2、责与权限1、人力资源处制订公司培训长远规划;制订公司培训各项管理制度、办法、实施细则等;组织培训需求调研工作;确定年度培训重点;建立岗位标准体系;制定公司年度培训计划并组织实施;审批各培训组织部门上报的培训计划并监督实施;制定并平衡公司年度培训预算;实施公司中高层、作业长及其后备人员的资格培训;培训效果的跟踪评估与考核;建立中高层管理人员的培训档案,保存各培训组织部门上报的各类培训档案;建立培训师资档案;外训的协调与管理;培训资源建设(培训教材建设及培训师资建设);培训基础行政工作等。2、各专业职能部门根据专业管理要求,调查、分析本专业范围内的管理及技术岗位人员的培训需求;制订培训计划并组织实
3、施;建立本专业范围内培训的培训档案;所属专业外训的协调与配合;推动本专业范围专业岗位达标、技能鉴定工作;本专业范围内培训资源建设(同上);做好本专业范围内培训的预算的制定及平衡工作;配合人力资源处对本专业范围内培训效果进行跟踪评估及考核;培训的基础行政等工作(同上)。3、专业职能部门分工人力资源处:负责人力资源类培训;行政管理处:企业文化类培训;宣传报道培训;办公文秘培训;行政管理类培训;企划处:制度建设类培训和企业管理类知识培训;负责质量认证人员培训;统计类培训;计划类培训;财务处:负责财务人员培训工作;财务管理类培训;供应处:负责供应人员培训工作;供应管理类培训;销售处:负责营销人员培训工

12、需求调研结果、长远规划及控股公司确定的年度培训目标,制订公司年度培训目标,明确年度培训重点。第八条年度培训计划每年 12月上旬,人力资源处根据培训需求调研结果及年度培训目标,组织制订公司年度培训计划。年度培训计划必须是具有操作性,能够实施,不能实施的不要列入年度培训计划。新项目拟上岗人员产前培训,必须在立项和谈判阶段,在提出岗位定员的同时由项目建设单位提出产前培训计划,经人力资源处审定,由建设单位组织实施。第九条临时性培训计划临时性培训计划必须在实施培训前一周上报人力资源处审核。临时性培训计划内容同年度培训计划内容。第十条年度培训计划内容培训类别及项目、培训形式、培训时间、地点、责任单位及责任

20、定,上报人力资源处审批;每年 12 月 10 日人力资源处根据公司年度培训计划制订培训预算方案,并提交控股公司人事行政部审核,待控股公司人事行政部批准后与各培训组织部门进行沟通。公司年度培训预算总额占薪资预算总额比例按控股公司人事行政部规定比例执行。新建生产线培训预算总额一般情况下不高于薪资预算总额的7%,超过标准须经控股公司按重点培训项目审批。第十二条预算控制人力资源处负责控制管理公司培训预算,各培训组织部门要执行人力资源处核准的培训预算,如确需调整培训预算,要向人力资源处提报申请,经人力资源处处长核准,总经理批准后,在公司年度培训预算内平衡,不能平衡的由人力资源处报控股公司人事行政部审批。
21、第十三条预算控制原则按全面预算管理及控制办法,年度计划及预算须分解到各月,累计实际培训费用不得超过累计培训预算总额。第十四条培训费用培训费用包括:讲师津贴、资料费、场地费、外聘讲师的餐饮费、住宿费、交通费、教材编写费、审稿费、教材印刷费、教材奖励费用及其它与外聘咨询公司签订的协议所包括的费用、员工参加学历教育发生的相关费用、发放各类证书等费用(不包括到企业考察、参加各类学术会议费用)。第十五条培训台帐及报销人力资源处要建立培训费用台帐,所有培训费用必须经人力资源处培训主管按培训预算及公司相关规定进行审核,注明“培训费已登记”文档编码:CV1L1B9M2N5 HM1V5N10E9X3 ZA1D3

37、岗位及生产厂关键岗位人员个人经批准参加在岗学历进修(学历进修专业必须与本人所从事的工作相关),企业负担规定学习年限学费的50%,但企业每年最高出资3000 元,企业不负担其它费用;脱岗学历进修,企业不出资,进修期间公司可保留人事关系,但不享受企业的任何薪资及福利等待遇。经批准参加的考试在考试期间(不含路途时间),企业负担员工的基本工资。第二十二条新项目产前培训期间的待遇新项目培训员工伙食补助、住宿费按员工外出培训费用有关规定相关文件执行;工资按招工时约定工资标准执行;原则上报销往返乘坐火车硬座或汽车票,特殊情况须乘坐其他交通工具,必须先报人力资源处批准,不享受交通补贴;受训人员享受劳动保护有关

46、二十五条检验培训预期效果、加强培训成果转化,促进员工行为及组织绩效持续改进。第二十六条人力资源处根据控股公司人事行政部制订的培训效果评估跟踪管理办法,组织实施培训评估工作。常规性培训每年组织12次培训评估,新项目培训全部进行评估。第二十七条 培训后立即进行,评估形式为问卷、座谈等。评估内容为组织是否严密、培训管理人员服务是否周到、对培训场所环境是否满意;培训内容是否紧密结合本企业实际;培训师准备是否认真、讲解是否清楚、语言表达是否清晰;对培训有何建议和意见、对今后培训的希望。受训人员考试合格率。第二十八条评估标准 2知识评估一般在培训结束半个月至一个月后进行。评估形式为问卷、座谈。评估内容为通
