2、经济遭到一体化进程的影响将越来越大，理论与实践层面的经历体验总结的缺乏日益凸显。但仍有一些地方在区域经济一体化背景下推进县域经济发展方面，存在着区块功能定位不够明晰，产业布局不够合理，基础设施分享性差，协调机制不到位等众多矛盾，这种情况反而阻碍了县域经济的快速发展。 洞头新区作为需要借助填海拓展发展空间的海岛型新区，资源环境承载能力相对较弱，与周边区域的联络主要依靠部分交通主干道，这种基础条件决定了洞头新区从发展的初始就有很强的一体化需求。区域一体化是洞头新区县域经济发展的核心外在驱动力，而洞头新区的县域经济的发展也将反过来促进区域的一体化进程。因而，研究怎样充分利用洞头新区的 同城化 战略机
3、遇，加快洞头新区的发展，具有很强的现实意义。 本文在对国内外相关研究和基本理论进行归纳整理的基础上，深切进入分析洞头新区所面临的区域一体化的形势，结合洞头新区当下县域经济发展现在状况及问题，并借鉴国内外县域经济在一体化背景下怎样加快发展的典型案例，提出洞头新区县域经济产业发展、功能布局、基础设施建设等方面的意见和建议，希望能够为市县领导提供决策参考，可以以为洞头新区总体规划编制、新区城市总体规划编制及其他相关规划修编和完善提供参考。 本文共分七章，其基本框架如下： 第一章为绪论，主要从国家、浙江、温州及洞头四个层面介绍研究背景，明确研究目的及意义，国内外对区域经济一体化背景的县域经济发展问题的
4、研究现在状况、研究思路和研究的创新性等内容。 第二章主要介绍相关概念和基础理论，分别对区域经济一体化概念、县域经济概念、区域经济一体化与县域经济的关系和相关基础理论等四方面进行深切进入的研究。 第三章主要分析基于区域经济一体化背景的洞头县新区县域经济发展现在状况与优势，主要从洞头新区大概情况、基于区域经济一体化背景的县域经济发展现在状况、县域经济发展获得的成就、县域经济发展的特点、县域经济发等四个部分进行研究。 第四章主要介绍基于区域经济一体化背景的洞头新区县域经济发展存在的问题，并从基础设施建设成本制约、土地资金和人才要素制约、产业基础薄弱等四个方面深切进入分析制约洞头新区县域经济发展的瓶颈
