3、研究的目的是为改革中国经济转轨时期的区域与城市规划体系、协调各类空间规划之间（主要是土地利用总体规划和城市总体规划）的矛盾提出一些见解，以有效控制和引导经济转轨时期区域与城市开发活动，促进区域与城市协调发展。采用的研究方法有：国内外对比研究：历史、现状、未来结合研究；理论分析与实证研究相结合；定性和定量分析相结合，以定性分析为主；系统分析与要素分析相结合。首先，介绍了经济转轨时期开发中存在的问题及其形成的原因、国内外研究综述和论文设计思路，以及德国、英国、日本、美国区域与城市规划体系的特点和值得借鉴的方面。接着，回顾了计划经济时代中国区域与城市规划体系的发展，总结了中国经济转轨时期区域与城市规
4、划体系在法规体系、行政体系、运作体系等方面的特征与存在问题，指出中国规划体系在法规体系上不完善、空间上不完整、行政体系上相互冲突、运作体系上过于僵化和缺乏公众参与。然后，重点论述了经济转轨时期的中国区域与城市规划体系的法规体系、行政体系、运作体系的建设内容。提出了区域规划与土地利用规划等规划协调的策略，以及从规划工作方式、用地统计分类、城镇空间布局、规划体系等方面提出土地利用总体规划与城市总体规划协调的策略。探讨了建立基于 3S（GIS， GPS， RS）技术的区域与城市规划体系信息系统框架的设想。最后，以深圳为例，说明经济转轨时期规划体系改革的政策环境和现实可能性；以嘉兴为例，探讨规划体系中
5、探讨城市的区域定位的基本方法和城市综合开发控制的策略。论文得出的主要结论有：中国规划体系在法规体系上不完善、空间上不完整、行政体系上相互冲突；中国规划法规体系、规划行政体系、规划运作体系需要加强三位一体的建设和吸收国外规划体系的经验；土地利用总体规划和城市总体规划的协调需要探索城镇布局的新形式；“两图叠合”与“多图叠合”（通过信息系统，”使不同规划图层叠加，找出差异，逐步协调，而不是将所有规划图合并为一张图）是规划协调的重要方法手段；建立基于3S技术的区域与城市规划体系信息系统为规划体系的建设和规划协调提供技术支持：深圳的实践表明法定图则是推动规划法制化、完善规划体系的有效形式；嘉兴的实践表明
6、加强城市区域定位研究和综合开发控制是完善规划体系的重要内容。 【外文摘要】In order to give some suggestions for the reform of China regional and urban planning system and the coordination of different spatial planning in transitional period of China economy from plan to market, the author uses different methods to study which include c
7、ontrastive analysis, historic analysis, qualitative and quantitative analysis. First of all, the author introduces problems and causes in urban and regional development activities, progress in planning system research. Next to it, the author introduces planning system of Germany England, Japan and A
8、merica so as to give enlightenment on China planning system. Secondly, the author studies the development of China planning system since 1949, concludes the present characters of China regional and urban planning system, points out some problems: legislation subsystem is not complete, spatial planni
9、ng is not a whole, administration subsystem has contradiction, operation subsystem is not compatible with market economy Thirdly, the author clarifies some suggestions on construction of china planning system, which includes legislation subsystem, administration subsystem and operation subsystem in
10、transitional period. The author puts forward some strategies on the cooperation of different spatial planning, especially land use master planning and urban master planning. In the meantime, the author studies the framework of creating 3S-based information system of regional and urban planning syste

For clearing some questions, the author uses SHENGZHEN and JlAXING as cases to study In conclusion, the author suggests that, owing to that China planning system has great contradiction in legislation subsystem, administration subsystem and operation subsystem, China must take planning legislatio
12、n subsystem, planning administration subsystem and planning operation subsystem as a whole to construct. Overlaying different planning maps and finding difference is a good method to make different spatial planning compatible. In order to coordinate land use master planning (with China character) an
13、d urban master planning, we must explore the new type of city layout. It is very necessary to build 3S-based information system of china regional and urban planning system.
