When she caught up with them, she saw that they had sat down and were going through the contents of the bag, so she ran straight at them. 27、司资产总额3925万元。目前公司有员工28人,其中大专以上学历人员占75%,中高级职称的专业技术人员12名。重庆协信控股(集团)是主要以从事房地产综合开发和市场经营为主,汽车销售、汽车运输、物业管理、房屋销售、商品信息咨询服务等经营事项的控股集团公司,注册资本1亿元,经过几年的高速发展到2002年,总资产为6.43亿元,净资产3.02亿元,公司资产负债率为53.03%,当年实现各项收入2.15亿元,实现净利3118万元。公司具备强大的综合开发实力:位列“重庆民营企业50强”、“重庆房地产开发企业50强”,具有丰富的建设住宅小区及商场的成功经验,其生产能力、成本结构、人才支撑、技术标准均属同行业

33、30.954盈亏平衡点%17.3基数为项目预期目标值5贷款偿还期年4不含建设期11个月六、 简要结论重庆西部国际汽车城建成后,国内外重点汽车生产厂家和本地区知名汽车品牌经销代理商将聚集其中,同时,将重庆(南坪)机动车交易市场整体迁入西部国际汽车城,并对该市场实现专业化、规模化经营,逐步将西部国际汽车城培育成为重庆乃至西部地区具有较强影响力和辐射力的现代化专业市场。预计2004年度将交易各类机动车3.5万辆以上,交易额将超过30亿元,年上交各项利税逾千万元;通过努力,重庆西部国际汽车城将逐步发展成为适应全市乃至西部经济发展的机动车行业的交易中心和信息中心,成为具有全国重要行业地位的机动车贸易服务
34、中心,对促进区域经济的发展产生较大的影响力和带动力。项目实施后具有良好的经济效益和社会效益,项目的建设是必要的,经技术、经济、市场等方面论证,项目是可行的。第二章 项目建设背景及必要性一、项目建设背景(一)重庆直辖以来,随着国家政策性投资与实施西部大开发战略,城市基础设施建设迅速完善,经济状况发生了巨大的变化。我市2002年国内生产总值1971亿元,与1996年相比,增长68.9%。工业增加值达到651亿元,社会消费品零售总额762亿元,分别比1996年增长80.5%和71%;地方预算内财政收入由1996年的54.9亿元增加到157.7亿元,增长1.9倍。全社会固定资产投资六年累计完成3870
35、亿元,是直辖前6年的3.4倍。投融资能力显著增强,全市金融机构存款和贷款余额分别达到2850亿元和2280亿元,比1996年增长2.4倍和1.5倍。2002年城镇居民人均可支配收入达到7200多元,六年年均增长6.1%;农民人均纯收入2080元,年均增加100元;城乡居民储蓄存款余额由1996年的503亿元增加到1630亿元,增长2.2倍。国内生产总值同比增长10.3%,其中,一、二、三产业分别增长4.1%、13.8%和9.2%。工业增加值增长13.8%。固定资产投资完成980亿元,增长22.2%。市政府采取一系列促进消费的政策措施,社会消费品零售总额增长9%,增幅同比提高0.3个百分点。(二
36、)根据2003年重庆市人民政府工作报告,预计2003年重庆市国内生产总值将达2232亿元,增长9%。其中,第一、二、三产业分别增长2.5%、12%、9%。第二产业中,工业增加值完成742亿元,增长11.3%。从需求方面看,预计社会消费品零售额将达833亿元,增长9.1%;地方预算内财政收入增长12%;全社会固定资产投资增长18%;社会消费品零售总额增长9%;外贸出口总额增长8%;城市居民人均可支配收入、农民人均纯收入分别增长7%和4%;城镇登记失业率控制在4.5%以内,宏观经济背景发展良好。王鸿举市长提出将重庆市建设成为“中国汽车名城”和“摩托车之都”。(三)2000年国家西部开发重点建设项目
