1、Dess Pearson brings over three decades of policy and academic experience to the topic of The East Asian Economy (INTR9018). He has mastery over his field, evidenced by a recent publication entitled What makes for an Effective Free Trade Agreement5 that was the first chapter to a book on internationa
2、l business, entitled A New Paradigm in International Business, published in 2015, a copy of which is included in the topics reading materials.In that publication, Pearson emphasises the role of preliminary, low cost research in determining whether or not countries should actually enter into trade ag
3、reements with partners in the first place. Pearson contends it is far better to do due diligence first, well before embarking on expensive negotiations which may prove costly further down the track. Or in a worst-case scenario ending up with a far from satisfactory trade agreement. There are a whole
4、 host of factors that make for an effective trade agreement, many of which are discussed in the well- known gravity model5- (which hypothesises that the volume of a countrys trade is directly proportional to its trading partners GDP and inversely proportional to the distance from the trade partner).
5、 Pearsons work expands on this model; he contends that additional factors such as distance from country, size of economy, ease of doing business, current tariff levels and existence of non-tariff measures also play important roles in determining a countrys suitability for a trade agreement. In light
6、 of the current spate of trade agreements recently completed (eg Australia-China FTA, Australia-Japan FTA, NZ-China FTA) or being negotiated, Pearsons work has significance for the INTR9018 topic.Following his graduation in economics from La Trobe University in Melbourne in 1983, Dess Pearson starte
7、d out as an agricultural and resource economist at Australias Bureau of Agricultural and Resource Economics in Canberra, working on a number of research papers and policy monographs. He specialised in commodity forecasting - dairy products, grains, copper, lead and zinc. Pearson also specialised on
8、Japanese agricultural policies and their impact on Australia. In the early 1990s, Pearson was promoted to the Australian Department of Foreign Affairs and Trade where he worked on South-East Asian trade policies and their implications for Australian trade. Dess Pearson was posted as the First Secret
9、ary (Economic) at the Australian Embassy in Ottawa, Canada where he reported on Canadian economic, agricultural and trade policies. On his return to Australia in 1997, he worked for several Australian Government departments in the area of trade, agriculture and industry policy with the Departments o
10、f Industry,Science and Resources and Agriculture, Fisheries and Forestry as well as the South Australian Department of Trade and Economic Development and Treasury and Finance. Pearson has worked on a number of Australian Free Trade Agreements - China, USA, Singapore, Malaysia, Chile, Japan, Korea an
11、d the Trans Pacific Partnership, providing expert advice in areas such as industrial and agricultural tariffs, market access, non-tariff measures and investment and nonconforming measures (for services). In the process, he consulted widely with various stakeholders, such as industry bodies, farmer o
12、rganisations, non-government organisations and community groups.With respect to his academic career, Pearson taught economics at the University of Canberra for over 12 years and in recent years he has taught Economic Principles, Macroeconomics, International Economics II and Issues in International
13、Trade (Masters5 Unit in the Business School) at the University of South Australia and International Trade and Investment Policy, the Economics of Climate Change and Economics for Management at the University of Adelaides Business School. He also lectures East Asian Economics at Flinders University i
14、n conjunction with Nankai University in Tianjin, China, and has taught International Trade Policy at the Ngee Ann Institute in Singapore.Dess Pearson brings a wealth of practical trade policy as well as academic experience to this topic.
