1、长春梅陇购物有限责任公司固定资产管理制度及流程一、固定资产管理(一)固定资产分类1、固定资产是指单价在200 元以上的一般设备,单价在500 元以上的专用设备,其耐用时间在一年以上的和不满上述金额的设备而耐用时间在一年以上的大批量同类财产。2、固定资产分为房屋及建筑物,专用设备,家具设备,电器设备,一般设备等大类。(二)固定资产的核算和使用管理1、固定资产的会计核算,由财务部负责。2、实物管理由物业处负责。3、日常管理按照哪个部门使用,由哪个部门负责管理的原则进行。4、固定资产的使用管理人要对资产的使用安全负责。如因工作失职,造成资产丢失或损坏,公司将给予相应的行政处罚和经济处罚;如因人为因素

2、,造成资产丢失或损坏,公司除追究经济责任外,还将追究其法律责任。5、物业处应对固定资产进行编号登记,并与财务部分别建立固定资产卡片,记录固定资产的名称、规格、数量、单价、总额、购进日期、使用年限等。6、固定资产日常管理,根据使用情况,指定专人负责(如车辆由每位驾驶员各负其责管理,如果共同使用的资产由物业处指定专人负责)管理,要保证固定资产的完整,防止损坏与遗失。7、固定资产的日常修理与大修理由各使用部门负责。物业处根据公司的修理制度,编制本年度修理计划(计划要说明修理时间、施工单位、费用预算等情况),并将计划报公司领导审批后执行。(三)固定资产增加1、物业处正确核定各部门固定资产需要量。购建固

3、定资产时,必须坚持技术先进,经济合理的原则,做到花钱少,技术先进,质量可靠,并能适应公司的现状和发展需要。2、各部门购建固定资产,应写出书面报告,物业处签署意见,报总经理审核批准后,由物业处负责购建。3、建设房屋及建筑物,在工程竣工验收后,编报工程决算,由负责建设的部门,填写房屋建筑物交付使用单,报送物业处一份,由物业处进行验收、登记。精品资料-欢迎下载-欢迎下载 名师归纳-第 1 页,共 8 页 -4、政府奖励或其它关系单位馈赠的固定资产,由物业处办理审核和交接验收手续,并建立资产卡片。5、负责将相关帐务转交财务部一份。(四)固定资产调拨1、公司在以下几种情形下进行固定资产的调拨。(1)部门

4、经营范围、方式或职能的改变。(2)部门人员人事调整或人员缩减。(3)部门资产配置不合理,使用效率低。(4)公司经营、管理的需要。2、固定资产调拨对,先由须调入或调出部门写书面的调拨申请,经双方面部门领导和公司主管领导签字审批后,由物业处办理固定资产调拨手续。建立相关账卡,同时将账转交财务部一份。3、使用部门不得自行处理。(五)固定资产的报废、报损,由固定资产使用部门或物业处提出报废,报损申请,填制固定资产报废单详细列明报废、报损固定资产的现有技术和报废、报损原因,经鉴定小组审查和公司领导批准后,由物业处办理报废、报损手续。建立相关帐卡,同时将帐转交财务部一份。(六)固定资产的领用1、固定资产的

5、领用,由资产使用人或维护保养责任人填写领用单,由部门和公司领导批准后,发放给使用人或责任人使用、保管,并由使用人或责任人在固定资产登记卡上签名。2、使用人调离岗位时,应将物品缴回,同时注销帐卡;责任人调离时,应将资产移交新的责任人,并调整资产帐卡。3、负责建立相关帐卡,同时将帐转交财务部一份。(七)固定资产的清查盘点1、固定资产的清理盘点每年进行一次,由物业处负责资产的实物盘点,各使用部门要全面配合。物业处将清理盘点结果,填写盘点盈、亏表,报公司领导和财务部。2、物业处随时监督、检查各固定资产使用人的资产保管使用情况,发现问题要及时采取措施,并报告公司领导。精品资料-欢迎下载-欢迎下载 名师归