37、十个重点建设项目有:西安至南京、西安至合肥段铁路、渝怀铁路;西部国道主干线及贫困县公路;西部航空枢纽至支线机场;重庆轻轨交通;柴达木盆地涩北至兰州天然气输气管道;四川紫坪铺水利枢纽;中西部退耕还林、还草和生态建设及种苗基地;青海钾肥;西部重点高校基础设施建设。2001年国家西部开发重点建设项目十个重点建设项目有:青藏铁路(格尔木拉萨);西电东送(龙滩水电站和公伯峡水电站);西气东输(塔里木长江三角洲管道),新增加的中西部退耕还林、还草工程;广西百色和内蒙古尼尔基水利枢纽;公路国道主干线西部地区重点路段;兰州成都重庆输油管道;西部农业和特色经济;西部中心城市基础设施建设;西部教育;西部高新产业和
38、医疗卫生项目。(四)重庆市交通建设明显加快,新增公路1450公里,2000年全市公路共计29252公里,其中高速公路233公里,高等级公路里程大幅度增长,初步形成健全的重庆市区域外环交通和对外交通网络。近几年已建、在建和拟建的重点建设项目:主要有重庆至长寿、重庆至涪陵、重庆至邻水、长寿至梁平等高速公路;黔江至彭水公路三级改二级工程;鹅公岩大桥;九龙坡港二期工程;市区轻轨工程;渝怀铁路、万州机场、万州港牌楼工程。由此可见,在未来的几年中,中国的经济发展处于良好态势,国民经济将长足发展,而重庆作为第四个直辖市,国内生产总值及各产业也将均衡发展,位居全国前列。人民生活水平得到相应提高,从解决温饱上升
39、到追求小康生活,其重要标志之一的汽车必将在家电、住房之后形成国民下一个消费热点。西部地区及重庆为改善投资环境分别提出了“西部大开发,重庆大发展”和 “8小时重庆工程”,各项大型国家基础建设项目应运而生,对货车及工程机械等汽车需求猛增。综上所述,无论是轿车还是货车,无论是汽车还是汽车配件、美容等相关行业,在今后的数年里将因为需求的增加而繁荣,2003年全国各大汽车厂家提出的产量计划均比去年增长近一倍,如何让市场消化产品成为当务之急,尤其在重庆,作为内陆城市及全国重点汽车生产基地,汽车流通的相对滞后非常严重,解决重庆缺乏大型、综合性的汽车交易市场已成为燃眉之急,而重庆西部国际汽车城的建设,正好填补
40、了重庆市汽车流通领域的空白。二、项目建设的必要性(一)该项目的实施是推动本地汽车业发展的有力措施汽车产业在我国属幼稚产业,是国家重点扶持和培育对象,发展空间广阔。汽车制造业是重庆的支柱产业之一。此项目的建设,符合重庆市打造“中国汽车名城”和“摩托车之都”的发展规划以及建立大商贸、大流通、大市场的经济发展战略和城市建设规划。随着汽车使用环境的逐渐优化,汽车消费政策的日益改善,中国内地人均收入水平的不断增长,城镇居民家庭汽车普及率将大幅度提高。中国进入WTO,国际品牌汽车及经营模式迅速进入中国市场。目前重庆市没有专业的大型汽车交易市场,购车客户为购置满意的车辆,必须在全市区分散的汽车销售点之间来回
41、奔波;而西部大开发迅速扩张基建工程的规模,更增加了载货车与工程机械的使用需求。根据汽车行业“高起点、国际化、代理制”的原则,迅速组建现代化、品牌化、规模化与国际接轨的汽车营销体系,将本市汽车产业从单一生产功能的有限发展空间提升到生产与流通协调发展的阶段,必将加快重庆汽车工业、信息产业、金融业、商贸流通业和房地产业以及现代物流业、都市型服务业之间的相互融合渗透与发展。(二)该项目的实施有利于建立一个完善的现代汽车流通体系据国外资料表明:在汽车产业的利润中,制造业仅占30%-40%,流通及售后服务领域占60%-70%。我国汽车工业发展由于起步晚,再加上传统计划经济影响等因素,使得厂家相对重视生产过
42、程,比较忽略流通贸易的重要性,从而导致汽车服务贸易相对薄弱,成为整个行业发展的瓶颈。服务贸易,包括售前、售中及售后服务各方面的内容,即:售前购车指导、上牌手续办理、汽车配件供应、售后维修、装饰美容、驾驶技术培训、信息网络建设以及汽车文化培育等。国家有关汽车服务政策的制定与执行、各地区的汽车交易大环境状况、生产厂家对所售车辆执行的售后服务力度等,都将直接影响到汽车服务贸易的水平。现阶段,主要问题集中在生产与售后服务脱节,服务标准、维修技术差,零配件质量不高,伪劣配件多,政府有关部门监控不力,收费混乱等方面。虽然我国的服务贸易水平发展缓慢,但在不久的将来,服务贸易作为汽车销售必将延伸的部分,发展潜
