1、 .工程项目成本管理工作总结当前建筑市场低成本竞争俞演俞烈,很多企业为了求得暂时的生存,不顾一切压低工程价格承揽工程,上演着轰轰烈烈的价格战,低价中标成为施工单位一种无奈的选择。在这种环境下,项目通过各种签证创造盈利空间的机会越来越少,施工企业要在竞争如此激烈的行业里求生存、谋发展,必须要在项目成本管理上下工夫,在项目成本控制上要有前瞻性,而且项目成本管理是一次性行为,在施工期间,项目成本能否降低,有无经济效益,得失在此一举,别无回旋余地。所以施工企业只有不断地改进项目成本管理工作,挖潜增效,才能在低价中标工程中赢得生存和发展的空间,达到低成本战略目标。第一、成本管理应贯穿于整个工程项目的全过
2、程1)、投标阶段超前策划,为后期成本管理奠定基础投标价格的确定是企业取得合理赢利的基础,投标前应尽可能了解业主和所投项目情况,并根据企业自身的施工技术、成本管理水平等,合理制定投标价格,使之既有利于在竞争中取胜,又避免以过低价格中标,为项目的成本管理工作打下基础。同时,投标报价的前期策划亦是非常重要,要有策略的为后期项目二次经营、变更等创造有利条件,制造空间。2)、施工准备阶段制定责任成本,优化施组,加强成本控制计划性1.在项目开工前根据实施性施组编制明细、具体的成本计划,即确定目标责任成本,包括每一个分部分项工程的资源消耗水平以及每一项技术组织措施的具体内容、资源消耗,帮助项目部提高成本事前
3、分析、事前控制的能力。编制之前,要仔细、详实地搜集、分析工程项目所在地的市场行情和供应条件等资料,确保目标责任成本的准确性和可行性。每个工程项目由于其结构、规 .模和施工环境、地理位置各不相同,各工程成本项目之间总会存在许多不同之处。如果企业所制定的项目目标责任成本过于简单化和表面化,或者只是简单地按照以往经验确定一个目标成本,而忽略了工程项目所处环境以及施工条件、施工工期等要求,这样的目标成本由于没有和实际施工程序结合起来,可操作性差,起不到指导、控制作用。2.优化施工组织设计,提高工效。根据工程的性质、规模和工艺特点,结合企业的实际情况,现有的施工能力、技术水平、工艺装备、可能规范内最大更
4、新提高动能等,精心修改和完善标前施工组织设计,选用经济、合理、较为科学的施工方案,尽可能缩短工期,减少成本支出。3.积极采用先进工艺和技术,降低成本。工程项目部在施工前务必制订出切实可行的技术节约措施,对在施工中将采用的先进工艺和技术以及各种代用品均做好事前周密策划,反复实践验证,做到心中有底,一经确定的施工工艺和技术必须坚决贯彻执行,不仅要认真地进行技术交底,更要严格把关检查,保证安全可靠地顺利实施,促使工程成本降低。3)、精细化管理,狠抓工程实施过程的成本管理1.目标成本的细化及落实。如果项目经理部只是简单的将公司下达的目标责任成本作为日常成本控制工作的依据,而没有根据项目实际情况进一步详

13、设备、机具等使用计划和资金使用计划,使人、财、物的投入在定额范围内按计划满足施工需要,以防工程成本出现人为失控。3.把好项目劳务队伍“准入”关,从源头避免过程“扯皮”现象,规避风险,有效降低工费支出。过去的经验教训告诉我们,项目劳务队伍的好坏在很大程度上决定项目的成败。目前,随着项目法施工的进一步实施,施工企业势必要起用大量的劳务队伍,有些劳务队伍实力、诚信、管理及技术水平尚可,但也有些劳务队伍缺乏实力、队伍松散、管理及技术水平低下,还有些劳务队伍老板玩“空手道”,纯粹一个“提蓝子”角色,对于这些形形色色、参差不一的劳务队伍,在项目策划时,必须对已列入合格劳务分包商的劳务队伍进行考察,从实力、

22、盘点核算关,实行材料耗用承包和节超奖罚制。周材费用按合理测分比例承包,实行租赁制,严格周材管理和奖赔。5.加强机械费、大临费、管理费管理,做好各项费用成本的有效控制机械的使用应根据施工工序要求,合理调配施工设备,并切实加强设备的维护与保养,提高设备的利用率和完好率。对于按完成工作量结算的外租设备,要做好原始记录工作,结算准确。合理配置项目管理机构,通过核定工资总额,实行定岗定编定员,一人多岗和一专多能,力求精干高效,减少管理费用支出。大、小临设施应优化实施方案,尽可能因地制宜,因陋就简,节俭办事。从严控制非生产性开支,杜绝浪费;按用款计划精打细算后用,控制范围,严格审批。6、严格执行合同的交底

31、在竣工验收和保修阶段,虽然少有工程收入,但是工程验收和保修费用是无法避免的,特别是验收费用更是与竣工验收工作的及时性有关。项目完工后不及时进行交工验收,一方面会加大管理费用开支,另一方面会影响工程尾款的结算和收取,再者会相应延长保修期,增加保修费用,潜在的责任风险也会加大。第二、将成本管理与质量、安全、进度紧密联系起来工程项目管理包含着丰富的内容,是一个完整的合同履行过程。工程项目成本管理更是与质量、安全、进度管理息息相关。1)、认真严格地按照施工规范和操作规程组织施工,实行自检、互检、交接班检的三检制度,加强检验和监督,及时发现并纠正施工过程中的错误,力求一次成优,防止因返工和修补造成的工料
