15、provided.IntroductionIntroductionThis paper presents an international analysis of courses on the Internet,and itprovides strategic recommendations about issues of importance to online education.The results and discussions are based on literature reviews,catalogue entriessubmitted by 130 institutions
16、 in 26 countries,and 72 interviews with key persons atthese institutions.The catalogue data were collected from March 98 to February 99and the interviews were conducted in the spring of 1999.Global IssuesGlobal IssuesThe CISAER catalogue includes entries from institutions in all continents.In additi
17、onto four transnational institutions,the catalogue includes entries from institutionsin 26 countries.It is likely that there is an overrepresentation of institution fromcountries that have English as an official language since the primary research languagewas English.Still,it would be quite easy to
18、include many more entries from NorthAmerica,since the listing from this area is intentionally partial.Among the 130catalogue entries,%were from the English language countries:USA,UK,Australia,Canada,and Ireland.The survey indicates that institutions in Europe%),North America%),and Australiawith New
19、Zealand%)overwhelmingly outnumbers institutions in South America%),Asia%),and Africa%).Even though the researchers have a better knowledge of Europe,NorthAmerica,and Australia than they have of the rest of the world,the survey testifiesthat these continents overwhelmingly dominate web-based educatio
20、n.There is a steady growth of institutions that offer online courses to students in othercountries,and the analysis presents many examples of international collaboration andthinking.However,most of the global initiatives seem to be experiments and ambitionsrather than main priorities.Institutional I
21、ssuesInstitutional IssuesA large number of the institutions offer quite few web courses.As many as%of theinstitutions report to have only one web-course,and%of them report to offer lessthan 5 courses.Only four institutions reported to have 100 courses or more.From this,one can infer that much of the
22、 activities are experimental and not pivotal for theinstitutions.The survey also showed that%of the institutions report that they have100 or fewer students.Only four institutions reported to have more than 5000 students.The relatively low enrolment numbers also indicate that web-basedinstruction is
23、notpivotal to these institutions.One may conclude that there is a dominance of web-courses in the fields of computerand information sciences and by courses in education.Except from these two fields,web courses cover a very broad range of subjects.The number of subject areas thatwas offered varied co
24、nsiderably between the institutions.Nearly half of theinstitutions offer courses in only one category and only five offered courses in fiveor more categories.None of the surveyed institutions seem to provide enough online courses and supportservices that this analysis would characterize them as virt
25、ual or online universities.The survey shows that%of the 130 institutions belong to the university and collegesector,%to the traditional open university and distance education sector,and%wereclassified as companies or corporations.Administrative IssuesAdministrative IssuesAn administrative system sho
26、uld be able to handle students,teachers,courses,andcourse material.An online college may have to handle thousands of students,hundredsof teachers,and a large number of courses with password restricted web pages,discussion forums,distribution lists,class rosters,and student presentations.Itmay also h
27、ave to provide administrative systems for the dispatch of textbooks,handlingof tuition and examination fees,and organization of local examinations.Theseservices constitute a major challenge for many traditional institutions.Institutions that plan to offer large scale and professional online educatio
28、n needan administrative system,which is integrated with the web.To accomplish this,institutions may follow several strategies.The simplest strategy is probably tocollaborate with an institution that already has a functional administrative system.Another solution,which requires more technical compete
29、nce,is to develop an in-housesystem based on common Internet services.The third option is to purchase a standardsystem for online education.These standard systems are continuously being improved,but they may still need much local adaptation.They may only meet some of theadministrative needs,and they
30、 could place some pedagogical limitations on thecourses.A discouraging,but important observation is that a number of institutions do not usethe web for administrative purposes.Outsourcing is an option that does not seem tobe much used,only one instance was identified.Many of the institutions have de
31、velopedin-house administrative solutions in combinations with standard Internet software.The standard administrative systems that were mentioned in the interviews wereFirstClass,WebCT,and Lotus Notes.Advertising and Financial IssuesAdvertising and Financial IssuesIt is implicit in many of the interv
32、iews that advertising of programs and courses isan important function of the web-services.The tuition fees for web-courses seem to vary considerably among institutions andcourses.Some courses are free and open to everyone,and others seem to have full orpartial external funding.The institutions that
