2、eliberately attacked by naval and air forces of the Empire (帝国、帝权)of Japan. The United States was at peace with that nation and, at the solicitation (恳求、恳请、诱惑)of Japan, was still in conversation with its government and its emperor(皇帝、君主) looking toward the maintenance(维护、维持、生活费用、抚养) of peace in the

Indeed(当然、真正地), one hour after Japanese air squadrons had commenced bombing in the American island of Oahu(夏威夷群岛的主岛), the Japanese ambaador(大使) to the United States and his colleagues delivered to our Secretary of State a formal reply to a recent American meage.And while this
4、reply stated that it seemed usele to continue the existing diplomatic(外交的, 老练的) negotiations, it contained no threat(恐吓、威胁、凶兆) or hint(暗示、提示、线索) of war or of armed attack. It will be recorded that the distance of Hawaii from Japan makes it obvious(明显的、显而易见的) that the attack was deliberately planned
5、many days or even weeks ago.During the intervening time, the Japanese government has deliberately sought(seek的过去式。寻找、探索、寻求) to deceive the United States by false (虚伪的)statements(财务所表审计) and expreions of hope for continued peace.The attack yesterday on the Hawaiian islands has caused severe damage to
6、 American naval and military forces.I regret to tell you that very many American lives have been lost.In addition(另外), American ships have been reported torpedoed (用鱼雷进攻、破坏)on the high seas between San Francisco and Honolulu.Yesterday, the Japanese government also launched an attack against Malaya.L

Last night, Japanese forces attacked the Philippine(菲律宾的、菲律宾人的) Islands.Last night, the Japanese attacked Wake (威克岛)Island. And this morning, the Japanese attacked Midway Island)(中途岛).Japan has, therefore, under
8、taken a surprise offensive extending throughout the Pacific area.The facts of yesterday and today speak for themselves.The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation. As commander in chief of the Army
9、and Navy, I have directed that all measures be taken for our defense.But always will our whole nation remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolut
10、e victory.I believe that I interpret the will of the Congre and of the people when I aert that we will not only defend ourselves to the uttermost, but will make it very certain that this form of treachery shall never again endanger us. Hostilities exist.There is no blinking at the fact that our peop
11、le, our territory, and our interests are in grave danger. With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph - so help us God.
