2、院依据内蒙古自治区转发国家中医药管理局医政司关于2010 年中医医院管理年活动检查评估细则要求,结合本院实际情况,特制订本制度。一、确定我院以中医中药为重点方向,创建中医中药和谐发展环境。1、制定医院中长期发展规划要以中医中药特色发展为方向,明确以中医中药为发展目标。今后年度工作计划要以发挥中医药特色优势制定具体措施和方案。2、今后医院管理体系中必须建立有发挥中医中药特色优势的鼓励考核制度。二、加强中医中药人才培养,有计划配备中医中药人才,根据国家中医中药管理局关于中医医院发挥中医中药特色优势,加强人员配备的要求,结合我院实际情况,加强队伍建设。1、优化卫生技术人员结构,按计划配备充足的中医药

10、间不少于50 学时。2、定期组织医、护、药人员进行中医基础理论和基本技能培训,并熟练掌握各种技能。3、现有领导班子成员认真学习中医知识,参加中医管理培训,医院主要负责人,业务管理领导和医务、护理、药剂、教学、科研部门的主要负责人经过中医药政策、中医药知识和管理知识的系统培训。对参加中医中药学历提高学习的人员,给予一定的补助和奖励。三、鼓励中医中药项目的开展1、重新制定常见病及中医优势病种的疗效及中医药特色进行年度分析、总结和评估,并制定改良措施;2、积极鼓励开展医技项目、中医诊疗技术项目,采用非药物中医治疗方法如针灸、推拿、理疗等,提高其中的绩效分配比例,中药处方、饮片、成药、绩效工资比例与西

18、评价,分析中医治疗的难点并提出解决难点的思路和措施。3、加强我院重点学科带头人培养工作。五、加强中药药事管理1、根据工作计划,我院将按照医院中药房基本标准对现有的中药房进行全面改造装修。2、根据我院工作计划,我院将按照医疗机构中药煎药室管理标准对现有的中药煎煮室进行装修改造;3、建立和完善中药饮片调剂管理制度、中药煎煮室管理标准等中药药事标准管理制度,使中药药事管理不断标准化、科学化。六、重视中医药文化建设为了更好地贯彻执行关于加强中医医院中医药文化建设的指导意见及相关文件要求,对我院内部装饰、标识将进行全面装修、装饰,表达我院中医药文化特色。七、奖励和考核制度一把发挥中医药特色优势和提高中医
