1、XX区商贸旅游局成立2 年以来,在市旅游局的正确领导下,以建设社会主义新农村和发展乡村旅游为契机,创新思路,勇于开拓,努力克服治理体制不顺,事权职能局限明显的困难,坚持产品建设和市场开发两手抓,取得了较为明显的成效。现主要将我区立足资源优势,发展乡村旅游的具体情况汇报如下:一、基本情况及特点到目前为止,我区已建成8 个休闲农庄,1 一 6 月份累计实现销售430 万元,利润 90.9 万元,税金 24.4 万元,分别比去年同期增长20.4,65.4 和 25.4。主要呈现出以下三个特点:一是确定“一区二圈一带”乡村旅游发展方向。“一区”即利用鉴湖、东湖和皋埠镇南部山林资源为主的南部生态区,重点
2、发展花卉基地,建设开放式主题公园;“二圈”即老城区环城河、新城区二环河的两个城市景观河湖生态圈,通过清水河道和绿色林带建设,开发水上游乐项目,建设环河生态公益林;“一带”即连接会稽山、东湖、吼山风景区和宋六陵古址的旅游观光农业带,利用S 然和历史资源,片、点、带结合,乔、灌、草相间,建立示范带,营造绿色长廊,发展集教育、科普、旅游于一体的观光农业。二是开辟“三型”休闲观光园。休闲度假型,以“方圆观光农业园”为代表,兴建休闲、娱乐、度假区域,为游人提供休憩、游乐、就餐、住宿等服务;生态旅游型,以“吼山观光农业园”为代表,以绿色、生态、岛然的农业产业带和风景林带资源为载体,为游客提供赏景、采摘、游

10、 个休闲农业观光园,去年接待游客70 万人次,直接经济收益1600 万元,带动商贸业和餐饮业的发展,促进农民向第三产业转移。二、存在问题(一)在经营理念上,还停留在特别看重菜品质量、味道和价格,而对于旅游接待地吸引游客至关重要的一些因素:特色(农家风味)、环境(绿化环境)、服务(服务水平)却没有放在重要位置。经营者乐意在主体建筑上花钱,而不愿在治理、美化环境方面下功夫;乐意在量上投入,而不愿意在经营特色、服务质量上花钱。同时,单兵独战的多,团结协作,致力于树立景区形象的意识不强。(二)在招徕客源上,过于迷信“回头客”和口碑传播,对朋友关系的依靠也说明经营户的宣传促销意识还停留在原始的、被动的熟

18、的旅游地是没有吸引力的。因此,特色化、规范化、规模化、品牌化是“乡村旅游”实现产业化目标的基本方向。三、发展设想一是加强引导,规范治理,维护景区形象。从游客的利益、经营户的利益、行业健康发展的长远利益出发,积极引导,进行规范治理。建立健全有效的治理体系,制订出台区域评选标准,对乡村旅游的经营治理、安全治理、环境卫生等方面进行规范与监督,引导其逐步走向行业协会自律治理。二是统一规划,打造品牌,增强竞争实力。乡村旅游要走产业化的道路,实现可持续发展,将现有的蛋糕做大,必须在统一规划下进行改造。要学习广东珠江三角洲“田园公园”、番禺的“绿野乡风化龙农业大观园”、“深圳的田园海上风光”、“高要的广新农

26、、绿色、清新的环境氛围,强调天趣、闲趣、野趣,尽力展现乡村旅游的吸引魅力。四是宣传引导,监督治理,保护生态环境。乡村旅游是以生态观光农业为背景或载体,对生态环境的保护尤为重要,这是生存之本。在乡村旅游发展过程中,要督促业主在排污和垃圾中转上加大投入,严格按照有关部门的规范和相关治理要求实施。四、重大在建、意向项目当前主要有以下几个项目:计划投资4000 万元的绍兴白鹿山庄,占地面积300 亩,当前项目形象进度为35,预计能在近期竣工;包家岭休闲农庄和龙虎山果园己完成今年计划投资额,已在着手修建各类休闲设施,两项目分别占地200 亩和 240 亩,预计年底前能对外营业;计划投资 1500万元的永
