39、同时套，但是不要同时套同一学校的。大牛教授一般都采用模板回复“欢迎申请，请你递交网申材料xxx ” ；比较有戏的教授就会更热情一些，让你教研究计划(research proposal)看看什么的。这个 rp 就很重要的， 不要想着 “一份 rp 走天下”，要特定针对不同教授的研究领域来写。同理，可以并行准备personal statement，也是针对你申请的专业领域来写。（当然，最最重要的是要和你的兴趣相关，读phd，不可能为了申请而申请）。rp 的写法和开题报告差不多，网上有很多资料，在此不再累述。将 rp 写好发给教授以后，可以着手开始网申。这时成绩单、推荐信什么的也该准备齐了。英国绝大

41、如果等最后堆在一起办就很赶，尽早办理较好。护照办理至少要1个月，如果户口转入不满5 年，出入境处还会发函到原籍查询，耗时更长，建议在申请的初期就办理，因为后续的手续都在护照办好的基础上才能进行。 cas全称confirmation of acceptance for studies，在拿到无条件录取通知书和护照后，最早不超过课程开始前4 个月进行办理。国外学校相关部分（例如研究生院）联系，提供个人资料什么的，学校会给发一个cas 确认信，包含cas 号码，用于申请签证。不同学校耗时不一样，高峰期 (7 月份 ) 特别特别慢，1-2 周才行。 atas全称academic technology
42、approval scheme，是英国政府在反恐战略下，为确保外国留学研究生在英国与大规模杀伤性武器及与生化，航天航空，农业和工程等小部分敏感性的专业的知识和技术的传播没有任何关联而制定的一项审查。是否需要申请该审查， 在 offer上会有说明。一般需提供一段由学校给出（一般是直接写在offer上了，华威是要自己联系研究生院要）关于你专业描述的statement以及你自己写的研究计划，在 atas 申请网站上进行申请。一般需要 3周。二、留学基金委申请拿到通知书后，向所在国内高校提出申请，申请资料详见csc 网站要求。国内高校会进行第一次筛选，将符合要求的报到csc。每年 3 月左右开始第一批
43、申报（中南的同学请密切关注“中南大学信息港”通知栏或“国际合作与交流处”网站通知），若名额有剩，5 月还会有第二批。申请资格，总体上只要是在校学生或应届毕业生都可，但不同高校要求有出入，比如中南是大四到博一都可，而有些高校只能毕业年级申请。 对于“录取通知书” 要求也有细微差别，中南是要正式的免学费通知书/ 免学费奖学金证明， 而有些高校用国外导师给的承诺给免学费/ 奖学金的邀请信也是可以的。具体请咨询各高校项目负责人。csc 会根据上交材料是否齐全等等进行筛选，攻读博士学位的申请一般不会被刷，但联合培养博士的貌似刷的较多。普通的项目（不是“合作项目”、 “中英优秀学者”项目什么的），一般在5
44、 月之前出结果。我申请的是“合作项目”，就是国外院校与csc 有合作协议的， 这种项目的申请过程稍有不同：先拿到国外院校的录取通知书，再向csc 申报， csc 经过筛选，选出有资格获得生活费资助的人，报送到合作院校，该院校再进行筛选，选中的人则可以得到免学费支持。这一类项目，合作院校每年都固定提供一些免学费名额，可以在csc 网站上查到。申请这类项目好处是对方院校比较认可 csc 公派的学生，在申请过程中可能会有所帮助；缺点是项目流程比上述的项目繁琐，公布的时间很晚 （我的是7 月中旬才公布） ， 后续准备派出事宜会很赶；另外这类项目名额很少，竞争激烈。（番外篇：中南大学每年 10 月份左右

46、到所在高校负责公派项目的部门开具“同意派出函”和“在读证明”，前者用于办理照会，后者用于办理签证。然后根据各留服中心网站上对材料的要求，准备好相关材料，在留服中心办理照会（可邮寄和传真），照会用于办理签证。中南大学的话可到国际合作与交流处咨询丁老师相关事宜；离校手续到研究生院网站下载离校手续单，按单子上的事务办理。 3.2 办理签证不需面签的国家可由留学服务中心代办， 其他需自己准备材料进行申请。办理签证要看户口所在地所属领事馆，我是 8月下旬在广州办的（在哪签证要在相应的留服中心办照会）。当时已不是高峰期，从递交签证到收到用了不到2 周。办签证的材料详见英国签证中心网站上的说明，简单来说有如
47、下材料：护照、cas、atas 、签证表格（签证中心网站上下载） 、照会、 免学费证明、 生活费资助证明、雅思成绩单、 成绩单、 学位证 / 毕业证。需要返回原件的材料要附复印件；所有中文材料要翻译件，翻译件要求见英国签证中心网站。签证中心也提供翻译服务，不过很贵。（广州签证中心附近有很多翻译公司，比签证中心便宜5 元左右）3.3 保证金 +协议书 +机票 +体检在准备签证材料的同时可以办理缴纳保证金和协议书公证，以达到并行处理。保证金的金额因派出国家不同而不同，csc 给的录取材料包里面有说明。可以亲自去北京留学基金委交（可请人代缴），也可以网上转账。交完后会有一张“保证金收款证明”，领取机
48、票和回国报到时会用到。通过网上转账方式的，收款证明会通过挂号信方式寄出，我同学大概用了1周收到。协议书公证可以在各地公证处办理，需要2 个担保人和本人亲自去，有些地方要求父母只能算一个担保人， 有些地方则无谓。一般要交纳一点办理费，3 日左右可取， 具体看各地要求。体检要到各地的出入境检验检疫局进行办理，根据派出国家的不同已经国外院校的要求决定是否需要打疫苗。长沙是在湖南国际旅行保健中心办理，光体检费用380 多， 1 周可取；若要当天取，加30 元。3.4 领取报到证 + 预支生活费交完保证金、 公证了协议书、 订好机票后， 到北京留服中心 （在北京语言大学）领取报到证，并预支一部分生活费，