43、力无疑是非常巨大的。重庆作为中国第三大汽车、第一大摩托车生产基地,但是其汽车流通业却相对滞后。一九九二年,国务院曾提出在北京、上海、重庆建立全国三大汽车营销基地的设想,但由于各种客观原因,目前,我市的汽车市场规模偏小、布局分散零乱,给人一种散、乱、无序的外在形象。有一定影响力和规模的主要汽车市场中,轿车市场两家(鹅岭、菜元坝),总经营面积仅约13万平方米,均系自发形成的街边市场,因场地限制已无发展空间。货车市场两家,除南坪机动车市场外还有隆鑫市场,南坪机动车市场营业面积近4万平方米,硬件设施差;隆鑫市场经营面积不足3万平方米,经营品种杂乱,功能单一,商气不足。配件市场二家(石油路、老顶坡),经
44、营面积仅6万平方米,前者设施简陋,规模受限;后者系新建市场,有待提升完善。而且上述市场均经营模式传统落后,不能达到规模化和集约化经营,这不仅与我市汽车生产行业的发展不相适应,也与重庆市区域经济发展不相协调。该项目建成后,经营面积将达22万平方米,是目前西部地区规模较大、功能较全、模式较新的汽车交易市场。该项目的实施并运营,弥补了重庆市缺乏超大规模汽车市场的“空白”,而且凭借便捷的交通优势、经营优势及网络资源优势,把广大的消费者、生产厂商、配件供应商以及配套服务商紧密的联系在一起,形成集团化的经营优势,真正形成供、产、销一条龙配套体系,并建立完善的经营格局,实现政府、厂商、消费者、市场经营者真正
45、意义上的“四赢”。(三)该项目的实施可以带动巴南区区域经济的发展重庆西部国际汽车城是巴南区其龙园区的龙头企业,巴南区政府将借助重庆西部国际汽车城组建重庆汽车工贸园区,形成汽车整车及零配件的专业市场。该项目被巴南区视为推动区域经济发展的重要措施,并被市政府列为重庆市重点市场项目。通过市场带动相关制造业与辅助行业的发展,包括物流中心、酒店、餐饮娱乐一条街等,必将有力地带动巴南区区域经济的快速发展。(四)该项目的实施将满足其前身重庆机动车交易市场拓展的迫切需要重庆协信控股(集团)有限公司下辖的重庆机动车交易市场是市政府重点扶持的十大市场之一。目前该市场占地面积80余亩,其实际用于停车展销的面积不到3
46、万多平方米,营业用房仅有0.4万平方米,全部系低档次超期临时性建筑。场内车辆普遍露天停放,日晒雨淋;地面以碎石铺就,经常下陷积水。由于条件限制,除单一销车外,无法提供其它如配件销售、餐饮服务等基本配套服务;更难以满足厂家、商家提出的建立信息网络平台、修建轿车销售服务4S店、举办大型车展的展厅展场等设施的进一步要求。物业出租率已达100%,但仍不能满足客商入场要求,并已出现车满为患、客户排队等候争取入场的现象。除此之外,正在实施的南南路的修建及南綦路的扩宽改造工程将进一步缩小市场的面积,严重制约市场经营,另择场地发展经营势在必行。重庆西部国际汽车城建成后,可完全满足重庆机动车交易市场迁移扩建的需
47、求,具备创造较好的经济效益的潜能。第三章 市场现状及前景分析一、市场现状(一) 国内市场2002年我国汽车产销高速增长,全国各类汽车产量达到325万辆,总销量324.8万辆,均比2001年净增近90万辆。其中轿车最为突出,产销量分别为109万辆和112.6万辆,比上年增长55%和56%,轿车产销量首次突破百万辆,并创造了1993年以来的最高增幅。全年汽车行业销售收入6465亿元,同比增长30.8%;利润总额完成431亿元,增长60.94%。预计2003年汽车产销量都将突破400万辆。2003年全国汽车需求量为380万辆左右,同比增长20.6%。其中,国产轿车需求143.5万辆,同比增长26.4
48、%左右。进口汽车估计在17万辆,其中进口轿车9万辆左右。(摘自新华网)中国的汽车消费结构大致经历了“公务配车”、“商务用车”、“私人购车”三个阶段。在已经销售的各类车辆中,集团消费的比例因饱和而日益下降,私人购车逐渐成为增量主体。目前我国个人购车比例已经超过50%,大中城市超过70%,轿车已快步进入家庭,个人购车从事专业运输也逐渐成为货车消费的主体。(二) 重庆市场经过多年的发展,重庆已经初步成为中国最大的汽车、摩托车产销基地之一。全市拥有国家目录内汽车生产企业17家,骨干企业有长安、庆铃、重汽等企业,主要生产重型车、轻型车、微型车、轿车等各类汽车;改装类企业11家,主要生产客车、自卸车、汽车起重机、高空作业车、防弹运钞车以及各种特种车;农用车生产企业4家,生
