15、resultin very large costs.Even with minor defects,re-construction may be requiredand facility operations impaired。Increased costs and delays arethe result.In the worst case,failures may cause personal injuries or fatalities。Accidents during theconstruction process can similarly result in personalinj
16、uries and large costs.Indirect costs ofinsurance,inspection andregulation are increasing rapidly due to these increased direct costs.Goodproject managers try to ensure that the job is done right the first time andthat no majoraccidents occur on the project.As with cost control,the most important dec
17、isions regarding the qualityof a completedfacility are made during the design and planning stages ratherthan during construction。It is duringthese preliminary stages that componentconfigurations,material specifications and functionalperformance aredecided。Quality control during construction consists
18、 largely ofinsuringconformance to these original designs and planning decisions。While conformance to existing design decisions is the primary focus ofquality control,thereare exceptions to this rule.First,unforeseencircumstances,incorrect design decisions or changesdesired by an owner inthe facility
19、 function may require re-evaluation of design decisions duringthecourse of construction.While these changes may be motivated by the concernfor quality,theyrepresent occasions for redesign with all the attendantobjectives and constraints。As a secondcase,some designs rely upon informedand appropriate
20、decision making during the constructionprocess itself.For5土木转 2012-01 李妍娱example,some tunneling methods make decisions about the amount ofshoringrequired at different locations based upon observation of soilconditions during the tunnelingprocess.Since such decisions are based onbetter information co
21、ncerning actual site conditions,the facility design maybe more cost effective as a result。Any special case of redesignduringconstruction requires the various considerations。With the attention to conformance as the measure of quality during theconstruction process,the specification of quality require
22、ments in the designand contract documentation becomesextremely important。Quality requirementsshould be clear and verifiable,so that all parties in theproject canunderstand the requirements for conformance.Much of the discussion in thischapterrelates to the development and the implications of differe
23、nt qualityrequirements for constructionas well as the issues associated with insuringconformance。Safety during the construction project is also influenced in large partby decisions madeduring the planning and design process。Some designs orconstruction plans are inherently difficultand dangerous to i
24、mplement,whereas other,comparable plans may considerably reduce thepossibility ofaccidents.For example,clear separation of traffic from construction zonesduringroadway rehabilitation can greatly reduce the possibility of accidentalcollisions.Beyond thesedesign decisions,safety largely depends uponed
25、ucation,vigilance and cooperation during theconstruction process。Workersshould be constantly alert to the possibilities of accidents and avoidtakenunnecessary risks。2 Organizing for Quality and SafetyA variety of different organizations are possible for quality and safetycontrol duringconstruction.O
26、ne common model is to have a group responsiblefor quality assurance and anothergroup primarily responsible for safety withinan organization。In large organizations,departmentdedicated to quality6土木转 2012-01 李妍娱assurance and to safety might assign specific individuals toassumeresponsibility for these
27、functions on particular projects。For smallerprojects,the project manageror an assistant might assume these and otherresponsibilities。In either case,insuring safe andquality construction isa concern of the project manager in overall charge of the project in additiontothe concerns of personnel,cost,ti
28、me and other management issues。Inspectors and quality assurance personnel will be involved in a projectto represent a varietyof different organizations.Each of the parties directlyconcerned with the project may have theirown quality and safety inspectors,including the owner,the engineer/architect,an
29、d the variousconstructorfirms。These inspectors may be contractors from specialized qualityassuranceorganizations。In addition to onsite inspections,samples ofmaterials will commonly be tested byspecialized laboratories to insurecompliance。Inspectors to insure compliance with regulatoryrequirements wi
30、llalso be involved.Common examples are inspectors for the localgovernmentsbuilding department,for environmental agencies,and foroccupational health and safety agencies。The US Occupational Safety and Health Administration(OSHA)routinelyconduct site visitsof work places in conjunction with approved st
31、ateinspection agencies。OSHA inspectors arerequired by law to issue citationsfor all standard violations observed。Safety standards prescribe avarietyof mechanical safeguards and procedures;for example,ladder safety is coveredby over140 regulations。In cases of extreme non-compliance with standards,OSH
