Here in New York, in the inner city, children are born into a pattern that leads to delinquency and crime. Crime has always been heaviest among the minor
30、ity groups in the poor parts of cities. When the Irish lived in these places, most of the criminals were Irish. When the Italians lived in these poor areas, most of the criminals were Italian. Now the minorities in these places are black and Puerto Rican Americans.Drugs and crimeWhy do people become
31、 criminals? Some are just plain greedy; they want to get rich quickly. But others find life hopeless; they do not think that they can make it in a normal job. So they turn to a life of crime. Still another large group of criminals and young delinquents are forced to steal, attack, and even murder. T
32、hese are the drug addicts, and very few of them make enough money to support their addiction.Drugs are brought into this country through the efforts of organized crime. They are sold to local drug sellers or pushers, who are often addicts themselves. The pushers then sell the drug to the addicts. Of
33、ten this sale is made on the street, in the open, and in full view of all passers-by.The retail price of many drugs is high. Some addicts must pay up to $100 a day to support their addiction. In order to buy the drug they need, these addicts must steal anything which they can sell for cash. This tot
34、al amount can be staggering (惊人的). For example, New York City has the highest number of drug addicts in the country-estimating ranging from 50,000 to 100,000. That means that addicts must steal things worth nearly $15 million daily in New York City just to support the trade in drugs! Drug traffic an
35、d drug abuse are truly the causes of many crimes.The roots of city crimeCrime in the cities involves many thousands, perhaps millions of people. Many billions of dollars are stolen in goods and cash. Much of this wealth goes into the hands of the directors of organized crime. Part of it also goes in
36、to the hands of businessmen, office workers, and merchants. These white collar criminals steal perhaps billions of dollars annually from the businesses where they work.Business criminals are only a percentage of the total number of reported criminals. The largest number of the reported criminals, li

These are the poor people who live in poor city neighborhoods.Poor people are more likely to turn to crime because they need money. Also, poor people feel that the laws are the laws of the rich. They feel that they can br
38、eak these laws to get what they need. In the poor areas of cities, where many people are unemployed and poorly educated, crime sometimes seems the only way to succeed. It may be more risky, but it pays better than welfare or an unskilled job.Preventing and reducing city crimeAnti-crime programs, in
39、which cities participate, are many and varied. But generally they fall into two categories. One type of the program attacks the conditions, such as poverty, that breed crime. The other type tries to detect, arrest, punish, and change criminals so that they no longer commit crimes.As you know, povert
40、y itself is one of the biggest causes of city crime. Therefore, all the measures which a city takes to fight against unemployment are effective in reducing city crime.Many cities are also trying to improve the living standard of disorganized families. A broken home life usually encourages young peop
41、le to commit crime. In this type of program, the community provides social services and counseling to families in need. Crime prevention in many cities also centers on the fight to keep young people from becoming criminals. If young people can be kept from entering a life of crime, crime rates can b
