4、diplomacy，without territory，population or anarmy.It has played a role mainly through its member states.The UN has played an outstanding role compared to theLeague of Nations established in 1920.Over the last 70 years，it has played a positive role as an important channel to alleviateinternational con
5、flicts，a hand up for human development，both socially and economically，and a weathervane reflectingthe sentiments of people all over the planet，despite its failedintervention in Somalia.The UN represents the conscience of mankind.Throughthe ages，it has continued unremitting efforts in many sectors，su
6、ch as deterring nuclear proliferation，constantly caring forthe disadvantaged，and safeguarding the environment.I often think that the UN could play a bigger role ifsovereign states could send their armies to its command.CP：What are the most pressing issues on thedevelopment agenda of the UN after 201
7、5？Jia：This will be an important topic for discussion at theforthcoming General Assembly.Compared with the MillenniumDevelopment Goals targeting developing countries，thedevelopment agenda after 2015 should be more inclusive，which will take into account developed countries as well.This year will bring
8、 the convention of the UN ClimateSummit in Paris，which will hopefully produce a historicagreement to control global warming?C the first highlight ofthe UN development agenda for years after 2015.Still，the three pillars of the United Nations?Cdevelopment，peace and safety，and human rights?C willcontin
9、ue to be enhanced after 2015 and find global consensus.CP：What role do you think this General Assembly will play inreform of the UN？Jia：UN s reform has remained an eternal question，butit will not be a hot topic for this General Assembly.Mogens Lykketoft，president of the Danish Parliamentand newly el

11、ory in the worlds anti-Fascistwar.With this in mind，do you think the Chinese presidentsattendance at the UN celebration has any special meaning？Jia：This is the very first time that China has ever launchedsuch a military parade except for celebrations of national dayssince the founding of New China.T
12、he event has greatsignificance both politically and historically.As a nation that has suffered major humiliation in modernhistory，China has invested extreme efforts to achieve what ithas today.The country must make a major statement of itsstrength to face down neighboring challenges and securityconc
13、erns，par-ticularly those born of the political viewsinconsistent with global consensus of the history of World WarII.A military parade aiming to foster peace will be widelyreceived around the world.September 3 was carefully chosen as the date of themilitary parade to commemorate the historic moment
14、onSeptember 2，1945 when Japan signed the JapaneseInstrument of Surrender aboard the USS Missouri.Theinternational order built by the UN in the wake of WWII afterthe Allied victory is not yet outdated and still works well.China，as a victor in WWII，should maintain such order.During Xi Jinpings tenure
15、as Chinese president，Chinahas grown at breakneck speed and has strengthened itsprominent position in global diplomacy.His move to attend theUN General Assembly fully embodies Chinas values andsupport of the United Nations in hopes of further strengtheningthe authority and function of the organizatio
16、n.CP：How can intensifying coordination and building a newtype of relationship between China and the United Statesinfluence the development of the UN？Jia：In terms of resources，the UN can hardly do anythingwithout financial support from great powers.Of the fivepermanent member states of the UN Securit
17、y Council，theUnited States contributes more than the others.China，however，has risen up to sixth in donations to the UN thanksto the countrys economic development.In addition，both China and the United States enjoy vetopower，a decisive function to the United Nations.Summitdiplomacy supports the many m
18、echanisms maintaining therelationship between China and the United States.On the UNplatform，greater consensus between heads of the twocountries not only accelerates development of the relationshipbetween the two countries，but also exerts a positiveinfluence on the UNs operation and development.It wa
19、s China that presented the idea of building a new typeof relationship between great powers in hopes of breaking thetraditional logic of conflict and confrontation amongst majorpowers，instead seeking cooperation and win-win resultsamong them，while helping emerging countries move forwardhealthily.Mill

21、a and the UN improve theircooperation？Jia：China can intensify its support of the UNs work.Economically，it can donate greater membership dues to theUN and enhance its aid to developing countries.Culturally，China has established some 500 Confucius Institutes in otherparts of the world，which not only disseminate Chineselanguage and culture，but also contribute remarkably to worldculture.After all，China was once a beneficiary of the UnitedNations.The time has come for the country to pay it back afterits economic achievements.
