1、政府副区长在年度全区教育工作会议上的讲话同志们:刚才,*局长作了工作报告,回顾总结了20 xx 年的教育工作,全面部署了今年的工作任务,我完全同意。会议还对获奖的学校进行了表彰,我代表区委、政府对这些学校表示祝贺。下面,我讲三点意见。一、以十七大精神统揽全局,切实把我区教育提高到一个新水平20 xx年,在区委、政府的正确领导下,在上级教育行政管理部门及全社会的大力支持和配合下,在教育战线广大教职员工的共同努力下,我区教育事业取得了令人鼓舞的成绩,教育面貌发生了可喜的变化。一是全面贯彻落实了中央和自治区义务教育经费保障体制改革各项政策措施,进一步完善了经费保障机制,规范了资金使用和管理,确保了学

2、校各项工作的正常运转;二是进一步加大了对教育的投入,中小学办学条件得到不断改善。加快了现代远程教育工程的实施步伐,改善了中小学现代化教学手段;三是素质教育取得了新成效。德育工作不断加强,课程改革进一步推进,体育艺术学科得到加强,促进了学生的全面发展;四是义务教育办学质量不断提高;五是高中教育取得新突破,高考升学率稳中有升,教育教学质量不断提高;六是和谐校园建设成绩显著,学校的文明创建、校园周边环境治理、安全稳定和治理乱收费等工作都取得了可喜成绩,学校的发展环境得到进一步优化。在肯定成绩的同时,我们也应清醒地看到,目前我区教育改革与发展仍然面临着许多困难和挑战。主要表现在:一是广大群众十分关注的

3、优质教育资源与人民群众对教育需求有很大的差距。二是教育发展不均衡的矛盾比较突出,一些中小学基础设施差、缺少配套设施,基本的办学条件难以满足教学需求;三是教师队伍建设亟待加强,教师结构性矛盾依然存在,一些教师的教学能力和师德水平与教育发展要求还有差距;四是教育发展环境亟待改善,校园周边摊点多、网吧治理难等问题仍然十分突出;五是学校的管理有待进一步加强,个别中小学校领导班子成员进取心不强、理念不新、管理粗放等问题仍然存在。这些矛盾和问题,必须引起我们的高度重视,并在今后的工作中认真加以解决。党的十七大明确提出要“优先发展教育,建设人力资源强国”,这是党中央在新的历史阶段为进一步实施科教兴国战略和人

11、8L4 HW5V7X5I4N2 ZW4W2M6Y5D3文档编码:CM2U10X5H8L4 HW5V7X5I4N2 ZW4W2M6Y5D3重要的意义,我们要以认真解决教育热点难点问题为突破口,以深入研究教育发展的前瞻性和深层次问题为基础,努力促进教育公平,推进教育和谐发展。作为教育工作者,我们必须清醒认识到当前教育发展的大好形势,倍加珍惜这一良好发展机遇,按照十七大的要求,进一步增强加快发展、振兴教育的紧迫感和责任感,努力把我区教育提高到一个新水平。二、把握关键环节,狠抓各项工作任务的落实20 xx年是全面贯彻落实十七大精神、加快教育发展的关键之年,做好全区教育工作,继续保持教育发展和改革的良好

12、势头,对于我区经济社会的协调发展,具有重要的意义。(一)全面实施素质教育,提高教育教学质量。素质教育是我们中国人针对自己的教育国情提出来的,是我们用自己的智慧解决教育问题的理论探索,是中国特色社会主义教育理论的核心部分。实施素质教育,要进一步地全面贯彻党的教育方针,坚持育人为本,德育为先,努力实现学生主动地、生动活泼地健康成长,成为德智体美全面发展的社会主义建设者和接班人。要进一步建立完善与新课程改革和素质教育相适应的评价体系,科学地评价学生的学习和成长,科学的评价教师的工作业绩和业务水平,科学地评价学校的教育质量和教学效果。着力改革人才培养模式,加强学生创新精神和实践能力的培养,推进课程体系

20、教育结构,促进义务教育均衡发展。”基础教育今后的发展,要把均衡发展摆在一个重要的位置,这是一项长期的任务。一要创造条件,抓住机遇,逐步实施标准化学校建设,努力促进校际之间的均衡发展;二要进一步加强薄弱学校建设。继续通过建班子、强队伍、筹经费、结对子等途径和措施,加强对薄弱学校的帮扶和建设。要加强薄弱学校班子建设,加强校长队伍的培训培养,尽快使薄弱学校班子成熟起来。可以选派一批教学业务骨干到薄弱学校挂(三)认真落实政策,切实做好教育民生工程继续深化义务教育经费保障机制改革。在总结20 xx 年经验的基础上,进一步完善和落实各项制度。加强经费管理,严格经费使用范围,规范经费运作程序,确保各项政策和

28、5D3文档编码:CM2U10X5H8L4 HW5V7X5I4N2 ZW4W2M6Y5D3文档编码:CM2U10X5H8L4 HW5V7X5I4N2 ZW4W2M6Y5D3中。加强政策宣传,营造良好的职教发展氛围,促进全社会关心支持职业教育。(四)加强综合治理,创建和谐校园重视和加强和谐校园建设,营造教育和谐发展的氛围。一要进一步加强校园周边环境的治理。去年,我区学校综合治理工作,在公安、工商、文化等部门的配合下对学校的周边环境进行了专项治理,取得了良好效果。但是,不可否认,当前全区中小学校园周边环境仍然不容乐观,不安全的因素依然存在。今年,我们将进一步采取措施,加大力度,对学校周边环境再次进行

29、认真治理,重点解决校园周边治安、饮食摊点、营业性游戏厅、网吧等影响学生健康成长的问题。要大力整顿学校周边的交通秩序,对校车以及学生乘坐较多的公共车辆及司机,严把准入关,加强考核,定期检查,确保学生交通安全。严厉打击校园及周边存在的各类违法犯罪活动,防止校外犯罪分子侵入校园伤害师生,为广大师生创造一个和谐稳定的环境;二要建立健全学校安全机制,工商、文化、公安、卫生、消防等部门要按照各自的职责,加强对学校安全问题的检查,及时发现和排除安全隐患。各学校要制定好处置突发事件的预案,定期开展安全检查,重点对学生宿舍、食堂、校舍开展自查,防患于未然,确保不出重大安全事故。广泛开展师生安全意识和自我保护教育

37、园文化建设,开展丰富多彩、健康向上的校园文化活动,创建富有特色的校园文化,使学校成为师生的精神乐园。(五)切实加强干部教师队伍建设。首先是要加强校长队伍建设。当今时代,中小学校长的角色已从单一型向多元型转变。比如,校长首先要懂教育,应该是教育家;校长要懂政策,有政治敏感性,应该是“政治家”;校长要协调各方面关系,争取各方面的支持和帮助,应该是“外交家”;校长要善于管理,一分钱掰成两半花,用最小的投入争取最大的效益,又应该是“企业家”。有一个好校长,才能办出好学校,带好教师队伍,育出好学生。因此,中小学校长要强化创新意识、开放意识、竞争意识和法治意识,自觉加强学习,系统思考,勇于创新,积极实践,
