1、农垦副局长在分局机关开展学习型机关创建和争先创优活动动员大会上的讲话这次会议是在全局上下深入贯彻落实分局党委(扩大)会议精神、努力开创跨越发展新局面的形势下召开的一次重要会议。会议主要任务是按照分局党委(扩大)会议精神和分局主要领导要求,部署在分局机关全面、深入地开展创建学习型机关和争先创优活动。一、统一思想认识,深刻理解开展学习型机关创建和争先创优活动的重大意义第一,创建学习型机关,是深入学习实践科学发展观的重要举措。在分局机关开展创建学习型机关活动,不仅体现了科学发展观的根本要求,同时也为深入学习实践科学发展观提供了一个很好的载体和平台。有利于引导广大机关党员干部特别是领导干部树立勤于学习
2、、善于学习、终身学习的理念,增强学习积极性,拓宽认知面,形成浓厚的学习氛围;有利于机关党员干部更深层次地理解和把握科学发展观的要义、核心、基本要求和根本方法,将学习科学发展观的成果与局情实际更紧密地结合起来;有利于进一步提高机关党员干部的能力素质,促进机关创造力、凝聚力和战斗力的提升,为推进分局科学发展、和谐发展、跨越发展提供更为强大的思想保证、智力支持和精神动力。第二,创建学习型机关,是实现分局“三化两大一率先”奋斗目标的迫切要求。分局党委(扩大)会议提出,要在垦区率先实现“三步走”战略目标,要实现这一目标,关键是建设一支能够担当重任、经得起风浪考验、高素质的干部队伍和人才队伍。怎样提高干部
3、素质?最根本的就是抓好学习。知识无边,学海无涯。在实现跨越发展的进程中,分局机关担负着领导、组织、协调和服务的重要职责。面对国际金融危机带来的压力和挑战,面对当前更为复杂的形势、更为艰巨的任务,广大机关干部只有积极参与学习型机关创建活动,进一步加强学习,以学习应对挑战,以学习增强才干,以学习凝聚智慧,以学习转变观念、转变职能、转变作风,才能形成更为强大的工作合力,从而保证分局“三化两大一率先”奋斗目标的顺利实现。第三,创建学习型机关,是引领和带动学习型分局建设的重要支撑。建设学习型分局,提升全员整体素质,直接关系到分局创新能力和竞争力的持续发展,关系到分局经济社会的全面进步,关系到跨越发展规划

11、。“以小谋大,追求最佳”的理念已经得到全局上下的认同,得到总局、兄弟局场的认可。践行理念不仅要体现在发展思路上,更要体现在发展实绩上;不仅要体现在思想上,更要体现在行动上。去年分局领导班子民主生活会上,武书记提出全局要着重解决“五度”问题,在全局广泛开展了“提精神,找差距,践理念,促发展”和“提标准,快发展,树形象”活动。作为分局的首脑机关,必须在活动中作表率,以实际行动努力追求最佳。二、把握关键环节,推进学习型机关创建和争先创优活动扎实有效开展创建学习型机关是一项事关全局、事关长远的系统工程,开展争先创优活动事关分局形象。在具体工作中,我们要着重解决好以下几个问题。一是必须强化终身学习理念,

19、CU1V1R6I7G5 HQ2W6L5Q6I6 ZW2B5A1D3W4二是必须坚持与时俱进,进一步充实学习内容。在机关党委制定出台的方案中,进一步明确了政策理论、综合知识、岗位知识和实用技能等方面的学习内容。这些都是我们学习的重点。由于各部门职能不同、工作性质不同,学习也要各有侧重。要结合分局党委的中心工作确定学习重点。学习的内容要紧贴分局的中心任务。学习要始于问题、始于工作,终于问题、终于工作,在解决问题、做好工作的过程中需要什么就重点学什么,保证分局各项重点工作任务的完成。要结合本部门的职能和工作性质,确定本部门学习的重点。特别是要注重专业知识的学习,努力提高各部门的整体业务水平,力求培养
20、出一批具有较强专业知识的专家型人才。要结合干部的知识结构和岗位工作性质,确定个人学习的重点,努力通过学习来打造一支“政治觉悟高、业务素质精、文化素质高、法纪观念强、生活情趣正”的机关干部队伍。在学习中既要温故而知新,巩固好以往学过的知识,更要与时俱进,不断更新和充实新的学习内容,及时把握中央、省委、总局最新的方针政策,用以指导学习、指导工作、指导实践。既要广泛地吸收各种知识,拓宽认知面,又要根据工作需要,有选择、有目的地钻研重点领域,每位机关干部都要系统地掌握一个或几个方面的知识,力争成为某一方面的行家里手。三是必须完善相关制度,形成学习的长效机制。学习制度化是加强学习的有力保证。开展创建学习

28、坚决克服学习中敷衍了事、搞形式主义的倾向,不能一强调学习,就简单的开几次会、看看书、读读报、记点学习笔记、写几篇体会文章了事。要建立科学的学习考核、评价、激励机制,细化量化学习成效考核办法,对学习优异者给予精神和物质奖励,形成鼓励学习的鲜明导向。要建立完整的日常学习监督机制,加强对机关各部门学习活动的监督与检查。要建立学习成效评比机制,认真搞好年终评比,确保创建学习型机关活动主题鲜明、载体丰富、氛围浓厚、成效明显。五是必须树立干就干好,事争一流的意识。思想是行动的先导。没有一流的意识就干不出一流的工作,没有一流的定位就不会有一流结果。机关各部门必须进一步解放思想,要敢想,要有世界的眼光,用武书
