1、九子岩景区改制维稳工作预案本次改制是旅游系统体制、机制的革命,涉及各方面利益的调整,特别是与广大职工利益密切相关,改制中各种矛盾交织,很容易诱发一些不稳定因素。高度重视并认真解决这些矛盾,关系到改制能否顺利推进,关系到旅游系统能否保持稳定的大局。为此切实做好国有企业改制中的社会稳定工作,促进国有企业改制稳步推进,按照县委、县政府关于九子岩景区改制工作总体部署,结合九子岩景区改制工作实际,特制定本实施方案。一、工作目标以维护社会稳定为总目标,全局各科室要牢固树立“稳定压倒一切”的指导思想,高度重视改制稳定工作。做到涉稳因素发现得早、化解得了、控制得住、处置得好。在改革中,要有效杜绝重大恶性事件的

2、发生,要严格控制重大群体事件的发生,要防止越级上访事件发生,确保改制工作依法,有序,平稳推进。二、组织机构为了加强对群体性突发事件预防处置工作的领导,特成立青阳县九子岩景区企业改制预防和处置群体性事件工作领导小组:组长:胡鸿鹏副组长:罗桂珍成员:方正开、丁贤峰。预防和处置群体性事件工作领导小组下设办公室,在领导小组的领导下,负责企业改革期间的预防和处置群体性事件。领导小组主要工作职责:1、贯彻落实县委维稳领导小组的指示和工作部署,负责协调商业系统的稳定工作,对所属改革企业的维稳工作进行指导、督办、检查。2、预测社会稳定形势,动态掌握企业稳定情况,及时向县维稳办报告影响社会稳定的重大问题和重要情

10、案要经职工大会表决通过,并报有批准权的部门批准后方可实施。改革方案要具体、规范,具有可操作性,尤其在清产核资、财务审计、资产评估、资产处置、职工安置等关键环节要严格把关,做到公开、公正、透明,阳光操作。遇到矛盾和问题要及时协调和解决。要严格执行改革政策,不得任意开政策口子,以免造成职工思想混乱。四、坚持接访制度,化解各种矛盾1、局综治办为改革工作期间职工信访接待机构,坚持每天接待职工来访,了解职工关注的难点、热点问题,做好记录和政策解释工作,理顺群众情绪。接待方式包括电话、传真、信件和面访。2、改革期间,每一工作日,最少安排一位局党委领导班子成员,亲自负责改制信访接待工作,并尽可能与信访职工面

18、群众的优势,加强对党员、干部的教育管理,充分发挥党员、干部的模范带头作用。在职工群众中大力开展政策宣传、法制教育,深入细致地做好思想政治工作,引导职工积极投身改革,自觉维护企业稳定,确保改革工作顺利进行。六、工作要求1、细化措施,落实责任;局领导全面负责企业的维稳工作,对不稳定因素及时排查,做到底数清、情况明,实行每日汇报制度,每周汇总报告制。2、企业发生群体性突发事件,分管领导和企业负责人要第一时间到达现场,疏导职工,宣传党和政府的法律、法规、政策,做耐心细致的思想工作,多方化解矛盾,防止事态扩大,把问题解决在基层。3、在处置突发事件中,要做到“五早”(即早排查、早预防、早发现、早报告、早处
