km,整个地势较为平坦,由西北部向东南部倾斜,项目区内地面高程在30.545.5m左右(1956年黄海高程系)。1.7项目区土地权属状况项目区土地为头正、五柳、山黄、和光、津浦、七里村等六个行政村村集体所有,土地权属界线清楚,面积准确。集体所有权已在1997年进行了所有权登记发证,土地承包权已于1997年发包到户。1.8项目区新增耕地面积、新增耕地比例项目区经规划整理后新增耕地面积为69.6458公顷,新增耕地率为3.50%。1.9项目区主要建设

40、内容项目区主要建设内容有土地平整,农田水利,道路交通和林网建设等四个方面。土地平整-通过对项目区土地利用进行规划,对零星地类,废弃的坑塘,沟渠,断头路及零星未利用地进行整理使其变为耕地,使土地利用结构趋于合理。现有耕地的平整,可提高农业灌溉效率,实现节约用水,提高农作物产量。为此需平整土地面积1805.5716公顷,完成土方工程180.06万m3 。农田水利-农田水利工程完善是确保项目区粮食稳产丰收的基础,因此必须加强农业基础设施的建设,提高抗御自然灾害(旱与涝)的能力。为解决灌溉水源,拟对项目区地下水资源进行科学合理的开发利用,根据项目区水资源分布情况和供需水量要求计算结果,项目区分为渠灌区

41、和井河混灌区,分别布置硬化渠道和机井。为解决排涝问题,提高除涝能力,需要在项目区建立通畅的排水系统工程,使项目区内各田块的积水通过排水系统排入项目区的呵泉沟,新呵泉沟,段沟,水泉沟、夹镇沟和夹栏沟,最后通过呵泉沟,水泉沟和夹栏沟向东排向项目区外。道路交通与林网工程-项目区现有的田间路网布局不尽合理,质量较差,如路网未联通,断头路较多,路面结构为土质,雨后泥泞,给农民的生产生活带来不便。因此本着尽量利用和改造现有道路,节约占地的原则,按照规范标准修建田间道路,满足农民的生产生活的需要。同时要配套完善项目区林网工程的建设。1.10项目区整理前后耕地质量变化情况项目区在整理前,耕地质量按照高产田和中

42、低产田所占面积的百分比来讲,高产田占总面积的10%左右,通过项目实施后,高产田面积将增加到总面积的40%以上,原有低产田全部改造为中高产田。项目区将由一个“易旱、易涝、低产”的局面,变为旱涝保收、稳产高产的粮食生产基地。1.11项目区建设目标项目区经过土地整理后,将达到以下目标:(1)提高项目区的土地利用率。经过土地整理后项目区新增耕地面积69.6458公顷,新增耕地率3.50%,项目区耕地质量得到明显的提高。(2)改善项目区的生态环境。田块规整、路网相通、林木成行、水利设施配套,田间道路通畅、水资源合理利用能力大大提高。(3)改善了群众生产条件和生活环境,农民收入稳步增长,为新农村各项建设奠

43、定一定的物质基础。1.12项目区建设工期项目区建设期为1年。1.13项目估算投资项目总投资3989.68万元,亩均投资1335.97元。2项目背景2.1项目所在区简况2.1.1地理位置某区地处北纬3317-3405、东经11605-11726之间,位于东北平原的东北部,北靠徐州市,西邻东北市,南毗沈阳市,东接营口县。2.1.2自然条件某区地形地貌以平原为主,占某区土地总面积的80.27%。该区西北部与东北部有低山残丘分布,残丘占19.73%。土壤种类较多,但以普通砂姜黑土和黄潮土为主。气候属暖温带半湿润季风气候区,实际日照时数在2200-2500小时之间,常年气温平均14.4,多年平均降雨量8

44、87.1毫米,全年0活动积温为5283.9。因此,光、热、水、气等气候条件可基本满足农作物一年两熟的需要。生物资源、矿产资源都比较丰富。2.1.3社会经济条件据统计,2006全年某区粮食种植面积为217957公顷,全区总人口176.63万人,其中农业人口137.44万人,人均耕地面积2.1亩。年全区GDP为136.47亿元,其中第一产业占25.5%,第二产业占30.8%,第三产业占43.7%,人均生产总值7769元。年粮食总产量为102.38万吨,油料为4.57万吨,棉花为1.41万吨,其中粮食产量比上年增长25.1%,油料比上年下降了11.9%,棉花比上年下降了8.8%。2.1.4 土地利用

45、情况全区土地总面积为290691.6公顷,其中农用地面积占全区总面积的70.27%(耕地面积占全区总面积的64.5%),居民点、工矿用地及交通用地占全区总面积的14.48%,水域面积占全区总面积的12.83%,未利用地占全区总面积的2.42%。2.2项目提出的缘由该项目区从土地资源节约利用,基础设施需要建设,生态环境需要改善,新农村建设要起步等方面均要求提出这个项目。(1)要提高土地利用率,增加有效耕地面积,提高耕地质量耕地是农业生产的基础,基本农田是耕地的重要部分,是耕地中的精华。因此,增加耕地面积,改善农业生产条件,提高耕地质量是一项关系到项目区未来人口增长和农业发展的大事,项目区可以通过

46、对现有道路,沟渠以及未利用地的整治来增加耕地面积,项目区新增耕地面积为69.6458公顷,新增耕地率为3.50%。(2)要增加农田基础设施建设,完善农田配套工程,改善项目区农业生产条件作为国家的粮食主产区和基本农田保护区,就必然要求项目区具有良好的耕作环境和农业生产的配套措施,但从目前来看,项目区农田基础设施仍较为脆弱,与抗御普通的自然灾害,确保农田稳产高产仍有较大的差距。迫切需要加强基础设施建设,完善农田配套工程,改善农业生产条件。(3)从配合贯彻新农村建设的主要内容和要求来说,也迫切需要提出这个项目要调整目前的农业生产结构,改变土地利用方式,改善生态环境包括人居环境,促进农业增收和农业经济
