1、突发性环境事件应急预案第一章总则第一条 目的:根据国家总体环境应急预案要求,为有效应对突发环境污染事故,提高应急反应和救援水平,控制环境污染事故,减少事故损失,针对本企业可能发生的水污染、大气污染、固体废物污染、等突发性重大、特大环境污染事故,编制XXXXXX 公司企业环境事件应急预案,以提高全公司环境污染事故的应急救授组织、指挥能力,避免或减少因环境污染事故造成的损失。第二条 编制依据:1.中华人民共和国环境保护法;2.中华人民共和国安全生产法;3.中华人民共和国职业病防治法;4.参照国家环境保护法的相关法律法规、以及电力公司的防止电力生产重大事故的二十五项重点要求、环保设施运行规范及部分电

2、厂的管理办法。第二章 应急预案适用范围第三条 适用范围:本预案适用于在本公司范围内人为或不可抗力造成的废气、废水(包括氨水)、固废(包括危险废物)、危险化学品等环境污染、破坏事件;因自然灾害造成的危及人体健康的环境污染事故;影响饮用水源地水质的其它严重污染事故等。第三章应急预案分级第四条 满足下列情形之一者,为特大突发性环境污染事件:1.造成的直接经济损失在100万元以上的;2.有人员中毒死亡的;3.事件危害可引起大面积污染,跨区(县)的区域污染,并有迅速扩大或发展趋势的。第五条 满足下列情形之一者,为重大突发性环境污染事件:1.造成的直接经济损失在50 万元以上、100 万元以下的;2.有人

3、员出现明显中毒症状的;3.事件危害影响到周围地区、经自救或一般救援不能迅速予以控制,并有进一步扩大或发展趋势的。第六条 满足下列情形之一者,为较大突发性环境污染事件:1.造成的直接经济损失在1 万元以上、50万元以下的;2.有人员出现中毒症状的事件;3.事件危害在一定范围内,经自救或组织救援能予以控制,并无进一步扩大或发展趋势的。第七条 一般突发性环境污染事件由于污染或破坏行为造成直接经济损失在千元以上、万元以下(不含万元)的环境污染事件。第四章 预防事故措施第八条 对已确定的危险目标,根据其可能导致事故的途径,采取有针对性的预防措施,避免事故发生。各种预防措施必须建立责任制,落实到部门和个人

11、烟色浓、冒黑烟、烟囱排烟数据超标等现象。3.受外网负荷波动影响,在拉负荷过程中,造成烟气浓度超标。4.锅炉在低负荷运行过程中,环保设备不能完全投入,可能造成烟气浓度超标。5.污染治理设施未能正常稳定运行,主要有以下几方面因素:(1)电袋除尘器系统出现电场失效、电场电压电流下降等非正常工作状态。(2)石灰石石膏投加系统出现堵管、风机故障、压缩空气系统运行故障等非正常工作状态。-(烟气脱硝系统出现设备损坏、氨水泄漏、管道泄漏及压缩空气系统故障等非正常工作状态)(3)湿法脱硫系统主体设备出现故障造成的烟气浓度超标。三、大气环境污染事故预防措施文档编码:CL9H3M1U6V9 HC7W7Q6A5Q4

18、ZH8C3C5X2J4文档编码:CL9H3M1U6V9 HC7W7Q6A5Q4 ZH8C3C5X2J4文档编码:CL9H3M1U6V9 HC7W7Q6A5Q4 ZH8C3C5X2J4预防为主是防止环境污染事故发生的根本。为此,根据可能造成大气污染的因素和条件,事先采取必要的措施,以抑制环境污染事故的发生。预防措施如下:1.把好进厂煤品质关,禁止使用高硫、高灰份的煤。2.制定和完善相应异常情况下的事故应急预案,通过预想和演习等方式提高员工的事故处理水平和能力。事故发生时,要做好报告制度,尽可能减少异常事故对环境造成的影响。3.受外网负荷波动影响确实需要拉升负荷时,一定要注意缓慢推煤,并及时做好各

19、部门之间的沟通联系,确保污染治理设施稳定正常运行。4.在运行过程中保持锅炉的稳定运行,尽可能减少锅炉设备的异常停炉,从而减少锅炉的启停次数。5.在运行过程中保证炉膛温度控制在830以上。6.加强治污设备的维护及保养,定期进行切换,保证污染治理设施的正常稳定运行:6.1 电袋除尘器(1)运行人员应努力提高电袋除尘器的运行水平,严格执行公司制定的电袋除尘器操作规程,保证电袋除尘器的运行效率。对设备运行中存在的故障和问题及时填写设备缺陷联系单报告值长和工程技术部。当出现一个电场失效时应当及时调整烟气脱硫系统,控制排放数据的变化,无法控制时应立即采取停炉措施;工程部检修人员接文档编码:CL9H3M1U

27、;对供电装置的触发撞在性能进行测试;对各种保护进行整定试验,以及电气高、低压回路与仪表的校验;如果变压器运行中出现问题征兆,可对变压器进行吊芯检查。同时检查布袋区域的布袋状况保证布袋无破损、糊袋等现象(4)辅助设备、设施出现异常情况时,针对不同情况作如下检查:对阴、阳机振打时控进行调试,并检查振打系统的内部磨损情况;对排、储回装置进行调试。对灰斗的料位指示、保温及加热装置进行调试;对进、出口烟气温度与压力指示进行调试;对浊度仪、通信与照明设备进行测试。(5)大修后,待机组正式运行稳定时,必须联合除尘器生产厂家技术人员共同进行除尘器效率的试验,来检验大修后设备运行情况,同时能发现运行中存在的问题

43、橡胶手套及防护眼镜,穿橡胶围裙及长筒胶靴(裤脚须放在靴外)。1.2 从酸、碱计量箱排污阀上接管到各自的酸、碱储槽。1.3 一旦酸、碱计量箱泄漏,应马上开启自来水冲泄漏处,并穿戴好防护用品(穿防危化服,戴橡胶手套及防护眼镜)。并开启少量用于中和的酸、碱液,用大量自来水冲,冲洗废液排入中和池,经中和后达标排放。1.4 打开酸、碱计量箱到酸、碱储槽的阀门,放空计量箱液位。2.氨水泄漏2.1 发生泄漏或泄漏火灾事故时应同时进行以下处置:启动应急救援预案,抢险救援工作必须坚持以人为本的原则。2.2 报警:通知管理、维修、应急抢险等相关人员到场处置。向公司调度室汇报,发生人员伤亡时,拨打120 向医务等部
