41、内涵。现代汽车维修技术的科技含量已越来越高,从电子产品在汽车上的应用,到现代汽车诊断设备的使用、互联网在汽车维修资讯上的应用,以及维修管理软件在汽车维修企业发挥的作用等,处处体现现代汽车维修的高科技特征。汽车维修已不再是简单的零件修复,准确无误地诊断出故障所在,是现代汽车维修的最高境界。在加入世贸组织的新形势下,重视汽修企业自身素质的提高、改变汽修经营的原有方式,才能使我国汽车维修业获得较快发展。本文通过对汽车维修企业管理的概述、目标及任务和企业存在的问题与解决并对汽车维修企业人力与信息化的创新管理加以叙述。第2章 概述2.1 汽车维修企业管理的概论我国进几年在汽车维修业管理方面已经迈出了一大
42、步。行业管理开始走上了宏观调控与微观控制相接合、软件发展与硬件发展相接合、市场调节与法制管理相接合的道路。首先,颁布了汽车维修行业发展规划。该规划不仅对我国汽车维修行业发展状况,汽车维修行业的产业结构与布局,技术进步在汽车维修行业经济增长中的作用,法规、制度建设等4个方面进行了比较分析,还从技术进步、企业效益、服务质量、人员素质4个方面对汽车维修行业的现状进行了总体评介。在此基础上,提出了汽车维修行业到2000年和2005年两个规划期的规划方案。具体方案由总量指标、服务性指标、维修质量指标、效益指标、技术进步和人员素质指标等经过量化的6项指标构成。其次,指定了汽车维修企业的开业条件(国家标准)
43、。该标准规定了各类汽车维修企业应具备的设备、设施、人员、质量管理、安全生产、环境保护和流动资金等条件。这对于今后我国汽车维修企业的管理标准化有重要意义。另外,针对汽车维修消费者主要关心的修车难、修车质量无保证等问题,也为进一步提高汽车维修质量,规范运输车辆维修市场行为,我国汽车维修企业从1998年开始实行统一挂牌服务,以便用户选择和监督。为此,交通部组织制定了全国统一的“汽车维修企业标志牌”、“汽车维修竣工出厂合格证”、“汽车维修质量保修卡”和“汽车维修质量检验员证”,它们都表明了汽车维修企业的核发部门、经营范围和监督电话。第三,完善了汽车配件市场对汽车维修质量、效益的影响。针对汽车配件存在的
44、问题,专家们提出了解决汽车配件市场质量、价格、从业人员素质、经营行为等方面问题的对策。2.2 汽车维修企业管理的目标汽车维修企业管理目标是汽车维修企业管理的出发点和归宿。为使汽车维修企业在国民经济活动中正确发挥企业作用,必须通过汽车维修企业管理实现下列目标:(1)各类汽车维修业户结构比例适当,布局基本合理,实现以公有制为主体,多种经济成分协调发展的企业维修企业格局。汽车维修企业管理部门要具有对汽车维修市场的宏观调控能力,能够按汽车维修企业的中长期发展规划,运用法律的、经济的、行政的手段调控市场,做到汽车维修能力和维修需求的大体平衡,最大限度的满足在用汽车的维修的需要。(2)汽车维修业要构成一个
45、统一开放、竞争有序的汽车维修市场。通过比较完整的市场行为规则,使所有汽车维修经营者在经济活动中得到秩序化、规范化,为经营者创造一个良好的经营环境。(3)建立健全的管理体制和市场监督体系。管理部门要采用先进的现代的管理技术和方法,能够对汽车维修市场的动态做出灵活的反映,及时做出处理。尤其是在汽车维护质量管理方面,应建立起完整的质量保障体系,促使汽车维修质量有较大的提高,汽车维修技术有较大的进步,劳动生产率明显提高。(4)协调企业内部关系,实现企业经济效益和社会效益的统一。发展汽车维修生产力是汽车维修企业管理的基本目标。发展汽车维修业的根本目的是提高汽车维修生产能力,最大限度的满足经济、社会发展和
46、人民生活日益增长的需要。2.3 汽车维修企业管理的任务汽车维修企业管理机关是政府专业经济管理部门,是国民经济管理的组成部分。其基本管理职能是对汽车维修发展、经济关系、经营活动进行调控、调整、规范和监督。汽车维修企业管理的任务是由汽车维修企业管理的基本职能决定的,概括起来主要有:2.3.1 贯彻执行国家有关方针政策和法规改革开放以来,汽车维修企业管理坚持“规划、协调、服务、监督”的方针。实行多家经营,统一管理,协调发展的管理原则,先后出台了公路运输管理暂行条例、汽车维修企业管理暂行办法、汽车维修质量管理办法等法规、标准等规范性文件,对促进行为的发展和进步起了很大的作用,因此,上级部门要加强对下级
47、部门执行情况的监督检查,并不断完善各项标准、规范。2.3.2 制定汽车维修发展规划制定企业发展规划是根据企业发展目标,对企业发展的规模、速度、重点、布局和企业结构进行统筹安排,以达到企业适应国民经济发展需要的目的。规划的主要内容包括发展战略,长期、中期、短期发展目标,企业内部结构和区域分布结构及规划措施等。规划按区域可分为县、市(地)、省、全国等级别。2.3.3 加强宏观调控,促进汽车维修市场的发育和完善社会主义市场经济是“社会主义条件下的市场经济”的简称,它具有市场经济的共性。市场最基本的特征是价值规律通过竞争机制自发调节社会生产活动。价值规律通过供求决定价格,市场依靠价格传导信息,优化资源
48、配置,促进技术进步。但是,市场调节并非万能,市场本身调节具有一定的盲目性。因为市场调节是一种事后的调节,从价格形成、信息反馈到产品生产,有一定的时间差,加之企业和个人掌握的经济信息不足,微观决策带有一定的被动性和盲目性。因此,单靠市场本身并不能保持国民总量的综合平衡和经济的稳定增长,需要政府进行必要的宏观和管理。就汽车维修市场而言,当前正处在由传统计划经济向社会主义市场经济转变的重要时期,也经历了从无到有,从小到大的逐渐发展过程,市场机制还不完善,市场的调节作用还不能充分发挥。由与市场体系内部各类之间存在着相互制约、相互依赖、相互促进的关系,如不进快发展和完善,势必会影响统一开放、竞争有序的道
49、路运输市场体系的建立。因此,汽车维修企业管理部门应加强宏观调控的力度,促进汽车维修市场的发育和完善。2.3.4 贯彻执行汽车维修技术标准,不断提高维修质量汽车维修技术标准和有关标准是实施汽车维修质量统一管理的有效措施,各级汽车维修企业管理部门必须认真贯彻,并督促企业认真执行。要健全质量监督体系和检验手段,做好质量监督工作。第3章 维修企业存在的问题与解决办法3.1 汽车维修企业存在的问题随着社会的进步,人们生活水平的不断提高,汽车作为一种非常时尚而又适应的交通工具,走进了寻常百姓家中。到2007年,国内汽车保有辆已经达到5180万辆。而且在未来5-10年内中国汽车市场还会保持15%-20%的增长速度。随着我国汽车保有量的增加,汽车服务的社会需求也越来越大,因此近年来新生了许多汽车维修服务的企业。同国外
