1、船舶关键性设备和技术系统保障 程序Protection Procedure for Shipboard CriticalEquipmentsandTechnical Systems1 .目的 Object本程序旨在标明船舶因突发运行故障而导致险情以及非连续使用的设备和技术系统并 采取保障这些设备和技术系统可靠性的具体措施。This procedures aim at the identifications of the key equipment and technical systems of sudden failure of which may result in hazardous s
2、ituations and discontinuous using technical systems, and then taking specific measures to promote the reliability ofthese equipment or technical systems. 适用范由 Application本程序适用于船上关键性设备和技术系统的管理。This procedure is applied to management of the key equipment or technical systems.2 .是义 Definitions关键性设备和技术系
3、统：是指那些因突发运行故障而导致险情的设备和技术系统以及非连续 使用的设备和技术系统。在操作前这些设备和技术系统假设存在缺陷，一旦使用会将船舶置 于危险状态。The key equipment and technical operation systems refer to those key equipment and technical systems of sudden failure of which may result in hazardous situations and discontinuous using technical systems .Those equipment
4、 and system which have defect and can make the ship in danger once used.3 . 职责 Responsibilities安监部负责船舶通导等关键性设备和技术系统的标明，机务部负责船舶关键性设备和技术 系统的标明，并采取保障这些设备技术系统可靠性所制定的具体方案和须知。Safety Supervision Department is responsible for the identification of Communication equipment and system, Technical Department is
5、responsible for the identification of other key equipment and system, both the two department should take specific measures to promote the reliability of these equipment and technical systems.42总经理负责审批机务部和安监部提出的关键性设备和技术的标明和为提高这些设备和 技术系统可靠性所规定的具体方案和须知。General Manager is responsible for the approving
6、of the identification ofkey equipment / system and program/ guidance which promote the reliability of keyboard equipment and technical systems.4.3. 船长负责实施本程序所述之保障措施，并提供反应意见。对所标明的关键性设备和技术系 统予以标识，确保关键性设备和技术系统的可靠性。Master is responsible for the implementation of the ensuring measures stated in this proc
7、edure and providing the feed-back opinion; identification the identified key equipment and system so as to ensure the reliability of the key equipment or technical systems.5 . 程序 Procedures关键性设备和技术系统的标明Identifications of the keyboard equipment or technical systems标明依据 Basis of Identifications5.1.1.1
8、. 强制性公约、规那么、规定以及主管机关、船检机构及海运行业组织所建议适用的规那么、 指南和标准；Mandatory conventions/regulations/rules and regulations, guidance, standard advised by administration/classification society/marine industry organization.5.1.1.2. 公司内审、外审、有效性评价和复查、不符合规定情况/事故/险情的报告分析结果； Analysis Results of the company internal audits,
9、external audits, efficiency evaluation and reviews, the conclusions obtained from the non-conformities, accidents, hazardous situations 5.1.1.3.船舶设备、系统、装置的更改；Specifications change of ship, system and device.5.1.1.4. 船舶维护性操作结果。Result of ship maintenance.5.1.2, 标识 Identifying依据上述条款，公司目前已标明船舶关键性设备和技术系统
10、包括但不限于下述： Refer to the said article, identified key equipment and system as follows: (but not limited to) -1主机及其附属系统；2发电机及发电原动机；3配电设备及系统；4舵机及应急操舵系 统；5报警设备；6应急设备；7系泊设备；8防污设备及系统；9装卸系统； 10海水管系包括消防泵、压载泵；11锅炉及导热油管系；12导航设备；13GMDSS相 关设备。1, Main engine and its subsystem; 2, generator and diesel; 3, controll
11、er switching equipment and system; 4, Steering Engine and the steering systems; 5, panalarm; 6, emergency equipment; 7, mooring equipment; 8, anti-pollution equipment and system; 9, loading and discharging system; 10, sea water pipes and fire pump, ballast pump; 11, boiler and heat conduction oil pi
12、pes; 12, navigation equipment; 13, GMDSS equipments.5.1.3, 保障措施的实施 Implementing of Preventive Measures对有两台(套)或以上互为备用者要定期交替使用，并按出航前准备制度规定，在 开航前进行功能试验，以确保其性能良好，并能随时投入使用。The double or more trade off sets of equipments should be used alternately. And a functional test should also required before sailing
13、 so as to ensure the same in good condition which can be used at any time.5.1.3.1. 对应急的或非连续使用的平安设备应列入船舶的年度维护计划，并按船舶设备维护 规定，进行定期保养、检测、试验，以确保其功能可靠。For those safety equipments used in emergency or not frequently should be listed in the ships annual maintenance plan. And the periodical maintenance will
14、be required to ensure the reliability of the machine.5.1.3.2. 所有标明的关键性设备和技术系统，船舶应按船舶关键设备操作规程编写须知 的要求制定相应的操作规程，并张贴、执行。Ships should establish relevant operation specifications about all identified key equipment and system according to .5.1.3.3. 船舶应向相关职能部门汇报上述保障措施的执行情况及有效性，以使保障措施得以 落实和完善。The ships shou
15、ld also reports outcome and efficiency of implementation to the relevant function Departments so as to make sure the ensuring measures will be implemented and improved. 5.1.3.5.上述检查、保养和测试记录应妥善保管。Records of checking, maintenance and test should be kept properly.6 .记录 Records船舶关键设备和系统修理报告表Shipboard Critical Equipments and Systems Repair Report7 .相关文件 Relevant Documents船舶和设备维护程序Ship and Equipment Maintenance Procedure船舶关键设备操作规程编写须知Ship key equipment operation procedures editing Instruction