32、A inspectors can stopwork on a project。However,only a small fractionof construction sites are visited by OSHAinspectors and most construction siteaccidents are not caused by violations of existing standards。As a result,safety is largely the responsibility of the managers on site rather than thatof p
33、ublicinspectors。7土木转 2012-01 李妍娱While the multitude of participants involved in the construction processrequire the servicesof inspectors,it cannot be emphasized too strongly thatinspectors are only a formal check onquality control。Quality control shouldbe a primary objective for all the members of
34、a projectteam。Managers shouldtake responsibility for maintaining and improving quality control.Employeeparticipation in quality control should be sought and rewarded,includingtheintroduction of new ideas。Most important of all,quality improvementcan serve as a catalyst forimproved productivity.By sug
35、gesting new workmethods,by avoiding rework,and by avoidinglong term problems,good qualitycontrol can pay for itself.Owners should promote good qualitycontrol and seekout contractors who maintain such standards.In addition to the various organizational bodies involved in qualitycontrol,issues of qual
36、itycontrol arise in virtually all the functional areasof construction activities。For example,insuringaccurate and usefulinformation is an important part of maintaining quality performance.Otheraspects of quality control include document control(including changesduring the constructionprocess),procur
37、ement,field inspection and testing,and final checkout of the facility。3 Work and Material SpecificationsSpecifications of work quality are an important feature of facilitydesigns.Specifications ofrequired quality and components represent part ofthe necessary documentation to describe afacility。Typic
38、ally,thisdocumentation includes any special provisions of the facility design as wellasreferences to generally accepted specifications to be used duringconstruction.General specifications of work quality are available in numerous fieldsand are issued inpublications of organizations such as the Ameri
39、can Societyfor Testing and Materials(ASTM),theAmerican National Standards Institute(ANSI),or the Construction Specifications Institute(CSI)。Distinct8土木转 2012-01 李妍娱specifications are formalized for particular types of constructionactivities,such aswelding standards issued by the American Welding Soc
40、iety,or for particular facility types,such asthe Standard Specifications forHighway Bridges issued by the American Association of StateHighway andTransportation Officials。These general specifications must be modified toreflectlocal conditions,policies,available materials,local regulationsand other s
41、pecial circumstances。Construction specifications normally consist of a series of instructionsor prohibitions forspecific operations。For example,the following passageillustrates a typical specification,in thiscase for excavation forstructures:Conform to elevations and dimensions shown on plan within
42、a tolerance ofplus or minus0。10 foot,and extending a sufficient distance from footingsand foundations to permit placing andremoval of concrete formwork,installation of services,other construction,and for inspection。Inexcavating for footings and foundations,take care not to disturb bottomof excavatio
43、n.Excavateby hand to final grade just before concretereinforcement is placed.Trim bottoms to required linesand grades to leavesolid base to receive concrete.This set of specifications requires judgment in application since someitems are not preciselyspecified.For example,excavation must extenda”suff
44、icient”distance to permit inspection andother activities。Obviously,the term”sufficient in this case may be subject tovaryinginterpretations。In contrast,a specification that tolerances arewithin plus or minus a tenth of a footis subject to direct measurement。However,specific requirements of the facil
45、ity or characteristicsof the sitemay make the standard tolerance of a tenth of a foot inappropriate.Writingspecifications typically requires a tradeoff between assumingreasonable behavior on the part ofall the parties concerned in interpreting9土木转 2012-01 李妍娱words such as”sufficient”versus the effor
46、t and possibleinaccuracy inpre-specifying all operations.In recent years,performance specifications have been developed for manyconstructionoperations.Rather than specifying the required constructionprocess,these specifications refer tothe required performance or quality ofthe finished facility.The
47、exact method by which thisperformance is obtainedis left to the construction contractor.For example,traditionalspecifications for asphalt pavement specified the composition ofthe asphalt material,the asphalttemperature during paving,and compactingprocedures.In contrast,a performance specificationfor
48、 asphalt would detailthe desired performance of the pavement with respect to impermeability,strength,etc.How the desired performance level was attained would be up tothe pavingcontractor。In some cases,the payment for asphalt paving mightincrease with better quality ofasphalt beyond some minimum leve
49、l ofperformance。Quality Control(Quality Control()1 Total Quality ControlQuality control in construction typically involves insuring compliancewith minimumstandards of material and workmanship in order to insure theperformance of the facility accordingto the design.These minimum standardsare containe