33、operate with tuition fees seem to havefees that are the same or not very different from fees in traditional courses.Theanalysis has revealed few,if any,examples of institutions with substantial incomefrom student fees.Likewise,there seem to be few institutions that can claim thatprovision of web-bas
34、ed courses has been an economic success,if they disregard externalresearch and development grants.Pedagogical IssuesPedagogical IssuesThe tutors seem to be both part-time teachers that are engaged just for the onlinecourses and full-time teachers that also teach some online courses.It is alsointeres
35、ting to observe that distributed experts and students take part in the tutoring.An analysis of the interviews indicates that the tutors at least conduct the followingfunctions:Organizational functions:structure discussions,pacing,put forward initiativesSocial functions:monitor groupsIntellectual fun
36、ctions:answer questions,guiding students on the InternetAssessment functions:give feedback to assignments,correct submissionsHuman tutoring seems to be much more common than machine tutoring,but someinstitutions include machine tutoring in addition to human tutoring.Most institutionsseem to combine
37、individual tutoring with group tutoring.The focus between the twocould however vary.Online teaching is in many courses supplemented with face-to-facemeetings,video-or audio-conferences,or telephone contact.Some institutions have course development teams;others use the tutor as the soledesigner of a
38、course.The different models probably have implications for both qualitycontrol and development time.AccreditationAccreditationThe interview analysis implies that accreditation of online courses and programs isvery similar to the institutions traditional accreditation schemes.Degrees,diplomas,certifi
39、cates,and statements of completions are all widely used.Theaccreditation seems to be the same independent on whether the course or program isoffered online or not.Many institutions basically state that the accreditation isthe same as for campus courses.Accreditation could be an important competitive
40、 advantage and several strategies couldbe followed to achieve the necessary accreditation.Collaboration with institutionsin other countries could result in bilateral accreditation.AssessmentAssessmentWhile summative assessment of online courses seems to be very traditional and oftenhas a face-to-fac
41、ecomponent,formative assessment is more experimental and based ononline activities.Most of the institutions apply several assessment methods in a course or program.Tutorassessment is the most common form of assessment found in the interviews.Theinterviews reveal many examples of self-assessment,but
42、they imply that computerassessment is relatively scarce.However there are several examples of online quizzes,multiple choice tests,and some examples of interactive exercises.The interviewanalysis implies that peer assessment is relatively scarce.The interviews indicatethat some courses have no asses
43、sment simply because they are self-study courses withno tutors.Enrollment and Progress FlexibilityEnrollment and Progress FlexibilityBoth enrollment and progress can be more or less flexible.However,the two main modelsfound in the interviews are group enrollment and progress and individual enrollmen
44、tand progress.These models represent two different strategies that have importantconsequences for marketing,administrative systems,and pedagogical approaches.The interviews testify that group based enrollment and progression is far more usedthan individual enrollment and progression.The analysis ide
45、ntified 46 institutionsthat used the group model and 12 that followed the individual model.In addition,11institutions offered both models.The preponderance of the group model could come from conventional thinking thatsustains the semester and term system in traditional educational systems.Anotherpos
46、sible reason is that the institutions have a well-considered perception thatteamwork and collaborative learning is hard to achieve with individual enrollment andprogress.One can however argue that many students will prefer individual flexibilityand that many institutions lack systems,structures,and
47、competence on individualenrollment and progression.If so,one may hypothesize that open universities anddistance teaching institutions should be more disposed of individual flexibility thantraditional universities and colleges.However,the analysis has not found evidenceto support this hypothesis.Futu
48、re DevelopmentFuture DevelopmentBarriersBarriersThere are a number of barriers that must be overcome before online education can becomea large-scale success.Among them are financial barriers,resistance to change,bandwidth limitations,access limitations,insufficient search facilities,copyrightissues,
49、and barriers to online assessment.The financial barriers are important.The analysis showed that few institutions hadsubstantial income from student fees.At the same time,the cost of development andmaintenance could be high.In addition,national regulations in some countries denyinstitutions the oppor
50、tunity to charge tuition fees.The interviews testify that there are a number of barriers to effective use of onlineassessment.Among them are public and institutional regulations,traditions forphysical attendance,technical limitations,student identification,and detection ofplagiarized digital materia
