4、和分析典型事故的教训，不断增强安全防范意识。 三、客户服务部安全教育例会每月不得少于一次，每月对送货驾驶员的安全情况进行一次讲评，总结推广先进经验。 四、安全教育活动档案不在局（公司）的驾驶员要自觉参加所在地交警中队举办的安全教育活动。 五、车队要定期利用一些典型的事故案例进行分析教育，认真吸取他人的教训，警示驾驶员要文明行车，严守规则，确保安全。 六、根据上级要求并结合局（公司）实际，办公室（车队）每年要组织驾驶员进行业务培训，并进行道路交通法规和安全行车常识测试，对多次测试不合格的驾驶员要及时向领导汇报，并提出整改处理意见。 七、局（公司）组织的安全教育活动，无特殊情况一律不得请假、缺席，
5、车队要严格考勤。 八、定期组织驾驶员开展业务技能比武竞赛，对优胜者给予一定幅度的物质奖励。 九、每年邀请市交警大队事故处理中队的领导进行实例教育，着力提高驾驶员事故防范和应急处置能力。 十、车队对各类培训教育要做好台帐记录，以便备查。 车辆检查制度 一、坚持做好出车前检查和完成任务后的车辆清洗、检查工作，发现隐患及时报告维修。 二、车队要定期组织对车辆的安全检查，确保车况良好，原则上每月不少于一次。对不符安全要求的车辆要及时提出整改维修意见，并报办公室核准实施，消除隐患。 三、驾驶员要对所驾车辆做到胸中有数，认真检查保养，发现机件损坏、失灵要及时报告抢修，否则因检查不到位而造成事故，要追究责任
6、，并负担赔偿责任。 四、车队长要加强对驾驶员和车辆的检查、监督，严格履行职责，否则要追究责任。 五、车队对每次车辆安全检查要造册作好登记，并对隐患整改实施情况进行检查、督促、抓好落实。 六、每次车辆检查情况将作为驾驶员月度考核的重要依据，严格奖惩兑现。 车辆及驾驶员保险制度 一、局（公司）所有车辆必须按规定及时投保，由办公室（车队）具体负责登记实施。 二、所有机动车辆必须按责任险项目投保，客户经理摩托车，由局（公司）统一为其投保车损险、人身险、第三者责任险。 三、驾驶员发生交通事故，应立即报告车队，由车队协同保险管理部门进行实地评估损失，做好索赔工作。 四、车队对投保车辆要逐台登记，并按时续保
7、，当车辆保险期限到期时，驾驶员应及时向车队报告，办理续保，不得脱保，否则要追究责任。 五、办公室要加强对车辆保险的监督管理，督促车队建好台帐，尽心尽责做好索赔工作。 车辆事故登记制度 一、局（公司）办公室（车队）为车辆交通事故处理、登记、上报的职能部门，具体负责此项工作。 二、在行车过程中发生车辆交通事故，驾驶员要及时如实向事故处理的管理部门报告，同时报局（公司）办公室（车队），并保护好事故现场，以便妥善处理。 三、客户服务部送货车辆发生交通事故的，无论事故大小，务必如实及时报告主管职能科室，办公室（车队）应根据事故等级损失轻重，做好登记并逐级上报。 四、发生车辆事故，不准隐瞒不报，不准私自处
8、理。否则造成的后果由所在部门负责人、驾驶员自负。 五、办公室（车队）对车辆交通事故要分类登记，建立档案台帐，并作为对驾驶员考核续聘的重要依据。 市烟草专卖局（公司） 车辆紧急情况处置预案 为认真贯彻落实省局关于开展交通安全专项治理活动的通知精神，确保车辆安全管理工作真正落到实处，减少发生交通事故后的损失，应急防范突发事件的发生，特制定车辆紧急情况处置预案。 一、车辆发生伤人交通事故时 由乘车负责人或驾驶员立即拨打122交通事故报警电话，同时报告局（公司）领导或职能科室（电话：7992469）。乘车负责人或随车人员必须立即将伤者送往附近医院急救，驾驶员要保护好事故现场，等候交警现场处理。当驾驶员
9、一人在场时，先报警和报告局（公司）领导或职能科室，在事故现场作好标记，并立即抢救伤者。然后等待交警现场处理。 二、客户服务部送货车辆发生交通事故时 应立即拨打122交通事故报警电话，同时报告部门负责人。部门负责人应立即报告局（公司）领导或职能科室（电话：7992469、7983884），并及时赶赴现场协同处理。驾驶员、送货员必须保护好随车成品卷烟，如有伤者由送货员及时将伤者送往附近医院进行抢救，驾驶员必须保护好事故现场和随车卷烟，确保国家财产不受损失，并协助交警作好现场处理。 三、物流中心配送车辆发生交通事故时 驾驶员应立即拨打122交通事故报警电话，同时报告职能科室（电话：7992469、7
