1、110 接处警心得体会 接处警工作是公安派出所开展各项警务活动的基础环节,也是派出所执法执勤工作的首要环节。接处警的水平直接影响到案件、纠纷处理的效率。更直接关系到公安派出所在人民心目中的形象。俗话说:鼻子低下就是路。在实践中,我感到:在接处警的工作中,不会说不行,处警方式得当、语言得体,往往三言两语就可以处理好;如果方法不妥、言语不当,往往会把简单的情况变成了复杂的问题,增加了处理的难度,并可能引发信访投诉。近年来各类警情不断增多,形势越来越复杂,对接处警工作提出了越来越高的要求。下面结合工作实践,仅就接处警工作中的语言沟通技巧与大家做以交流。一、当前民警在接处中使用语言时容易出现的问题 经
2、验往往源于失误,教训常常出自错误。结合我个人了解到的情况,我感到基层民警在接处警中的语言沟通容易出现的失误和错误主要有以下六个方面:1、讲话“跟不上趟儿”,容易“压不住阵脚“。部分民警,尤其是某些年轻民警的接处警经验不足,一到警情现场,感觉无从入手,无从说起,而纠纷当事人双方则滔滔不绝,公说自己理正,婆说自己理直。民警在接处警中难以阻止现场纠纷,有的甚至在民警到场后,纠纷继续恶化,引起打斗,导致局面失控,甚至将矛头转而指向处警民警,并容易造成对民警的不满。2、讲话“冷、硬、横、推”,容易造成群众不满。由于处警量大,个别民警产生厌烦情绪。这种负面情绪如果稍不注意,就可以把握不好说话的口气,极有可
3、能出力不讨好,特别是不同性质警情交叉处置时,民警心理状态一时难以及时调整,有可能带“气”出警,说出过头话,误伤群众感情。比如刚处理完一起“不讲理”的纠纷,接着再去处置群众求助,民警情绪如不能及时调整,到了新现场,就会显得态度生硬,让群众觉得没有人情味,给以后的工作带来被动。另外,有时当事人情绪激动时,接处警人员不能也不跟着激动,而有的民警没有这方面的经验,情绪往往受到当事群众的影响,继而说“狠话儿”,引发群众更大的情绪。3、讲话不分对象场合,容易惹上不必要的麻烦。接处警工作是一项与群众面对面打交道的工作,接处警民警应根据不同对象、场合,语言必须适中,以情感人。有的时候要讲俏皮话、风趣话,有的时

11、 HH4U5E7H1N6 ZU10Z10Y6U4Z8 4、讲话缺乏法律依据,容易引起当事人误解。当前,接处警工作的覆盖面很广,经常会遇到民事纠纷及与警察业务涉及较远的问题,部分处警民警在应对此类问题时,仍凭以往的处警模式,在相关法律法规似懂非懂的情况下,轻易答复当事人,往往语言中带有明显的失误和错误,一旦遇到媒体、律师或“内行人”时,常常被人“贻笑大方”,甚至会被当事人误解。另外,少数接处警民警不能以法律为准绳,对当事人不注重进行政策、法规宣传,而妄图拿话压服,往往导致更难以让群众信服,甚至引发上访案件的发生。5、讲话情绪化,容易把自己卷入纠纷的“漩涡”。有的民警出警后,很想早点结束处警任务,
12、常常没有经过充分的调查了解,主观地判断纠纷当事人谁是谁非,言语中常带自己主观情绪,不能把自己摆在“局外人”、“中立人”的位置上,公正、公平处理纠纷,使自己不自觉地卷入纠纷双方的矛盾漩涡。同情弱者是我们中 _ 共性,而我们警察又大都具有保护弱者的英雄情结。有时接处警时,一不留神,自己的心理可能就会向弱者倾斜,进而失去理性分析和辨别能力。6、话说的太满了,容易在兑现不了时候缺少回旋余地。过去几年为了宣传公安“110”,对社会作了夸大其词的承诺。如“有难必帮、有求必应”,如果有忙帮不上,有求应不了,岂不失言,失去社会对我们的信任。许多处警民警在面对群众时,为了使警情快速解决,往文档编码:CC10T6

20、影响,就要注意在接处警中语言沟通技巧的运用。二、接处警中语言沟通技巧的运用 接处警要正确运用语言沟通技巧,才能发挥语言的正面作用,使接处警达到理想的效果。1、弹好前奏曲准确把握当事人心理特点,用定心话稳定心情,用公道话引发共鸣。抓住了当事人的心理特点,才能有的放矢。首先,要说定心话,就是稳定当事人情绪的话。报警的当事人,无论是急需求助当事人,还是违法犯罪的嫌疑人,纠纷双方当事人,他们的情绪一般都不太稳定,有的粗暴蛮横,蛮不讲理;有的急躁不安,言词不清;有的郁闷痛苦,不言不语;情绪都不稳定,所有的这些异常的心理状态,都不利于处警人员处警过程中的语言交流。因此,说定心话必不可少,只有稳定了当事人的

28、接受处警人员 _ 和建议,为下一步处警工作打下基础。其次,要说公道话。讲公道话容易引起报警人的共鸣,更好地配合处警人员完成接处警工作,提高工作效率。处警人员一旦处警,就代表一级执法,一言一词都关系到公安机关的形象、关系公安机关的威信,所以处警人员责任重大。讲公道话,就是要讲符合法律、法规、政策、道德规范的话。对违法违规,不符合国家政策,不道德的行为要严加批评,言语用词准确恰当,忌说外行话,避免被别人抓住“把柄”。2、定好主旋律准确把握警情本身的要点,用关键话切中要害,用合理话使人信服。俗话说:牵牛要牵鼻子,打蛇要打七寸。用在我们讲话上就是要抓住关键,切中问题的要害。实际工作中,许多民警处警经验
